Over the last decade, Ukrainian higher educational institutions have faced extraordinary and even dire circumstances three times: russia’s attack on Ukraine in Donbas and occupation of Crimea (2014); a total lockdown caused by a pandemic due to the spread of the coronavirus disease (COVID-19) (2020); russia’s full-scale war against Ukraine (2022). Each time, Ukrainian higher educational institutions had to reformat the educational process to meet the challenges of the time. Lviv region began accepting internally displaced people from Donbas and Crimea in 2014. In this regard, Ivan Franko National University of Lviv (Lviv University) has established itself as one of the regional leaders. The spread of the COVID-19 pandemic required the immediate organization of distance learning and, therefore, the improvement of information and technical support. russian crimes against humanity in 2022 caused an enormous wave of internal displacement of citizens. Employees and students of Lviv University have been helping internally displaced people with housing, food, and basic necessities since the beginning of the full-scale war; they have also assisted refugees at checkpoints along the Ukrainian-Polish border. Over a hundred University students and employees serve in the Armed Forces of Ukraine. Those who remain at home work hard to bring victory over the enemy closer. They are volunteering, fundraising, arranging humanitarian aid, cooperating with international charitable organizations, etc.Under difficult wartime conditions, the University’s academic community continues to fulfil its primary mission: to provide modern, high-quality education.
The financial self-sufficiency of communities determines their ability to create additional jobs, attract investment resources, offer quality social services, and improve the population’s living standards and well-being. The study aims to identify the casual relationships between financial self-sufficiency and local economic development of Ukrainian territorial communities during economic instability. The paper used integrated assessment based on a spatial approach (identifying the level of local economic development), indicative method (calculating empirical values of financial self-sufficiency of communities), VEC model (analyzing the sensitivity of local economic development to changes in financial self-sufficiency), balanced multi-component regression method (modeling the relationship between local economic development and financial self-sufficiency). Data were gathered on all territorial communities of Ukraine in 2021. The results show that the highest level of local economic development was observed in Dnipropetrovsk oblast (empirical coefficient equal to 0.855), high levels in Kharkiv, Zaporizhzhia, Odesa, Kyiv, and Poltava oblasts (0.787; 0.687; 0.684; 0.663 each, respectively), and moderate levels in Zakarpattia (0.448) and Kirovohrad (0.433) oblasts. With increased financial self-sufficiency, local economic development can exceed 2%; a 1% increase in the decentralization of tax revenues and expenditures simultaneously leads to an increase in the attractiveness of the investment climate as an indicator of local economic development (2.3-6.6%). The study proves that the territorial communities of the regions characterized by a low level of local economic development demonstrated higher values of decentralization of interbudgetary revenues than those with higher values of local economic development.
Стаття присвячена обґрунтуванню теоретичних засад децентралізації та особливостей її прояву у контексті посилення спроможності місцевого самоврядування і зміцнення фінансової самодостатності територіальних громад. Систематизовано наукові підходи до визначення суті децентралізації. Обґрунтовано типи децентралізації, що важливе у контексті окреслення потреби комплексного підходу до реформування системи публічного управління в напрямі децентралізації у державі та вимагає поетапних змін у багатьох сферах і координації дій при їх втіленні. За результатами аналізу світових практик впровадження децентралізації виокремлено переваги та ризики, які несе децентралізація, які слід врахувати в умовах реформування місцевого самоврядування. На основі порівняльного аналізу досвіду країн, які провели реформи децентралізації, доведено її значимість у формуванні фінансового підґрунтя самодостатності територіальних громад.
Abstract. The article proposes scientific and methodological provisions for formation of the management model for innovative development of the economy of Ukraine on the basis of the general concept of socio-economic systems, taking into consideration the prerequisites and principles of a single system for implementing the goals of the model. Such a model includes the concept of innovative development, innovation strategies, innovation policy, and the mechanisms for innovative development management. It has been established that the formation of an effective management model of innovative development of the economy of Ukraine on the basis of adaptability and ability to provide a synergistic effect is possible provided striking the balance between the components with different potentials with a focus on natural potential. It has been identified the criteria for assessing the effectiveness of the management model for innovative development of the economy of Ukraine, which characterize the achievement by the country of a certain level of equipment and technology, the level of economic growth, welfare, and health of the population, intellectualization of society, environmental and economic security, etc. Further stages of decentralization in Ukraine and its impact on the economic development have been identified as follows: 1) deconcentration of power and resources; 2) adherence to the principles of the devolution of power; 3) power and resources will be distributed between traditional public authorities (state and self-governing) and market and public structures; 4) introduction of the newest models of public management of the economy. The priority tasks and features of the management model for innovative development of the economy of Ukraine in the context of decentralization are: 1) need to conduct research that will promote the use of opportunities for the progressive development of genetic research, combining an effective management system and technologies that complement the relevant achievements of genetics; 2) reducing the time for funding research, adapting the positive experience of highly developed countries; 3) formation of organizational and institutional structure aimed at simplifying the process of formation and implementation of economic innovations in Ukraine.
