The purpose of this research is to study the communication network among the participants in a construction project. The proposed approach contains the solving of the following tasks: identification of the key factors that affect the communication quality; calculation of the “communication quality” indicator between each pair of participants using fuzzy logic; and evaluation of the key measures of centrality using the tools of a Social Network Analysis. Solving the set tasks can help break the problem of the low level of efficiency of construction project deliveries. This study was conducted when the design stage was already complete and the construction project had 17 participants. We used the following factors influencing communication quality: timeliness, understanding, bidirectionality, use of IT tools in communication acts and adequacy. The use of fuzzy logic tools can minimise the subjectivity of the qualitative data obtained from the questionnaires. The analysis of five centrality measures showed that “Project manager”, “Chief engineer”, “Construction site manager”, “Construction works manager” and “Architect” had the greatest values in comparison with other network participants. On the one hand, this organisational structure of communication can be considered correct because the main information flows through the project managers, who make the decisions. On the other hand, this indicates a significant dependence of the construction project on these participants and, in the event of certain risk events, may lead to a decrease in the efficiency of its implementation. The methods presented in this article can be used in project management to analyse a real communication network.
The article adapted and transformed an innovative scientific and analytical means of risk-controlling operational systems of construction contractors and multi-agent environments of construction projects based on the concept and methodological platform of compliance management, which allows early identification of BP risks and stakeholder activities and, taking them into account, to form a rational a version of the budget-resource and calendar program for the implementation of projects, subject to a compromise agreement of the economic interests of stakeholders and a rational distribution between them (compliance) of responsibility for the content, regulations, budget and consequences of anti-risk actions. A hierarchical model of quantitative risk assessment of anti-crisis management of a construction enterprise was built, which, with the help of the apparatus of fuzzy mathematics, makes it possible to assess risk factors and risks at each level of the hierarchy. The proposed model provides an opportunity to identify threats (risks of a catastrophic level), as well as the most significant risk factors based on the sensitivity analysis method, which is important for making managerial decisions in conditions of uncertainty. The conceptual principles of the management activity of the enterprise, taking into account its financial and economic condition, have gained further development, which differ from the current ones in that, in the absence of signs of a crisis, they provide for the functioning of the economic security system with its performance of risk management and anti-crisis management functions, and in crisis conditions - the introduction of anti-crisis management with the delegation of certain tasks and functions to the economic security service and the risk management unit in order to prevent the deterioration of the financial and economic situation and ensure the conditions for the effective implementation of anti-crisis measures.
The article is devoted to the formation of theoretical and methodological provisions and applied principles ofprocess-oriented development of construction companies aimed at improving the procedural and instrumental basis for makingeconomic and managerial decisions in a dynamic business environment for investment and construction projects. The constructionindustry has a much higher degree of fragmentation of process characteristics compared to other types of activities, which aredetermined by the extremely high level of economic dynamism, where companies are constantly faced with the need to adapt tomarket transformations. functioning, connections and relations between the components of the economic and production system ofthe enterprise as an object of management). Implementation of the process approach allows to systematically combine functionalareas of activity, to build transparent and understandable for employees of the enterprise schemes for the implementation ofmanagement tasks, evaluate and optimize resources. Methodological and applied business tools for the formation of the budget ofthe construction development project were further developed, which provides for phased and multi-criteria formation of budgetsof contractors and the total budget of the development project on a new calculation and analytical basis.
The article is devoted to the creation of a fundamentally new scientific and methodological basis for the adaptation of construction project stakeholder enterprises to dynamic shifts in the construction market through the implementation of an adaptive strategy of renewal and change management in the form of a target project of transformations of the management system of a construction enterprise. The urgency of revising the content of processes and approaches to the organization of economic and managerial interaction of the executing enterprise with institutional participants in the construction and investment process has been worked out. The content of the basic definitions of the study, first of all, the definition of "transformation of the operating system", from the standpoint of analysis and adjustment of the development strategy of the construction enterprise, taking into account the operational and production features of the functioning of the developer as an executor of construction projects, is summarized. The specifics of the market of construction development projects have been highlighted through the prism of prerequisites and the environment of transformational changes in the functioning of stakeholder enterprises. The expediency of using maps of logical-cognitive characteristics as a component of the toolkit, which provides the possibility of combining the means of management strategies of the construction enterprise for the construction engineering enterprise, is substantiated. The theoretical-methodological, analytical and scientific-applied developments are integrated into the complex of applied modules of the formalized economic and management justification of the project of strategic innovative transformations at the construction enterprise. Procedures for identifying the potential of transformations at the enterprise, developed within the methodological approach, evaluate the internal and external potential of transformations at the enterprise, which makes it possible to determine those of them that should use a proactive approach to transformations and the selection of projects for their implementation.
