The article adapted and transformed an innovative scientific and analytical means of risk-controlling operational systems of construction contractors and multi-agent environments of construction projects based on the concept and methodological platform of compliance management, which allows early identification of BP risks and stakeholder activities and, taking them into account, to form a rational a version of the budget-resource and calendar program for the implementation of projects, subject to a compromise agreement of the economic interests of stakeholders and a rational distribution between them (compliance) of responsibility for the content, regulations, budget and consequences of anti-risk actions. A hierarchical model of quantitative risk assessment of anti-crisis management of a construction enterprise was built, which, with the help of the apparatus of fuzzy mathematics, makes it possible to assess risk factors and risks at each level of the hierarchy. The proposed model provides an opportunity to identify threats (risks of a catastrophic level), as well as the most significant risk factors based on the sensitivity analysis method, which is important for making managerial decisions in conditions of uncertainty. The conceptual principles of the management activity of the enterprise, taking into account its financial and economic condition, have gained further development, which differ from the current ones in that, in the absence of signs of a crisis, they provide for the functioning of the economic security system with its performance of risk management and anti-crisis management functions, and in crisis conditions - the introduction of anti-crisis management with the delegation of certain tasks and functions to the economic security service and the risk management unit in order to prevent the deterioration of the financial and economic situation and ensure the conditions for the effective implementation of anti-crisis measures.
The lack of clear and accessible information sources, services, platforms, applications or portals on digital business transformation slows down the speed of innovation in domestic entrepreneurship. In turn, this does not allow businesses to integrate with global trends, which complicates access and work in the international economic arena. The identified problems necessitate the development of a methodological approach to the study of digital transformation processes at the enterprise level; polystructural methodological approach to determining the index of digital transformation of business structures on the basis of relevant indicators; design and implementation of a digital platform for small and medium-sized businesses, which would automatically determine the Digital Transformation Index and provide an individual "road map" to improve the digital development of the enterprise. The article presents recent innovative technology for modeling business processes of enterprises based on process management. The paper considers the creation and justification of the updated methodological and analytical tools for assessing, selecting and regulating the production system of administration of an enterprise project portfolio in a single operating management system. The application of the process approach is based on a comprehensive, systematic review of the enterprise as a set of processes, the development of a process management system using the principles of ISO 9000: 2000. The new process approach is proposed that allows excluding routine operations from the actions of employees, increasing the speed of employee interaction, effectively optimizing existing business processes, and quickly rebuilding the enterprise’s business processes in response to significant changes in business conditions. The work identifies executable business processes, proposes a new approach to modeling the business processes of an enterprise, gives examples of problems associated with the new approach, and suggests possible ways to solve them. Criteria for the results of simulated business processes are defined that allow linking the target indicators of a balanced scorecard of the enterprise with the established results of business processes. It is proved that the use of this recent innovative technology for solving scientific and practical problems of enterprise management significantly expands and deepens the possibilities of economic analysis in the process of solving problematic situations and makes management decisions more grounded and effective.
The article is devoted to the formation of theoretical and methodological provisions and applied principles ofprocess-oriented development of construction companies aimed at improving the procedural and instrumental basis for makingeconomic and managerial decisions in a dynamic business environment for investment and construction projects. The constructionindustry has a much higher degree of fragmentation of process characteristics compared to other types of activities, which aredetermined by the extremely high level of economic dynamism, where companies are constantly faced with the need to adapt tomarket transformations. functioning, connections and relations between the components of the economic and production system ofthe enterprise as an object of management). Implementation of the process approach allows to systematically combine functionalareas of activity, to build transparent and understandable for employees of the enterprise schemes for the implementation ofmanagement tasks, evaluate and optimize resources. Methodological and applied business tools for the formation of the budget ofthe construction development project were further developed, which provides for phased and multi-criteria formation of budgetsof contractors and the total budget of the development project on a new calculation and analytical basis.
The article provides a theoretical generalization and offers a new solution to the scientific problem, which is to develop theoretical, conceptual and methodological and scientific and practical provisions for the formation and development of structural management of construction companies in modern business macro trends. The transformation of the business environment of modern enterprises has led to the dominance of radically new principles of ensuring their sustainable development and competitiveness in the market. There is a gradual transition from the idea of purely competitive struggle to the formation of stable trusting partnerships between key participants in socio-economic relations. Under such conditions, the concept of building social and labor relations in society is changing, which has now made an evolutionary leap from the stage of declarative social interaction of enterprise management with staff to intersectoral social partnership in the field of intellectual and personnel support of economic entities. Selected methodological and applied basis of the study, based on: modern platforms for construction development, "management by objectives", productive concepts of budgeting and synthesis of applied tools of economic-analytical and economic-diagnostic decision-making tools, which allowed to build an updated system of indicators of the company's operating system -developer through the prism of the implementation of operational and production cycles of investment and construction projects.
