Program Nasional pemberdayaan Masyarakat Mandiri Perkotaan (A national program to empower independent community) or PNPM-MP is a program which intensively focuses on overcoming poverty and backwardness of people. Therefore, the effectiveness of this program should be analyzed. This research aims at: (1) finding out the effectiveness of PNPM-MP in Bunyu, Bulungan District in 2010, (2) finding out factors influencing the effectiveness of PNPM-MP in Bunyu. This research is a qualitative research. It was done in Bunyu, Bulungan District. Data were collected using interview and documentation. Data were, then, analyzed using descriptive qualitative data analysis through the processes of collecting, reducing, presenting, and verifying data. This research has shown that PNPM-MP can be regarded as effective, though in the implementation, it is lack of employee factor in which the number of employees does not fully occupy the formations, which leads to overlapped authorities and the specialties the employees have are not suited to their fields. Besides, implementation time which is not appropriate with the standard that should be obeyed by the employees also becomes an obstacle. It also affects the whole series of agendas that should be done. Although there are hampering factors, there are supporting factors which help the program run well. Those supporting factors are given information and facilities. The information is in form of regulation, circulars, operating procedures, and capacity addition for facilitators. ABSTRAKProgram Nasional Pemberdayaan Masyarakat Mandiri Perkotaan (PNPM-MP) merupakan program yang fokus dan intensif untuk mengatasi persoalan kemiskinan dan ketertinggalan masyarakat. Berkaitan dengan hal ini perlu untuk dilakukan analisis mengenai efektivitas program PNPM-MP. Tujuan penelitian ini adalah; (1). Untuk mengetahui efektivitas Program Nasional Pemberdayaan Masyarakat Mandiri Perkotaan Pada Kecamatan Bunyu Kabupaten Bulungan tahun 2010, (2). Untuk mengetahui faktor-faktor yang mempengaruhi efektivitas Program Nasional Pemberdayaan Masyarakat Mandiri Perkotaan Di Kecamatan Bunyu. Penelitian ini dilakukan dengan pendekatan penelitian kualitatif. Lokasi penelitian ini yaitu di Kecamatan Bunyu Kabupaten Bulungan. Pengumpulan data penelitian dilakukan melalui wawancara dan dokumentasi. Teknik analisis data dilakukan melalui teknik analisis deskriptif kualitatif dengan proses pengumpulan, reduksi, penyajian dan verifikasi data. Hasil dari penelitian yang dilakukan tentang efektivitas Program Nasional Pemberdayaan Masyarakat Mandiri Perkotaan Dikecamatan Bunyu Kabupaten Bulungan menunjukkan bahwa telah bisa dikatakan efektif, meskipun masih banyak kekurangan dalam pelaksanaannya. Kekurangan tersebut yaitu pada faktor tenaga kerja, dimana jumlah tenaga kerja tidak full mengisi formasi yang ada, selain itu formasi yang ada tidak diisi oleh tenaga spesialis yang sesuai dengan bidangnya. Transportasi merupakan hal yang penting dalam kehidupan sehari-hari, sehingga sarana transportasi yang memadai sangat dibutuhkan. Akan tetapi, di Surabaya transportasi yang lebih didominasi oleh kendaraan pribadi menjadi dampak dari kemacetan, sehingga perlu adanya sistem transportasi umum yang dapat mengangkut massal penumpang dengan dilengkapi teknologi canggih yang menjamin keamanan penumpang. Pemerintah kota Surabaya menyediakan Suroboyo Bus sebagai transportasi umum yang dapat dimanfaatkan oleh masyarakat hanya dengan menggunakan sampah botol plastik sebagai pembayaran, namun hal tersebut belum cukup efektif mengingat masih banyaknya permasalahan-permasalahan yang ditimbulkan, sehingga terlihat kurang dimanfaatkan oleh masyarakat secara optimal. Perencanaan dan pemodelan transportasi adalah media yang paling efektif dan efisien yang dapat menggabungkan semua faktor tersebut dan keluarannya dapat digunakan untuk memecahkan permasalahan transportasi baik pada masa sekarang maupun pada masa yang akan datang.
The growing national development, higher education was temporarily changed, following the dynamics of globalization. As an educational institution, higher education has a noble mission, which is to educate and improve the quality of human resources, either through formal education in the framework of knowledge development, or through training (non-formal education) in order to improve skills. This research was conducted with the aim to know the influence of workload and prosperity of lecturer to job satisfaction and burnout. This study uses a quantitative approach. Data collection using primary and secondary data. Data analysis technique used is SEM analysis by using PLS. The results in this paper show that (1) There is no significant influence with the negative direction of Workload on Job Satisfaction; (2) There is no significant influence with the negative direction of Workload on Burnout; (4) There is no significant influence with positive direction of Welfare of Lecturer to Burnout at lecturer at University of Indonesia, (5) There is no significant influence with positive direction of Job Satisfaction on Burnout to lecturers at universities throughout Indonesia. This study was to analyze the quality of outpatient services at Tanjung Palas Community Health Center using the Importance Performance Analysis method. Population collection uses non probability sampling through convenience sampling. The questionnaire was distributed to 99 respondents who were samples of outpatients at the Tanjung Palas health center. The outpatient satisfaction index using the Importance Performance Analysis (IPA) obtained the results of research that service quality had a significant impact on patient satisfaction with service users with proven reality or performance of health centers that were far from patient expectations, patients were less satisfied with the services provided by the Center health, especially in attributes or quadrant I, namely cleanliness of the health center, completeness of medical devices, and reliability of health personnel both doctors and nurses.
This study aims to evaluate the School Operational Grant Program (BOS) at SD Negeri 004 Tanjung Palas by using a descriptive qualitative research approach method, namely the researcher tries to explain the real picture related to the evaluation of the school operational assistance program (boss) at SD Negeri 004 Tanjung Palas. To obtain comprehensive data, observation, documentation, and in-depth interviews were conducted with informants as primary data sources. and secondary data, including processed data or officially, published data obtained from media news, literature, previous research articles, documentation, and archives of BOS funds in this study. Analysis of the research data, namely: data reduction, data presentation, and concluding / verification. The results of the study can be described that the use of School Operational Grant funds at SD Negeri 004 Tanjung Palas cannot be categorized as good as can be seen specifically in the indicators of program evaluation criteria used, namely effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy. In this case, two indicators have not been assessed for optimal implementation, namely in terms of effectiveness because schools do not prioritize student needs while focusing more on school support equipment, and in terms of equity, it cannot be said to be good because the provision of learning needs, namely text books cannot be felt by all students and must complement independently. This is an evaluation material for the school. Reporting on the use of BOS funds at the 004 Tanjung Palas Public Elementary School has been running well and based on the prescribed standard procedures, and also the monitoring process of the use of BOS funds in SD Negeri 004 Tanjung Palas so far can be categorized as good. Because the supervision uses a mechanism that applies and can involve many parties so that the results can be accounted for.
