Tulisan ini ingin melihat bagaimana implementasi Undang-Undang No. 14 tahun 2005, Permendiknas No. 16 tahun 2007, serta Permendikbud No. 46 Tahun 2016 yang menuntut setiap guru untuk menjadi tenaga profesional yang berkompetensi dan sesuai dengan kualifikasinya. Karena itu pula, kebijakan Pemerintah Kabupaten Jember yang melakukan mutasi guru hanya karena janji kampanye turut disorot dalam penelitian ini. Penelitian ini menggunakan kualitatif berupa studi descriptive dan explorative yang mengungkap fenomena riil yang terjadi di Kabupaten Jember dengan cara wawancara, observasi, serta kajian dokumen berupa informasi valid melalui media cetak dan elektronik. Hasil penelitian ini menemukan bahwa problematika mutasi guru yang dilakukan oleh Pemerintah Kabupaten Jember diantaranya: pertama, mutasi guru tidak didasarkan pada kebutuhan sekolah (bezetting); kedua, banyak Guru Tidak Tetap (GTT) yang dimutasi lebih jauh dari domisilinya; ketiga, adanya kesenjangan antara proses mutasi guru PNS dengan GTT; keempat, sulitnya adaptasi diantara para guru dengan peserta didik pada tempat mutasi barunya; kelima, realisasi pemberian Surat Penugasan (SP) GTT tidak terlaksana sesuai dengan rencana awal; keenam, adanya kesalahan data mutasi guru dan penentuan tugas mengajar.
This research is to find out how far promotions and products influence decision making in choosing a madrasah. The variables in this study include promotion (X1) and product (X2) as independent variables, while decision making (Y) is the dependent variable or the variable being measured in this study. For the research method used in this study using quantitative methods with a survey approach with a total of 119 respondents. research data collection techniques using a questionnaire technique by distributing directly to respondents, while the way to select respondents using probability sampling random sampling approach or random samples. The data analysis technique used to test the research hypothesis uses multiple linear regression analysis techniques where before carrying out the test a prerequisite test is carried out first. The results obtained showed that promotions and products have a positive and significant influence on the decision to choose a madrasa, while the variable that is more dominant in influencing the decision to choose a madrasa is the promotion variable.
This journal reviews the Diagnostic Analysis of the Phenomenon of Sexual Violence in Schools. This study aims to describe the portrait, analysis, and prevention of sexual violence in schools. Library research or library research is the method used. Using the literature as a kind of data collection, the materials sought are pre-selected and checked. To collect data in this study from journals, books and other sources about sexual violence against minors in schools. The results of this study are portraits, analysis, and prevention of sexual violence against children. Sexual violence in the world of education is currently being hotly discussed, sexual violence that occurs ranging from violence perpetrated by educators against students, violence perpetrated by students against teachers, and violence among peers. The occurrence of sexual violence is caused by two variables which include internal variables and external variables. Internal variables consist of psychological, biological, moral and revenge factors. Then external variables include cultural, economic, and mass media factors. Prevention of sexual violence against children in schools, namely prevention of sexual violence in schools by providing sexual violence psychoeducational outreach programs to teachers, students and parents. What the government must do to handle sexual violence in schools is to establish strict regulations governing violence against children, imposing sanctions.
The community needs, the demands for policy, the education system in pesantren have undergone many changes overtimes. However, it was a fact that the community has acknowledged the quality of pesantren graduates. The basic assumption for this was that pesantren graduates have proven sufficient quality because they were educated by qualified teachers. This article examined Teacher Development in Islamic boarding schools (pesantren) including the model of Teacher Development implementation, the barriers, and their impacts. This study applied a phenomenological approach. This study applied a qualitative method by applying the Multi-Site Study at Al-Amien Islamic Boarding School Sumenep, Sidogiri Pasuruan Islamic Boarding School, and Baitul Arqom Islamic Boarding School of Jember, East Java. This study found that the focus of Teacher Development in Islamic boarding schools was unique and more effective than that of the theory of formal teacher development management and formal education institutions which tended to underlined the administrative, bureaucratic and formalistic aspects. The implementation of the management in mu’adalah pesantren was started from planning, recruitment and selection stages, development and coaching comprehensively covered by spiritual and substantial elements.
