В статье излагаются основания институциональной теории стратегического планирования (ИТСП). Эта теория конкретизирует предложенную авторами ранее общую институциональную теорию планирования (ИТП). Такая конкретизация требует выявления того, чем ИТСП отличается от других возможных ИТП. Проведенный далее анализ показал, что большинство существующих подходов либо отождествляет стратегии со стратегическими планами, либо считает их создание стадией формирования стратегических планов. С нашей точки зрения, формирование стратегий может быть даже интуитивным процессом, и методы их разработки отличаются от методов разработки стратегических планов. На этой основе мы определяем стратегическое планирование как планирование, обязательной основой которого является предварительно созданная стратегия (может быть, даже имплицитная). Этот подход применяется к стратегическому планированию публичных организаций. Анализ литературы показывает, что здесь не всегда учитывается опыт территориального планирования, а также специфика воздействия различных институциональных сред, в которых действуют публичные организации в разных странах. Успешность осуществления стратегических планов зависит от институциональной среды внутри организаций. Сама стратегия может стать полезным институтом, если работники воспримут намечаемые новые отношения как полезные для себя. Важную роль в этом играют смыслообразование и лидерство, влияющие на стратегический консенсус. В статье показано, что реформа публичного сектора на основе нового государственного менеджмента негативно влияет на эти процессы.
The paper studies the problem of assessing the quality of higher education in the Russian Federation. The problem is rooted in the ambiguous understanding of the concept of quality and the variability of the meaning of higher education, primarily, its arguable connection with obtaining a specific professional education. The methodology relies on the principles of modern economic theory and the results of social psychology and assessment theory, thereby demonstrating a cross-disciplinary character. Based on the provisions and approaches mentioned above, we find that the concept of quality has at least four possible interpretations, and the concept of higher education has three of them, while the current regulatory documents do not fully cover them. Proceeding from the fact that higher education services are credence goods for students, the research proves that students cannot act as the subject of quality assessment. The analysis performed in the paper demonstrates the plethora of options for assessing the quality of higher education, the number of which attains at least 396. The study formulates concrete proposals for modernization of the existing system of higher education quality assessment in Russia.
In the context of the reformatting of the new world order, the question of the competitiveness of countries and regions also arises in a new way. At the same time, a set of factors and conditions that determine the competitiveness of regions and its key link, such as their investment attractiveness, are beginning to be perceived in a special way. And the point here is not only in the specific components of the investment potential of competing regions, but also in such combinations of them as become the subject of the art of management. Moreover, being an intangible asset in its economic content, regional competitiveness is able to actualize those aspects, for example, the economic and geographical location of the region, which have not been considered as an asset for a long time, although they have enormous potential. In addition, it will be interesting for teachers who read disciplines on regional economics and management of competitiveness and investment attractiveness of regions.
The aim of the study is to investigate and analyse the different aspects of the innovation development of the North-Western Federal District (the Russian Federation). The concepts of innovations, innovation development, innovative economy, knowledge-based economy, state innovation system, innovation ecosystem and regional innovation development have been defined. Also, author’s definition of the innovative development of a region was proposed. Documents regulating the innovation strategy and innovation policy of the North-Western Federal District have been analysed. The justification of the undertaken topic comes from the need for defining strong areas of the innovation potential of the North-Western Federal District and requirement for consideration of the regional innovation system elements of the North-Western Federal District such as knowledge-producing environment, knowledge transfer mechanisms, business environment and state, and its innovation infrastructure. The methodology of the study involves studying of the theoretical framework of the innovations, quantitative and qualitative indicators of the innovation development of the North-Western Federal District, and analysis and synthesis of these data. The main results of the study are: innovative development of the region correlates with the general direction of the country’s innovative development; the regional innovation system includes the same macroblocks as the national innovation system does; the North-Western region includes the well-developed innovation infrastructure and all elements of the innovation system. Conclusions on the direction of the innovation development of the North-Western Federal District towards the world’s advanced countries with innovative economy or economy of knowledge as well as on the role of the innovation factor in the regional development have been drawn.
