Objective: This literature review sought to understand the theoretical-empirical connections of strategic alignment in project-based businessesMethodology: We carried out a systematic review with searches in scientific databases (Web of Science and Scopus) and application of technical snowballing with the intention of finding the most relevant works on the topic. The strings adopted were based on the keywords: project-based businesses and strategy. Filters related to the research area, the document types and the language were applied. The selected articles were analyzed following the steps: removal of duplicates, reading of titles, abstracts and quality assessment. After these steps, 20 papers were analyzed in a descriptive and exploratory way using VOSviewer, Biblioshiny and MS Excel software.Originality: The paper filled a gap concerning strategic alignment in the context of project-based business, which is an emerging concept that is little debated in the literature.Main results: The results showed a mutual influence between strategy alignment and project management. It was found that the first helps organizations to focus on correct projects, while project management helps achieves their strategic objectives. Four research focuses related to the strategic alignment in the PBB were also published in the literature: project management and organizational strategy; interaction between actors in the formation of strategies; program, portfolio and governance management; project management office and organizational design.Contributions: The contribution consists of presenting a set of propositions that systematize the findings of the papers and elucidate ways for the formation of a research agenda.
This paper seeks to propose a theoretical model capable of guiding investigations dedicated to the contributions of Project Management Offices (PMO) to the organizational strategy in Project-based businesses (PBB). A systematic review of the literature was conducted in the databases Web of Science and Scopus in order to identify the papers that went over the topic.The gathered sample was made of 19 articles, which were explored through the content analysis technique based on Saldaña´s coding cycles (2016). The results identified that PMO contribute to strategies through actions aimed at project integrity, monitoring activities, integrating and communicating between projects and people, standardizing instruments and methods, aligning strategic objectives, and portfolio management. It is understood that by developing those activities, the PMO are supporting the strategies, linking them to the projects, and creating a favorable environment for their realization. This study contributes to the literature by generating an understanding of how to integrate projects into organizational strategies in the context of PBB and offer a more specific view of how PMO support the process of implementation of strategies in PBB. Its originality is based on the role of the PMO in the context of PBB.
Este trabalho objetiva apresentar o processo de elaboração de planejamento estratégico do Instituto Internacional de Física (IIF) da Universidade Federal do Rio Grande do Norte (UFRN). Um aspecto inovador foi que o planejamento estratégico construído foi todo baseado no conceito de Negócio Baseado em Projetos (NBP), proposto por Veras (2017). O estudo desenvolveu-se sob uma perspectiva qualitativa com uso da observação participante. Verificou-se que a utilização do conceito de NBP possibilitou formular os projetos a partir do desdobramento dos objetivos estratégicos, com critérios de priorização e seleção, além de ter promovido o engajamento de todas as partes envolvidas na elaboração do planejamento. Este estudo contribui com a teoria à medida que desenvolve o conceito de NBP, o qual é pouco abordado na literatura nacional, e mostra a adoção prática de algumas ferramentas de gestão.
With the emergence of debates about the weight of federal public universities' budgets in public accounts, the development of scientific research that present data on such issues to society becomes relevant. In this context, this work sought to identify the effects on the academic performance of Federal Institutions of Higher Education (FIHE) caused by the application of the neoliberal agenda in the budget formation of these institutions. For this purpose, the adopted methodology grouped the universities based on their similarities, using the cluster analysis method, and verified the existence of a correlation between the budget and performance variables. The results found point to a scenario of disruption in FIHE budgets, represented by attacks on the financing model of these institutions under arguments of inefficient performance based on incomplete or biased analyses. In addition, the emergence of the application of neoliberal measures generates signs of a change in the profile of actions carried out within universities, moving from a vanguard place in the generation of scientific knowledge to a kind of service provider in which market demands are met through financial support.
