Purpose This paper aims to determine the performance of the departments at Dr Zainoel Abidin Regional General Hospital, Banda Aceh, Indonesia, in 2016, based on the targets and realization of their work programs using balanced scorecard. Design/methodology/approach This study adopted qualitative and quantitative approaches. Findings The overall results of the performance appraisal using the balanced scorecard approach seen from the financial, internal business, customer and training and learning perspectives are good. Dr Zainoel Abidin Regional General Hospital has provided good services, and performance of its departments have generated the expected outcome, realized by the Hospital. Originality/value The novelty of the present study lies in its research model, where human resources (transformational leadership, organizational commitment and resource uniqueness) and financial management (business plans, budget and performance).
Dalam mendukung perkembangan destinasi super prioritas Kawasan Strategis Pariwisata Nasional (KSPN) Likupang, Sulawesi Utara, diperlukan peran sistem transportasi yang baik dan handal sesuai dengan kebutuhan dan perkembangan zaman. Salah satu sarana transportasi yang mudah untuk dijangkau oleh masyarakat adalah angkutan umum. Angkutan umum pada Kawasan Strategis Pariwisata Nasional (KSPN) Likupang bertujuan untuk memfasilitasi pergerakan masyarakat yang hendak melakukan perjalanan wisata. Karena dengan angkutan umum yang cepat, murah, nyaman dan aman diharapkan dapat meningkatkan minat wisatawan untuk mengunjungi daerah wisata Likupang. Tarif angkutan umum merupakan salah satu faktor terbesar dalam menarik wisatawan untuk melakukan perjalanan menggunakan angkutan umum. Pada prinsipnya penentuan kebijakan pentarifan dapat ditinjau dari beberapa stakeholder transportasi, yaitu pengguna (user), operator dan pemerintah (regulator). Berdasarkan latar belakang tersebut, maka diperlukan penelitian mengenai Ability To Pay (ATP) dan Willingness To Pay (WTP) yang dapat digunakan sebagai acuan untuk menentukan kebijakan besaran tarif yang diperlukan untuk pengembangan kinerja pelayanan angkutan pada Kawasan Strategis Pariwisata Nasional (KSPN) Likupang, Provinsi Sulawesi Utara. Dari hasil pengolahan data diperoleh bahwa kemampuan membayar masyarakat (Ability To Pay) terhadap tarif jasa angkutan umum wisata rute Manado-Likupang yaitu Rp.2.344,-/pnp-km atau Rp.140.618,-/pnp-trip.Kemauan membayar masyarakat (Willingness To Pay) terhadap tarif jasa angkutan wisata rute Manado-Likupang yaitu Rp.1.377,-/pnp-km atau Rp.82.619,-/pnp-trip
The performance of the midwife as part of the human resources owned by the hospital will affect the performance of the health service institution concerned as a whole. The purpose of this study was to analyze the effect of individual characteristics (including age, years of service, employment status, skills, and motivation) and extrinsic factors (including rewards, workload, supervision, and training) on the performance of midwives. This explanatory survey research used all of the midwives who served in the inpatient obstetrics room at Langsa Hospital, amounting to 47 people as respondents. Data were collected through questionnaires and analyzed by logistic regression method. The results showed that employment status, skills and motivation from individual characteristics as well as supervision and training from extrinsic factors had a significant effect on the performance of midwives. Furthermore, motivation was identified as the dominant variable influencing the performance of midwives.
Salah satu upaya pemerintah untuk meningkatkan derajat kesehatan masyarakat adalah melalui penyelenggaraan Program Indonesia Sehat dengan pendekatan keluarga. Indikatornya adalah anggota keluarga tidak ada yang merokok. Merokok di dalam rumah masih merupakan salah satu masalah kesehatan masyarakat di Kabupaten Deli Serdang. Hasil survei pendahuluan yang dilakukan 30 kepala keluarga yang bekerja sebagai petani sawah di Kabupaten Deli Serdang menunjukkan sebanyak 87 persen masih merokok di dalam rumah. Tujuan penelitian ini untuk menganalisis hubungan faktor predisposisi (pengetahuan, sikap) dan faktor pendorong (peran tenaga kesehatan dan dukungan istri) dengan perilaku merokok di dalam rumah pada petani sawah. Jenis penelitian adalah survei dengan pendekatan cross sectional. Jumlah sampel sebanyak 106 kepala keluarga yang bekerja sebagai petani sawah dengan pengambilan sampel menggunakan simple random sampling. Pengumpulan data diperoleh melalui kuesioner. Analisis data dilakukan dengan menggunakan univariat dan bivariat dengan uji chi-square. Hasil penelitian menunjukkan bahwa terdapat hubungan pengetahuan, sikap, peran tenaga kesehatan dan dukungan istri dengan perilaku merokok di dalam rumah pada petani sawah. Disarankan kepada Dinas Kesehatan Kabupaten Deli Serdang membuat kebijakan rumah bebas asap rokok dan membuat pojok merokok di tempat-tempat tertentu. Kepada tenaga kesehatan di puskesmas agar melakukan promosi kesehatan untuk meningkatkan pengetahuan dan sikap petani sawah, memberdayakan istri dalam mencegah tindakan merokok di dalam rumah. Kepada istri diharapkan mengingatkan suaminya yang masih merokok di dalam rumah untuk merokok di luar rumah.
Background: Strategic purchasing plays an important role in the cost structure and competitiveness of small and large businesses. Managing Board of Social Insu-rance (BPJS) has implemented strategic purchasing of health services in the National Health Insurance (JKN) scheme. Strategic purchasing is important to provide quality products and services at low costs. Strategic purchasing of health service has five critical criteria: (1) what is to purchase; (2) to whom it is for; (3) whom it is from; (4) what is the price; (5) how to purchase it. This study aimed to assess BPJS barrier to strategic purchasing of primary care service at public and private health facilities in Subulussalam, Aceh. Subjects and Method: This was a qualitative study conducted in Subulussalam, Aceh, from February to July 2015. A total of 12 key informants for this study, including BPJS administrators and hospital managers. The theme was strategic purchasing of health service. The data were collected by in-depth interview, direct observation, and document review. The data was analyzed by thematic analysis. Results: BPJS administered the same standards of strategic purchasing health service from the public and private health providers. However, there were some unresolved problems: (1) BPJS faced difficulty to select primary care providers independently; (2) Illegal use of other member's JKN card to get health service; (3) Redundant claims from the primary care providers; (4) Claim of inpatient days exceeding the maximum allowable limit; (5) Delay in non-capitations reimbursement payment to primary care provider; (6) Inequitable distribution of health manpower across health facilities. Conclusion: BPJS has implemented strategic purchasing of primary care services with the same standards applied to public and private primary care providers. However, there remain some problems of purchasing health services that call for immediate corrective actions, including routine monitoring, explanation of delay, advocacy, equitable distribution of health manpower.
