Most policies, explicitly or implicitly, involve sharing responsibilities between different organizations, such as departments, government spheres, ministries, or private organizations. Thus, in recent decades, networks have become increasingly common in public policies. The Brazilian health system -given its size and geographic scope -is an example of complexity and sometimes fragmentation in policy implementation. In this context, the government adopts the concept of Healthcare Networks (RASs) in the operation of its health system. A characteristic that defines RASs is their regional character, since it is necessary to go beyond the municipal borders for the optimization of resources. This scenario of interregional relations becomes denser when the territory in question is configured in an urban superstructure, as is the case in metropolitan regions. Thus, this paper proposes the discussion of the case of Healthcare Networks in the Brazilian metropolitan regions and describes, in greater detail, the case of Campinas Metropolitan Region. Esses objetivos apresentam uma série de metas e indicadores para orientar a tomada de decisões dos países e a sua implementação.
O presente projeto se enquadra dentro dos múltiplos esforços e debates que vem sido realizados, por parte de grupos de pesquisas em diferentes áreas da ciência, como a sociologia, a política, a economia, e a filosofia, para o entendimento das questões de classe e desigualdades sociais, que se expressam, entre outras dimensões, na mobilidade social de um país. A fim de, neste contexto, explorar as questões da desigualdade, estratificação e mobilidade no Brasil, à luz de seu contexto histórico e contemporâneo de país periférico do capitalismo mundial. Para desvendar tais relações, primeiramente é preciso compreender o processo de desenvolvimento do capitalismo nacional, sendo fundamental, dentre outros fatores, analisar o papel central do Estado na distribuição dos recursos e na implementação de políticas públicas. Após traçar esta compreensão histórica e conceitual, é necessário fazer um recorte temporal e se debruçar sobre os dados nacionais sobre o assunto. Para isso foram utilizados os dados da Pesquisa Nacional por Amostragem de Domicílio (PNAD), realizada pelo IBGE. Podendo assim, apresentar uma análise a respeito da mobilidade social no Brasil no período de 2003 a 2015, buscando correlaciona-la com os dados de desigualdade social.
The health care system in Brazil is an example of the complexity and often fragmentation in health policy implementation. The notion of healthcare networks proposes that the health system must be organized through coordinated points to provide continuous and integrated care, based on cooperation between managers, providers, and users. In Brazil in 2010, the Ministry of Health enacted an ordinance defining the healthcare network as a management model to be pursued by the national health policy in order to address most of the difficulties of fragmentation. This paper proposes to discuss the cases of Healthcare Networks in Brazilian metropolitan regions, characterizing its implementation process as well as identifying management problems in various cases. This study is grounded on data provided by agencies responsible for health management in the federal and state levels, as well as the current literature on healthcare networks. Results include the analysis of metropolitan networks implemented within their different stages, challenges and advances.
