ABSTRAKKorupsi di Indonesia bukan hanya persoalan hukum atau sebuah penyimpangan perilaku. Lebih daripada itu, korupsi merupakan persoalan etika politik. Segala bentuk gratifikasi demi kepentingan pribadi merupakan sebuah bentuk korupsi. Dari sudut pandang etika birokrasi, korupsi berkembang karena kelemahan sistem penegakan hukum atauu kurangnya orientasi kepentingan publik baik dalam praktik maupun dalam kebijakan politik. Oleh karena itu, menguatkan internalisasi etika birokrasi menjadi cara yang paling efektif untuk mengatasi korupsi sampai ke akarnya. Etika politik yang dimaksud tidak dapat berjalan sendiri dan hanya mengedepankan kebebasan politik yang seringkali melindungi hak dan kepentingan pribadi, melainkan harus dibangun dan dikembangkan sejalan dengan demokratisasi. Lebih dari itu, korupsi harus diberantas dengan memperkuat etika politik kewarganegaraan, tanggung jawab kehidupan bernegara, semangat berkorban untuk negara, keadilan dan representasi sumber daya manusia dan pembentukan kepentingan publik serta penegakkannya dalam praktek politik dan determinasi kebijakan sebagai upaya dominan untuk mencegah korupsi. ABSTRACTCorruption in Indonesia is not only a matter of law or deviant behavior. But, more than that, it is a problem of political ethics. Any public use for the gratification of self-interest is a form of corruption. From bureaucratic ethics standpoint, corruption develops because the weaknesses of system reinforcement or lack of public interests formation in practice and political policy. Therefore, strengthening bureaucratic ethics internalization is the most effective way to overcome corruption from its roots. Such political ethics must be established and developed together with the ongoing democratization, not just to let it alone and only emphasizing the political freedom that often protect the rights and private interests. But, more than that, it must be eroded by strengthening the political ethics of citizenship, responsibility of life as a state, a sense of sacrifice for the country, equality and representation of human resources and public interest formation and its enforcement in political practice and policy determination as dominant effort to prevent corruption.
This article discusses the dismantling of the ideology behind the meaning of Sewaka Dharma. as the public service motto of the Denpasar City Government. In general, in carrying out its activities, it uses the motto as a supporter of its employees. This article focuses on the locus of the Denpasar City Government by critically analyzing the study of cultural studies in the realm of public employees. This article uses the theory of deconstruction, and is supported by the concepts of social practice and the power of knowledge. The data collection method in this article uses interview techniques, and observations of informants. This article also offers a finding that behind the motto of Sewaka Dharma, the hidden meaning of the old state ideology which is manifested through patrimonial behavior actually still includes an increase in the symbolic identity of the presence of formal power, namely the Mayor of Denpasar as an analogy to the king's power. In this capacity, the motto of Sewaka Dharma becomes an effective means of power among bureaucrats at all levels which places them as a means of discipline as well as effective supervision for employees who serve in power.
Women's development efforts explained that accepting and opening space for women to play an active role in development is reflected in the composition of the management of women's community empowerment institutions with a maximum of 30% (percent) of women. In accordance with the objectives to be achieved, namely the formation of an independent community of women who are able to improve their economy. Then the formation of institutions and women's groups based on the initiative and participation of women themselves. Even though this has been regulated in the Regional Regulation, but the reluctance that occurs the role of women to date is still very limited, apart from women's participation, the lack of support from stakeholders also contributes to the decline in the role of women in development, especially in the Village.Stakeholders (stakeholders), namely all parties in a community structure, consisting of individuals, or communities who have an interest related to an issue in this case, for example the PKK group which is a forum or community of women in the village. Stakeholders are an important element in bringing about changes in women's movements in development. In an effort to support the development of women's roles in village-based development, it is necessary to consider various approaches, both sectoral and territorial approaches and involve active participation from various Stakeholders in Dawan Village, Klungkung Regency. In the framework of increasing synergy, synchronization and integration of all potentials in Dawan Village, Klungkung Regency, a capacity building activity is needed for all Stakeholders in order to contribute to the implementation of women's Empowerment at the regional level.Therefore, this dedication is expected to be a role model for efforts to increase stakeholder quality in the context of women's development at the regional level in Klungkung Regency.
Klungkung Regency as one of the regencies in Bali that has land and islands, the problem faced is the low coverage of ownership documents. Therefore, the Klungkung Regency Population and Civil Registry Service implements the Program to Accelerate Increasing Scope of Population Document Ownership, the policy being an innovative step in overcoming population services in Klungkung Regency. Based on these problems, in this study we want to analyze community perceptions of service performance in the P3CKDK in Klungkung Regency. The method used in this study is the mix methods, namely using quantitative methods in public perception then proceed with qualitative methods to explore existing data. Based on the results of the analysis show that the service performance that gets the highest public response (tends to strongly agree) is the empathy index. While other indices in service performance also received a positive response from the public. Furthermore, public perceptions related to program performance from various indices tended to strongly agree. The index that gets the highest rating is the program access index. Correlation between service performance and program performance results in a positive correlation which means that if one indicator increases the associated indicator will also increase. Based on the tests conducted, it shows that service responsiveness with program performance produces the highest correlation, while the lowest correlation is assurance with program performance.
The village government in Jembrana Regency is a village that has not been included in the independent village category. The increasing development of village funds in each village in Jembrana Regency is an excellent opportunity in strengthening deliberative perspective policy. Village fund management maintained by deliberative approaches at the village government level is a big challenge to realize. The development of public policy theory encourages the government to formulate deliberative public policy, and the village government has room to apply the theory. This became an empirical and theoretical basis for researchers to conduct analysis related to deliberative policies in village government in village fund management. This research uses a mixed-method that combines qualitative and quantitative research to obtain more comprehensive data later. The research object in this study is in selected villages in Jembrana Regency. The findings in this study show that deliberative policy analysis, based on influence indicators, shows that each community group has been given space in influencing and making decisions in the village. The inclusion indicator shows that it has involved various figures and interest groups in the village in formulating policies through consensus deliberations. The last hand is that there is an open dialogue in mapping the problem, but policy determination must also look at the ability of the budget, especially village funds.
