This article highlights the importance of a dialogic relationship between government and society in the effort to build more participatory service system innovations. The idea of dialogic innovation itself arises as a logical consequence of the open government system, which replaces outdated service practices. This new idea emphasizes accountability, transparency and participation from the community as the spirit of the public service system. Thus, public service innovation is produced by absorbing bottom-up innovation. This research uses a qualitative approach with a case study model. Data collected through observation, depth interviews and documentation. The results of this study indicate that the Malang Online Service System (SINGO) implemented in the village of Sawojajar, Malang is evidence of the success of dialogic innovation between the community and the government. The android application-based public service system was conceived and created by the Sawojajar community itself, supported by the local government. SINGO’s innovations have succeeded in becoming champions and pioneers for other villages. This shows that dialogical and participatory public services have succeeded in changing the old pathological bureaucratic paradigm into emancipation. Artikel ini menyoroti pentingnya relasi dialogis antara pemerintah dengan masyarakat dalam upaya membangun inovasi sistem layanan yang lebih partisipatif. Gagasan inovasi dialogis sendiri muncul sebagai konsekuensi logis dari sistem open government, yang menggantikan praktik pelayanan yang telah usang. Ide baru ini menitikberatkan pada akuntabilitas, transparansi serta partisipasi dari masyarakat sebagai ruh dari sistem pelayanan publik. Sehingga, inovasi pelayanan publik dihasilkan dengan cara menyerap aspirasi dari bawah (bottom-up innovation). Penelitian ini menggunakan pendekatan kualitatif dengan model studi kasus. Data dikumpulkan melalui observasi, depth interview dan dokumentasi. Hasil penelitian ini menunjukan bahwa Sistem Pelayanan Malang Online (SINGO) yang diterapkan di kelurahan Sawojajar, Malang merupakan bukti dari keberhasilan inovasi dialogis antara masyarakat dengan pemerintah. Sistem pelayanan publik berbasis aplikasi android digagas dan diciptakan oleh masyarakat Sawojajar sendiri, didukung oleh pemerintah setempat. Inovasi SINGO sendiri berhasil menjadi juara sekaligus pionir bagi kelurahan lainnya. Hal ini menunjukkan bahwa pelayanan publik yang dialogis dan partisipatif berhasil mengubah paradigma birokrasi lama yang patologis menjadi emansipatif.
Law 6 of 2014 cites Village-Owned Enterprises as Business Entities, whose capital is owned by the Village and is obtained from Village assets to facilitate the welfare of the Village community. The government must understand the potential in its territory and manage it together with the community, the private sector, and the Village Government for its sustainability. The success of Ngroto Village in establishing and running Village-Owned Enterprises Ageng made Ngroto one of the independent villages with IDM 94. Further research is to answer how the collaboration patterns between the government and various stakeholders in achieving economic empowerment in Ngroto Village. This research method uses descriptive qualitative and data collection interviews, observations, and documentation. The results of the study indicate the success of the government in achieving an increase in IDM over the past four years because it encourages public confidence in local government. In the economic field, cooperation to realize by the role of Ageng Village-Owned Enterprises, which has three units, namely savings and loans, partners, and users of drinking water. Savings and loan units with low interest and coupled with training/business assistance have been proven to contribute to reducing the number of poor people from 477 in 2015 to 297 in 2018. The above facts prove that collaborative collaboration is strengthened and proven to support development in villages and needs to be a model for development models in rural areas in Indonesia.
This study aims to determine community participation in the preparation of APBDES in Pait Village, Kasembon District, Malang Regency for Fiscal Year 2019. The method used is descriptive with a qualitative approach and analyses data sourced from in-depth interviews, direct observation, literature review, and documentation. The results obtained indicate that community participation in the preparation of the APBDes village income budget is participation through thinking by providing ideas or opinions in the preparation of the Pait Village APBDes what is desired by the community and then considered by the village government in budgeting. Supporting factors are 1) Education level, supporting human resources are expected to be able to provide more substantial proposals, ideas, or opinions about what needs are necessary and urgent 2) The type of work determines what aspirations and participation can be provided through village activities. While the inhibiting factor is that not all proposals submitted by the community through the hamlet or village deliberation forums are accommodated into programs. Overall, it shows that Pait Village residents' level of participation and enthusiasm is very high in every process of preparing the Pait Village APBDes.
This study examined the Program Desa Berdaya which is a form of the East Java Provincial Government with the aim to help improve the economy of rural communities in East Java, it is the impact of the Covid-19 pandemic. In this paper uses policy implementation theory that analyzes the Empowered Village program with 4 variables, namely: (1) Analysis of Policy Content Between Policy Levels (2) Institutions and Policy Implementing Resources (3) Program Socialization (4) Program Target Group Response. This research uses qualitative methods through descriptive approaches with data collection techniques through observation, documentation, and interviews. This research was conducted for 2 months at the Lamongan Regency Community and Village Empowerment Office. The results of the study showed that this program provides assistance to villages to realize products that will become village icons, the involvement of local governments ranging from provinces, districts/cities to villages is very influential on the success of the Empowered Village Program. In its implementation, of course, there are several mechanisms that are carried out. The realization of the Empowered Village program went well because the village had implemented several indicators of success that had been set out in the program guidelines.
