Many river basins in the Global South are undergoing rapid development with major implications for the interdependent water‐energy‐food‐environmental (WEFE) “nexus” sectors. A range of views on the extent to which such natural‐human systems should be developed typically exists. The perceived best investments in river basins depend on how one frames the planning problem. Therefore, we propose an approach where the best possible (optimized) implementations of different river basin development scenarios are assessed by comparing their WEFE sector trade‐offs. We apply the approach to Tanzania's Rufiji river basin, an area with multiple WEFE interdependencies and high development potential (irrigation and hydropower) and ecosystem services. Performance indicators are identified through stakeholder consultation and describe WEFE sector response under scenarios of river basin development. Results show considerable potential exists for energy and irrigation expansion. Designs that prioritize energy production adversely affect environmental performance; however, part of the negative impacts can be minimized through release rules designed to replicate the natural variability of flow. The reliability of monthly energy generation is more sensitive to environmental‐oriented management than the cumulative annual energy production. Overall results highlight how sectoral trade‐offs change depending on the extent of development, something that may be difficult to regulate in the future, and that there are important basin‐scale interdependencies. Benefits and limitations of the approach and its application are discussed.

IWMI Working Paper 179 Dependence of Riparian Communities on Ecosystem Services in Northern Ghana SummaryNatural infrastructure supports large parts of the rural communities in northern Ghana through the generation of ecosystem services that it provides. The provisioning of ecosystem services is a function of the seasonal nature of the climate in northern Ghana. Natural infrastructure enables food provision, which translates into food security and generates income through the year while providing an important safety net during the dry season. Rainfall is concentrated in the period from May to September followed by a long dry season. The river, responding to the climate, shows similar seasonality, flooding large parts of land during the rainy season and drying up during the dry season. Natural water infrastructure supporting riparian communities, such as headwater catchments, wetlands and seasonal floodplains, is affected by water resource development decisions. This study investigated the dependence of three riparian communities on ecosystem services in northern Ghana. In particular, the role of natural water infrastructure in supporting these ecosystem services. Participatory mapping and ranking exercises in gender-segregated groups were used to elicit information on the communities' livelihoods. The riparian communities are dependent on five types of natural infrastructure: forest reserves, shrubs and woodlands, riparian ponds, the White Volta River and floodplains. New dams impact downstream ecosystems and water infrastructure; without cooperative and adaptive management, negative impacts can manifest. In large complex transboundary river basins without well codified operating rules and extensive historical data, it can be difficult to assess the benefits of cooperating, in particular in relation to new dams. This constitutes a barrier to harmonious development of river basins and could contribute to water conflict. This study proposes a generalised framework to assess the benefits of cooperation on the management of new dams in water resource systems that do not have formal sharing arrangements. Benefits are estimated via multi-criteria comparison of historical reservoir operations (usually relatively uncooperative) vs. adopting new cooperative rules which would achieve the best results for riparian countries as evaluated by a water resources simulator and its performance metrics. The approach is applied to the Pwalugu Multipurpose Dam (PMD), which is being built in Ghana in the Volta river basin. The PMD could impact downstream ecosystems and infrastructure in Ghana and could itself be impacted by how the existing upstream Bagre Dam is managed in Burkina Faso. Results show that with cooperation Ghana and Burkina Faso could both increase energy production although some ecosystem services loss would need to be mitigated. The study confirms that cooperative rules achieve higher overall benefits compared to seeking benefits only for individual dams or countries.
