Abstract-The application of information and communication technology (ICT) is a phenomenon that permeates many aspects of government practices since the end of the last century. E-government has been growing rapidly following the development of E-commerce. More than the application of ICT, international aid agencies expect that E-government can be a tool for the governance transformation efforts in developing countries. Government of Indonesia's initiative to develop E-government has been strengthened in various government policies since 2001. The Indonesian government has set up many programs to keep pace in the field of E-government. Basically, the government is aware of the constraints of priority in public finance, lack of technology and human resources. Therefore, since 2001 the government has initiated the development of E-government through public-private partnerships. However, apart from the aspects of ICT and capital, as well as the availability of human resources, the implementation of public-private partnerships in the development of E-government has not been held smoothly. Developing E-government through public-private partnerships could potentially be facing institutional barriers. Therefore, the implementation of Egovernment in Indonesia, which is expected to be done by a public-private partnership schemes are susceptible to situations of uneasy. Inequality in institutional arrangements has been slowing the progress of the program. So, the two parties have not yet able to achieve greater benefits from the partnership.
This study aims to analyze the organizational capabilities of the Presidential Advisory Council (Wantimpres), analyze the dynamics of collaborative governance[1] Wantimpres, and design the collaborative governance of Wantimpres from the perspective of Dynamic Governance[2]. The results showed that the absence of the fields of the members of the Wantimpres in the President Joko Widodo's era made the limited advice and consideration needed by the President. The Wantimpres Secretariat is deemed unable to meet the needs of think tanks and has not been able to fully facilitate Wantimpres activities. So, it is necessary to optimize the role of stakeholders in collaborative governance at the Wantimpres. In the process of collaboration also requires alignment with relevant stakeholders, and engagement must be created in an effort to formulate advice and consideration to the quality President through the collaborative governance design of the dynamic governance perspective.
Kota Batam adalah kota terbesar di Provinsi Kepulauan Riau dan merupakan kota terbesar ke tiga populasinya di Sumatera setelah Medan dan Palembang. Jumlah penduduk pada Tahun 2019 mencapai 1.349.775 jiwa. Penyelenggaraan pendidikan, peningkatan pelayanan kesehatan, Peningkatan pelayanan pengelolaan sampah, upaya menanggulangi kemacetan dan sejumlah pelayanan lainnya, merupakan pelayanan publik yang dibutuhkan penduduk. Untuk itu Pemerintahan Kota Batam telah membuat Peraturan Daerah Kota Batam Nomor 11 Tahun 2013 tentang Pengelolaan Sampah. Tujuan penelitian ini adalah menganalisis pelaksanaan pengelolaan sampah di Kecamatan Bengkong Kota Batam. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif. Data yang dihasilkan dalam penelitian dianalisis dengan metoda analisis deskriftif. Hasil dari penelitian menunjukan secara umum bahwa pelaksanaan kebijakan pengelolaan sampah di Kecamatan Bengkong Kota Batam masih belum optimal. Pemerintah Kota dalam hal ini Kecamatan Bengkong dalam mengimplementasikan kebijakan belum berhasil membuat warga untuk memahami implementasi atau pelaksanaan 3R (reuse, reduce, recycle) yaitu menggunakan kembali, mengurangi dan mendaur ulang sampah. Oleh karena itu pemerintah perlu memberikan informasi yang relevan dan mudah diterima oleh masyarakat agar pada pelaksanaan kebijakan pemerintah dapat meningkatkan kesejahteraan masyarakat secara menyeluruh di Kota Batam khususnya di Kecamatan Bengkong. Pelaksanaan implementasi kebijakan memerlukan sosialisasi yang baik kepada masyarakat.
