The article covers the key approaches to the formulation of the education system's environmentalization concept against the backdrop of rising environmental awareness and the need to foster better environmental literacy in modern society. In order to achieve this objective, the authors have come up with an integrated indicator of the education system’s environmental sustainability which provides for environmental assessment at various educational levels. The said approach allows ensuring the comprehensive evaluation and avoiding subjectiveness. In addition, it serves as an efficiency indicator of the entire process of educational service provision under present-day conditions. Based on the aforementioned methodology, the Ukrainian education system was evaluated from the standpoint of its compliance with sustainable development requirements. The pain points of the system were identified, particularly, the absence of thoroughness, error in the logical sequence of shaping environmental knowledge, and uneven distribution thereof at different educational levels. The authors presented the measures aimed at increasing the degree of education system environmentalization, namely making environmental matters, including sound management of natural resources, and environmental protection a part of the curriculum; training the teaching staff capable of implementing the concept of continuous environmental and economic education; forming close links between secondary and higher education, and their cooperation with businesses and governmental institutions.
The article reveals the peculiarities of reforming the sphere of public administration on the way to European integration. On June 23, 2022, the heads of 27 EU member states and their governments decided to grant Ukraine the status of a candidate for the EU. It was revealed that against the background of the Russian-Ukrainian war, the process of European integration of Ukraine acquires a new meaning, its active stage involves the adoption of relevant decisions and the adoption of relevant regulatory and legal acts. It was determined that corruption schemes in the sphere of public administration have a lot of destructive consequences in the socio-economic sphere, therefore, taking into account such aspects, a plan for reforming the sphere of public administration in the direction of the European integration of Ukraine was developed. In order to build an effective public administration system in Ukraine, it is envisaged to implement work in four directions: parliamentary reform, reforming central executive bodies and approximation to EU governance standards, reform in the system of local executive bodies, reform in the field of local self-government. It is believed that an important direction of European integration should be the creation of a system of state support (state + business) for institutions of civil society, with the aim of including them on a competitive basis in the preparation of proposals (participation in development) in the field of public administration and their legislative support. On the path of Ukraine's European integration, it is also envisaged to continue reforming the management of state-owned enterprises in order to control state assets more deeply. On the way to European integration, our country will have to introduce and adopt a sufficient number of changes, but given the way Ukraine defends its independence, there are good reasons to claim that Ukraine is a truly worthy candidate for EU membership. It should be emphasized that due to the circumstances that have developed in general, Ukraine has the opportunity to quickly join the EU within the framework of existing procedures. However, it should not be forgotten that the EU may decide to create a special regime to speed up the accession process. This will bring Ukraine closer to the completion of formal accession to the European Union, but not to the final completion of European integration, which is connected with the fact that in order to fully comply with the standards of the European Union, a number of reforms need to be carried out, among which the reform of public administration in the context of ensuring economic growth takes a decisive place of Ukraine.
The relevance of the research topic is determined by the prospects of Ukraine's accession to the European Green Course and the resulting need to intensify efforts to form and constantly increase demand for environmental goods and services. A significant role in this issue is given to environmental marketing, namely – the study of consumer behavior of environmental goods and services, environmental market segmentation, selection of target groups and development of marketing strategies for each of them. Much attention is paid to these issues in our work. The article also contains a theoretical analysis of different approaches to the formation of a model of consumer behavior of environmental goods and services. We focused on the peculiarities of the application in environmental marketing of economic, psychological and social approaches to the formation of behavioral patterns of different groups of consumers in relation to the environmental friendliness of goods. We also considered the features of marketing strategies to attract different groups of "green" consumers and the main tools of environmental orientation of the consumption structure. Last one include eco-labeling, eco-branding, consumer information orientation on sustainable products, editing consumer choices and nudge. We made a conclusion that consumers of ecological goods should be considered as a dynamic structure that is constantly changing based on the growing awareness of buyers and their understanding of the problems of sustainable development and requires constant monitoring. In Ukraine, "green buyers" can be an excellent target group of high-value market segment, which is not yet sufficiently developed. The use of environmental marketing tools will help direct consumer demand for sustainable products and stimulate the development of environmental entrepreneurship.
Іn this article we have considered some aspects of financial support for environmental entrepreneurship in Ukraine. We focused on the analysis of the advantages, disadvantages and prospects of using different channels of access of small and medium-sized businesses to international sources of "green" funding and assessment of opportunities to optimize the flow of funds from international to local level through administrative verticals. In particular, we have expanded such channels as foreign Direct Investments and Direct Access Channels (direct access); Locally Administered Funds; Participatory Funding Structures; Competitive Elements in Fund Allocation. As a result of our research, we have concluded that none of these channels is perfect and has certain implementation problems that need to be considered. The main problems are the loss of financial resources at various levels of administration; insufficient level of adaptation of existing financial flows to the needs of the community and priorities of local organizations; insufficient level of development of local financial and business structures. We believe that effective channels for green businesses to access international green finance should minimize the share of funding lost along the way and maximize the amount that entrepreneurs receive in those communities, municipalities and areas where there is the greatest need for implementation of “green” projects.
