<p><strong>Abstrak</strong>. Wilayah Nusa Tenggara mempunyai lahan kering beriklim kering seluas 4,9 juta ha dengan curah hujan <2.000 mm/tahun dan bulan kering 5-10 bulan, bersolum tanah dangkal dan berbatu. Sebagian lahan tersebut sudah dimanfaatkan menjadi lahan pertanian terutama jagung, akibatnya produktivitas tanaman jagung rendah dibandingkan potensi genetiknya, yaitu sekitar 2,5 ton/ha di NTT dan 5,3 ton/ha di NTB dibanding dengan potensi genetiknya 9 ton/ha. Sejak tahun 2010-2015, Badan Penelitian dan Pengembangan Pertanian telah mengembangkan inovasi teknologi pengelolaan lahan kering beriklim kering dan berbatu di beberapa kabupaten di NTT dan NTB, meliputi penyediaan sumberdaya air (dam parit, embung, tampung renteng mini, sumur dangkal), pengenalan varietas unggul baru dan budidaya tanaman pangan. Pembelajaran yang diperoleh menunjukkan bahwa penyediaan air menjadi titik ungkit untuk meningkatkan indeks pertanaman dan produktivitas tanaman. Inovasi teknologi yang dibutuhkan petani adalah, mudah diterapkan, biaya murah, dan efisien tenaga kerja mendorong berlanjutnya teknologi tersebut meskipun progam tersebut telah selesai. Pada tahun 2014-2018 telah dilaksanakan kegiatan pertanian konservasi melalui dana hibah barang dan jasa yang dikelola FAO. Prinsip dasar pertanian konservasi terdiri atas 3 pilar, yaitu olah tanah terbatas berupa lubang olah permanen, penutupan permukaan tanah, rotasi/tumpangsari. Lubang tanam tersebut diberi pupuk kandang atau kompos, dan ditanami jagung pada 4 penjuru lubang, dan ditumpangsarikan dengan berbagai kacang-kacangan atau tanaman merambat seperti labu kuning yang berfungsi sebagai penutup tanah dan penghasilan tambahan dari kacang-kacangan berumur pendek. Berdasarkan hasil analisis tanah sebelum dan sesudah implementasi pertanian konservasi menunjukkan bahwa pertanian konservasi dapat meningkatkan kesuburan tanah, retensi air dan meningkatkan produksi tanaman jagung.</p><p> </p><p><strong>Abstract</strong>. The Nusa Tenggara region has upland area with dry climate of 4.9 million ha, less than 2,000 mm annual rainfall, 5-10 dry months, shallow and rocky soils. Some of the land has been used for agricultural development, especially corn, resulting in low corn productivity of around 2.5 tons / ha in NTT and 5.3 tons / ha in NTB as compared to it genetic potential 9 tons /ha. Since 2010-2015, Indonesian Agency of Agricultural Research and Development has developed innovation of soil management technology for upland with dry climates and and rocky soils in several districts in NTT and NTB. The innovation includes the provision of water resources (dam trenches, reservoirs, mini catchments, and shallow wells), introduction of new high yielding varieties and cultivation crops. The lessons learned show that water supply is the initial point to increase cropping index and crop productivity. Technological innovations needed by farmers are easy to implement, low cost, and labor efficient thereby encourage the continuation of the technology even though the program has been completed. In 2014-2018, conservation agriculture activities were carried out through grants of goods and services managed by Food Agriculture Organization (FAO). The basic principle of conservation agriculture consists of 3 pillars, namely limited tillage in the form of permanent planting holes, cover crops, rotation / intercropping. The planting hole is given manure or compost, and planted with corn in 4 corners, and intercropped with various nuts or vines such as pumpkin that serves as a soil cover and additional income from short-lived beans. Based on the results of soil analysis before and after the implementation of conservation agriculture, it shows that conservation agriculture can increase soil fertility, water retention and increase corn crop production.</p>
Sustainability Analysis of Oil Palm Farming Business in Several Management and Types of Business Land in Kampar, Riau. Oil palm is one of the mainstay of export commodities and farmers' income, including cultivated on peat land. The use of peat land for agriculture is feared to threaten the sustainability of farming, mainly due to a decrease in environmental quality. Sustainability analysis of oil palm had objectives to assess the sustainability index of oil palm farming system from some of the plasma management of oil palm farmers and to to determine sensitive factors or leverage points as suggestions to improve the sustainability of oil palm farming system especially on peatlands. Through multidimensional scalling (MDS) analysis based on five dimensions such as economic, ecological, social, technological, and legal and institutional. MDS analysis was carried out on six management models of oil palm farming. The results of the analysis showed that the plasma management of oil palm farmers assisted by private companies (PT. Agro Lestari) on peatlands was the highest level of sustainability, which index sustainability was 60.2 or in a fairly sustainable category. Sensitive factors that can used as a determinant point of the sustainability of farming system, including market access , cultivated land area of farmers, and reasonable prices (economic dimension); maturity of peat land, and the existence of cover crops as ground cover plants (ecological dimension); negative oil palm issues, the role of farmer groups and availability of labor at the local level (social dimension); availability of road facilities (technology dimension); companion effectiveness, ease of licensing, and integration and contribution of existing institutions in the regions related to oil palm farming system (legal and institutional dimensions). Those sensitive factors were leverage points that need to be considered and encouraged in their implementation so that the sustainability of oil palm farming system continues to increase.
<p><strong>Abstrak. </strong>Masalah pangan yang dihadapi semakin berat dan kompleksnya ditengah semakin meningkatnya jumlah populasi penduduk dan konversi lahan. Sejak tahun 2018 melalui Program UPSUS PAJALE dan Program SERASI pemerintah di bawah Kementerian Pertanian berupaya meningkatkan produksi pangan, khsusunya beras secara nasional. Dari luas 20,11 juta hektar lahan rawa pasang surut berpotensi sebagai sumber produksi padi seluas 9,53 juta hektar. Jika 50% saja dari lahan yang cocok tersebut dimanfaatkan, maka dapat dihasilkan sekitar 14,295 juta ton GKG per tahun. Dukungan ilmu pengetahuan dan teknologi untuk pengembangan lahan rawa pasang surut hasil penelitian dan pengkajian cukup tersedia, baik dalam upaya peningkatan produktivitas dan produksi maupun peningkatan kapasitas dan kelembagaan petani. Implementasi hasil-hasil penelitian tersebut dalam skala luas (<em>scalling up</em>) memerlukan dukungan pemerintah baik pusat maupun daerah. Berdasarkan hasil penelitian dalam meningkatkan produksi tanaman pangan, khususnya padi diperlukan 10 komponen teknologi meliputi : (1) pengelolaan air, (2) penyiapan lahan dan, (3) pengolahan tanah, (4) penataan lahan, (5) ameliorasi, (6) pemupukan, (7) penggunaan varietas adaptif, (8) sistem tanam dan jarak tanam, (9) pengendalian hama dan penyakit tanaman, dan (10) panen dan pasca panen. Tulisan ini bertujuan untuk mengemukakan tentang perspektif keberlanjutan dari inovasi teknologi lahan rawa pasang surut terkait dengan potensi dan kendalanya dalam implementasi ke depan. Masalah pokok yang menghambat implementasi teknologi terdiri paling tidak atas tiga hal yaitu (1) kesesuaian teknis dari teknologi tersebut dengan kemampuan teknis petani, (2) kesesuaian teknis dari teknologi tersebut dengan sosial budaya petani setempat, (3) dukungan dari aspek kelembagaan petani dan pemerintah, termasuk pemerintah daerah. Keberlanjutan inovasi teknologi pertanian lahan rawa pada umumnya paling tidak ditentukan minimal oleh tiga aspek atau dimensi, yaitu aspek ekonomi, sosial dan aspek lingkungan. Secara garis besar, maka implementasi keberlanjutan teknologi pengembangan rawa, termasuk keberhasilan Program SERASI hanya dapat dicapai melalui (1) penyiapan infrastruktur pengelolaan air yang tepat sebagai kunci; (2) paket teknologi yang lengkap dan spesifik lokasi dari komponen teknologi penyiapan bibit, penyemaian sampai komponen pasca-panen (pengemasan), dan (3) model kelembagaan menyeluruh dari penyuluhan, permodalan, pengelolaan air, budidaya, pengolahan hasil, pemasaran, dan penyediaan sarana dan prarana produksi, termasuk alsintan. </p><p> </p><p><strong>Abstract. </strong></p><p>The problem of food faced is increasingly heavy and complex amidst the increasing population and land conversion. Since 2018 through the UPSUS PAJALE Program and the SERASI Program the government under the Ministry of Agriculture has sought to increase food production, especially rice nationally. Of the total 20.11 million hectares of tidal swamp land potentially as a source of rice production, 9.53 million hectares. If only 50% of the suitable land is utilized, it can produce around 14,295 million tons per year. The support of science and technology for the development of tidal swamp land from the results of research and studies is quite available both in an effort to increase productivity and production and increase the capacity and institutional capacity of farmers. In the implementation of scaling up results, the support of the central and regional governments is needed. The results of the research in increasing food crop production, especially rice showed that 10 components of technology were needed including : (1) water management, (2) land preparation and, (3) soil management, (4) land management, (5) amelioration, (6) fertilization , (7) use of adaptive varieties, (8) planting systems and spacing, (9) control of plant pests and diseases, and (10) harvest and post-harvest. This paper aims to suggest the sustainability perspective of tidal swamp technology innovation related to the potential and constraints in future implementation. The main problems that hinder the implementation of technology comprise at least three things, namely (1) the technical suitability of the technology with the farmers' technical capabilities, (2) the technical suitability of the technology with the local socio-cultural farmers, (3) support from the institutional and farm , including local government. The sustainability of technological innovation in swamp farming in general is at least determined by at least three aspects or dimensions, namely economic, social and environmental aspects. Broadly speaking, the implementation of the sustainability of swamp development technology, including the success of the SERASI Program can only be achieved through (1) the preparation of appropriate water management infrastructure; (2) complete and site-specific technology packages from the components of seedling preparation technology, seeding to post-harvest components (packaging), and (3) a comprehensive institutional model of extension, capital, water management, cultivation, yield processing, marketing, and provision facilities and production facilities, including Alsintan.</p>
