The emergence of various security and public order issues in Southeast Minahasa Regency such as criminal acts, inter-group conflict, and intervillage conflict proves that the level of security and public order is disturbed. This study aims to determine the Mapalus cultural value system that applies in Southeast Minahasa and how the application of Mapalus local wisdom overcoming conflict between communities in Southeast Minahasa Regency. This type of research is qualitative, with a case study approach. The results found that Mapalus cultural values that were practiced in Southeast Minahasa had shifted in values. The shifting of Mapalus values shows that the modernization of people tends to cause a crisis of values. The emergence of a crisis of values in the form of family values and cooperation among Indonesian people is an actual example that can be found in people's lives in Southeast Minahasa Regency. The crisis of values occurs because, among other things, development activities are conducted gradually, but tend to be revolutionary. The application of Mapalus local wisdom in Southeast Minahasa Regency in dealing with a conflict between communities has not proceeded as expected. The fact shows that these changes in cultural values then lead to various shocks in the life of society, nation and state. Issues have a profound effect on efforts to build national unity. If this problem is not resolved, it can be caused by negative consequences for the people of Indonesia. The further consequence is the problem continues as very vulnerable to national conflict and disintegration.
This study aims to describe the application of the personnel service application system (SAPK) at the Minahasa Regency Personnel and Human Resources Development Agency. This study uses a qualitative descriptive approach. The results indicate that the application of the personnel service application system, especially the pension application, has been running quite well with human resources who can manage SAPK, software that can be used easily and function well, as well as an established internet network. Clarity of procedures for implementing the SAPK policy as regulated in the Regulation of the Head of the State Personnel Agency Number 20 of 2008 concerning SAPK, the availability of hardware in the form of printers, software, and computer networks that support the implementation and implementation of SAPK. Qualitative research is research that is descriptive and tends to use analysis. Process and meaning (subject perspective) are more highlighted in qualitative research. The research location is in Taas Village, Tiakala District, Manado City. The focus of this research is the Performance of Village Government Apparatus in Public Services in Administration in Taas Village, Tikala Subdistrict, Manado City. The results of this study are the performance shown by the Taas sub-district government apparatus is not good and is not responsible for its duties and functions which are measured based on performance indicators, Productivity, Service Quality, Accountability, (Agus Dwiyanto 2002 In its service, three indicators are seen that are used to find information which is done by interviewing informants who are the people of Taas Village, Tikala District, Manado City.
This study aims to analyze and describe the implementation of village government administration policies in Panasen Village, Kakas Barat District, Minahasa Regency. The research method used is descriptive qualitative. The results showed that the government administration in the village of Panasen had not been effective as seen through three indicators 1) The orderly recording of data and information in the village register books was still not effective because the village register books were incomplete and filling in the village register books was incomplete and empty. There is a recording in the village register book, 2) Reporting, the reporting that has been carried out is good because it is always reported to the sub-district, 3) Guidance on the implementation of village government administration has not yet carried out guidance on the implementation of village government administration. And the factors that can hinder the implementation of government administration village, 1) Performance Factors Village apparatus still lacks performance from existing village apparatus 2) Facilities and infrastructure factors are still inadequate in terms of existing facilities and infrastructure in the village 3) Coordination factors and the ability of village apparatus.
This study aims to determine how the decision-making style of women leaders in government organizations in Manado City. Using a descriptive qualitative approach with the type of case study. Data collection is done through observation, interviews, and documents with triangulation. Data analysis uses an interactive model from Miles and Huberman. The results of the study show that in making decisions, female leaders use normative rules as a reference for action. In general, female leaders, at certain times try to give directions/instructions, involve subordinates, and there a delegation of tasks. Women leaders also have a firm attitude, tend to be strict, very disciplined, and dare to act in very urgent situations to enforce rules for the effectiveness of carrying out their duties. But at a certain time, they can act very meticulously, informatively and communicatively, also responsive and flexible, gentle, friendly, and considerate to subordinates but still authoritative, so that the instinct of a mother radiates in female leaders.
