The article proposes a conceptual framework with empirical foundations, prerequisites, theoretical foundations and implementation, and validity criteria. It also presents methods to improve transport and interchange hubs on the example of the St. Petersburg agglomeration, aimed at improving the efficiency of hubs operation, developing infrastructure and stations, improving the capacity of the transport network, achieving uniform loading system and traffic safety, increasing the attractiveness of rail transport for the population, increasing the index of passenger satisfaction. The analytical review of normative documents, theoretical provisions, programs and measures, carried out and planned for implementation for the development of St.-Petersburg railway junction has been made. The existing models of transport-transfer hubs in the St.-Petersburg agglomeration were investigated and the directions for their improvement were revealed by creating the concept. On the basis of the proposed synergistic-logistic concept, the provisions to ensure the improvement of transport-transfer hubs (on the example of the St. Petersburg agglomeration) have been developed.
Purpose: Formation of the system of transport potential and universalization of a railway and urban (municipal) transport system for a passenger flow according to “dry feet” principle. Methods: The main tools for the analysis and management of a passenger complex at implementation of ongoing activities are: cause-and-effect links, algorithmization, mapping, data analysis, etc. Results: Variant for organization and implementation of ergonomic and rational planning of space of railway and urban environment by the method of passenger flow organization based on the principle of “dry feet” is presented. Practical importance: using the obtained algorithm (sequence) as an example, to provide a client with an unhindered and comfortable pass along an entire route: from a route beginning, along a route, during transfers and a route end regardless of transport mode used.
Purpose: To increase the efficiency of multimodal passenger transportation based on improving the management system of transport hubs in agglomerations. Methods: An analytical review of regulatory documents, federal laws and theoretical provisions, an analysis of passenger traffic and passenger turnover in Russia, a synergetic and logistic approach was applied. Results: The concept of improving transport hubs and a set of measures to ensure such hubs has been developed, a new synergetic-logistic approach in the management of transport hub has been proposed, the elements of interaction of transport hubs to meet passenger demand are established, the theoretical bases and conceptual structure of the methodological approach are presented. Practical significance: The proposed synergetic and logistic approach will increase the interest of passengers in rail transportation, the efficiency of the functioning of transport hubs, the development of multimodal passenger transportation, optimization and redistribution of passenger traffic.
