Purpose. Financial and economic security defines sustainable financial development of the enterprise, that is balanced and sustained, it justifies the necessity to achieve it through the effective use of all kinds of resources that are available at the enterprise. The purpose of the article is to improve the methodical estimation bases of the financial and economic security state at the transport enterprises, taking into account sector specificity for making the effective management decisions. Methodology. Theoretical and methodical basis of the research is in the systematic analysis of the process of assessing and modeling of the financial and economic security of enterprises in transport sector, theoretical principles of economic science in the sphere of financial efficiency evaluation of economic activities in a changing environment. Findings. The structure of the financial and economic security of the enterprises in transport industry was studied. The internal communication between the partial indicators of the investigated process for selection of necessary and sufficient quantities of the most indicative factors of influence were defined. Partial components of the financial and economic security based on the results of its modeling formation at the transport enterprises using factor analysis methods were systematized. Originality. Authors improved the methodological basis of quantitative evaluation of the financial and economic security level at the transport enterprises on the basis of the aggregate partial indicators, which was formed with industry specificity. This allows evaluating complex estimation of the degree of external and internal factors influence on the financial and economic security at the enterprises to ensure the effective management decisions making in order to achieve planned financial performance indicators of their activity. Practical value. Certain trends of forming ability of the transport companies to protect their financial interests are common for the studied objects. They explain 72% of the total variability of partial characteristics and reflect the modern process features of financial management and economic security. This justifies practical use expediency of the formed aggregate of the partial indicators of the financial and economic security as the basic parameters of the integrated assessment of its state at the transport industry enterprises for providing timely detection and prevention possible threats of company functioning in the financial environment.

The article examines some peculiarities of developing an adaptive financial management system at domestic enterprises. It was found out that the management and application of financial resources in a market economy is carried out through financial payments. This mechanism is based on the control over production expenses level and their divergence from socially necessary costs. It is noted that budgeting is the main basis for building an adaptive financial management system at an enterprise, which pays due regard to the impact of financial risks and the ways to avert them. Cash flow management cannot but use the scheme for behavioral modeling of the possible outcomes of the cash flows. The development of financial models for assessing and managing financial risks is part of the overall budgeting system at an enterprise. They are a fairly reliable instrument for assessing and managing the entire financial risks system at an enterprise, as they make it possible to assess different levels of risk due to different factors influencing them and to the different levels of risk controllability. To describe the relationship of financial indicators, a multifactor model is proposed, which allows a detailed study of the interdependence of features, the closeness of the relationship between variables, their subordination. It makes it possible to describe the mutual influence of internal and external factors on the total capital efficiency, to take into account changes (variations) in the parameters of this environment, the reaction of financial stability to these deviations. It is concluded that the development of an adaptive financial management system at an enterprise helps to improve the financial performance of the enterprise, provides transparency to the financial management and cash flow and allows the management to take viable solutions and create the most profitable financial plans.

The article analyzes problems of providing free secondary legal aid in Ukraine. Based on the studied statistical indicators, it is determined, that the most unresolved issues are the availability and quality of legal aid. It is stated, that in order to overcome these obstacles, the state, represented by the authorized bodies, cooperates with many international organizations, participates in international technical assistance projects and provides communication with international and national public organizations. Based on the study, it is noted, that today attention should be paid not only to highlight the possibility of obtaining free secondary legal aid, but also to the dissemination of mechanisms for obtaining such assistance and their features. It is determined, that today in Ukraine the state and public organizations are actively working to increase the level of availability of free legal aid in Ukraine. The Law of Ukraine «On Free Legal Aid» contains a detailed list of persons entitled, in particular, to receive free secondary legal aid, the rights and obligations of entities to provide such assistance. However due to the abstract nature of legal norms and the style of their presentation, there is a need in society to explain these regulations to the population. To this end, various activities are carried out, in particular, cooperation with the media, publishing brochures, distributing educational videos on the Internet, which has a positive character and, as a consequence, achieving the goal – increasing the availability of free legal aid in Ukraine. The participation of representatives of the international community in providing free legal aid is analyzed. It was stated, that the representatives of the Council of Europe recommended that the national institutions improve the legal framework for the provision of free legal aid in order to make the institution more accessible and understandable to those entitled to receive it. In addition, the Council of Europe recommended improving the area of ​​criminal justice in terms of coherence of efforts to provide each suspect or accused with affordable and quality legal assistance. It is noted, that the quality of free legal aid depends on many factors. In particular, lawyers discussed the thesis of incentives to provide quality assistance, as in a significant number of cases the lawyer interferes with concentration, and as a consequence, reduces the level of positive decisions. It is determined, that free legal aid does not provide support to citizens in applying to international judicial institutions, such as the European Court of Human Rights
