If the social phenomenon is a reflection of nature's thought, our culture and value system, then the multidimensional crisis afflicting our society today requires us to re-examine our educational philosophy and practice at least the past 40 years. We suffer all the bad influences of industrialization as part of the colonial process, precisely because we adopt the most advanced instrument, namely, mass schooling system with an obsession for quality-based standard as the magic spell. In this digital era, the effort of liberating society from the colonial, pioneer of independence as a condition of the proclamation of independence was a reform of the national education system. We should be scheduled deschooling society. This agenda includes the following: the paradigmatic shift from the school system to learning webs based Self Organized Learning Environment (SOLE); mass schooling to individualized, customized learning; of relevance to quality; of technical competence to the independence of the soul or creativity. This reform was way back on the three pillars of education philosophy of Ki Hajar Dewantara: family, community, and College. New demands upon the role of the teacher in the 21st century is changing.
<p>Di tengah kebangkitan Cina dan India, serta konsolidasi pasar ASEAN, Visi Indonesia Poros Maritim Dunia yang diajukan Joko Widodo memerlukan agenda <em>maritime mainstreaming</em> yang sesuai untuk mewujudkan kedaulatan berpolitik, kemandirian berekonomi dan kepribadian berbudaya. Sebagai koreksi atas model pembangunan yang berorientasi kontinental yang tinggi-energi, eksploitatif dan eksklusif, serta mendegradasikan desa dan keluarga, kita harus bergeser pada pembangunan masyarakat maritim yang rendah-energi, berkelanjutan dan inklusif, sekaligus menguatkan desa dan keluarga. Keluarga komunitas pesisir akan menjadi basis pembentukan <em>technopreneur</em> baru yang mengembangkan inovasi teknologi biru yang <em>appropriate</em> sekaligus <em>convivial </em>yang mengembangkan kreativitas manusia dalam upaya menciptakan nilai-tambah dan lapangan kerja.</p><p><strong> </strong></p><p><strong>Kata Kunci: </strong>poros maritim dunia, masyarakat rendah-energi, <em>appropriate and convivial techno</em><em>-</em><em>logies.</em></p>
Surabaya is the second largest city in Indonesia with very fast population growth. Currently, 30 percent of the people in Surabaya are low-income people. In the context of accelerating poverty alleviation, the Surabaya City Government stipulates Surabaya Mayor Regulation Number 58 of 2019, concerning procedures for collecting, processing, utilizing, and reporting data for low-income communities. The theory used is policy implementation according to George Edward III. The factors consist of communication, resources, disposition, and the structure of the bureaucracy. This research is qualitative research with a descriptive approach. The results of this study are limited to the process of collecting and processing MBR data that were found not to be right on target for underprivileged communities in Surabaya. There are obstacles in its implementation, namely in the process of clarity of information and also staff in data collection for MBR. With recommendations 1) The government should often evaluate MBR data every month so that it knows if there are residents whose economic status has improved, 2) Provide clear information to the public, 3) Increase the number of staff for surveys to MBR locations and must have integrity in order to be able to dispel data on residents who are not categorized as MBR.
A community-based institutional building of syariah cooperatives requires information and communication technology. This has led to a block chain approach that benefit from the industrial revolution 4.0. The institutional concept that was developed 60 years ago by JE. Eaton (1972) is very relevant in this context. In this study, we employ a qualitative method with descriptive research. Our findings shows that community response to knowledge and awareness for adopting syariah cooperative is satisfactorily good as indicated by the establishment of a syariah pra-cooperative named "Nurus Shobah" in 2019. The output performance is effective : the number of members increased up to 34%, while the quality of sirkah is 98%. Hampering factors are delayed adoption of block chain approach due to lack of exposition to members, underperforming of software, and administration is still manually carried out. A supportive factor exists in which functionally, the cooperative has been partnering with neighbouring university through a supervision program. We therefore conclude that the institutional building of syariah cooperative in Bulak, Surabaya has not been fully implemented. A block chain approach is to be soon adopted to support the cooperative
