This research aims to give an alternative solution for leadership development in the public sector to face the Fourth Industrial Revolution (Industry 4.0). The development of global information technology has demanded public services to adjust to today’s technologies. The problem of this study isthe public sector leaders, who are in the majority consisting of baby boomers generation up to generation X. These generations are not too familiar with technology. Traditional training models cannot improve the competencies of leaders who are predominantly old; adult learning must be developed. They do not need competency development classes, but they need mentoring to learn directly. This is a challenge to the development of local leadership in the public sector against Industry 4.0, which is implicated in the increase of public services based on technology and network. This research uses a qualitative research approach with a case study perspective. The focus of this research is local leadership competencies in the public sector. The data aretaken from primary data by interview and secondary data from literatureanddocuments that are related to the research aims.The results of this study recommend the concept of leader-member exchange, where possible in the process of social learning, to develop public leadership in the era of Industry 4.0. Here, the challenge is the desire and ego of leaders to study with their subordinates.
A community-based institutional building of syariah cooperatives requires information and communication technology. This has led to a block chain approach that benefit from the industrial revolution 4.0. The institutional concept that was developed 60 years ago by JE. Eaton (1972) is very relevant in this context. In this study, we employ a qualitative method with descriptive research. Our findings shows that community response to knowledge and awareness for adopting syariah cooperative is satisfactorily good as indicated by the establishment of a syariah pra-cooperative named "Nurus Shobah" in 2019. The output performance is effective : the number of members increased up to 34%, while the quality of sirkah is 98%. Hampering factors are delayed adoption of block chain approach due to lack of exposition to members, underperforming of software, and administration is still manually carried out. A supportive factor exists in which functionally, the cooperative has been partnering with neighbouring university through a supervision program. We therefore conclude that the institutional building of syariah cooperative in Bulak, Surabaya has not been fully implemented. A block chain approach is to be soon adopted to support the cooperative
Tujuan dari program Bakti Inovasi bagi Masyarakat (BIMA) ini untuk mentransferkan pengetahuan dan teknologi kepada mitra Usaha Mikro Kecil Menengah (UMKM) di Desa Tasikmadu, yaitu UD Sumber Rejeki. Metode pelaksanaan kegiatan melalui penyuluhan, pelatihan, dan pendampingan. Tim pelaksana menyebarkan kuesioner dan melakukan wawancara kepada pelaku UMKM di Desa Tasikmadu. Sementara Focus Group Discussion khusus pada UD Sumber Rejeki sebagai mitra untuk mengurai permasalahan. Kegiatan BIMA ini memiliki Tingkat Kesiapterapan Teknologi (TKT) level 5 yang memiliki dasar penelitian sebelumnya tentang produk pangan olahan berbasis ikan dan pendampingan UMKM di Kabupaten Trenggalek. Hasil transfer pengetahuan melalui penyuluhan berhasil meningkatkan pemahaman tentang kualitas bahan baku, resep sehat, variasi cita rasa, pentingnya digital marketing, dan kepemilikan legalitas usaha. Hasil alih teknologi berupa aplikasi pemasaran digital, perbaikan label, kemasan produk baru, dan hibah mesin pendingin berdampak pada peningkatan kualitas produk pangan olahan, perluasan jaringan pemasaran, peningkatan angka penjualan produk, dan meningkatkan kapasitas produksi. The purpose of the Bakti Innovation for Community (BIMA) program is to transfer knowledge and technology to Micro, Small, and Medium Enterprises (UMKM) partners in Tasikmadu Village, namely UD Sumber Rejeki. The method of implementing activities is through counseling, training, and mentoring. The implementation team distributed questionnaires and conducted interviews with SMEs in Tasikmadu Village. Meanwhile, a Focus Group Discussion was held with UD Sumber Rejeki's members to solve problems. This BIMA activity has a Technology Readiness Level (TKT) level 5, which has the basis of previous research on fish-based processed food products and mentoring MSMEs in the Trenggalek Regency. The results of knowledge transfer through counseling have succeeded in increasing understanding of the quality of raw materials, healthy recipes, variety of flavors, the importance of digital marketing, and ownership of business legality. The results of technology transfer in the form of digital marketing applications, improved labels, new product packaging, and refrigeration machine grants have an impact on improving the quality of processed food products, expanding marketing networks, increasing product sales figures, and increasing production capacity.
This study aims to analyze the process of local participation in the development of Klayar Beach tourism in Pacitan Regency by looking at the compatibility between the dynamics of increasing tourists and the participation of local communities in development. From this, it is known to what extent the contribution and participation of local communities in tourism development participation efforts. The implication of this research is an explanation related to the results of the analysis of the gaps in the stages of participation by the local community as managers. The research method is descriptive analytic by using triangulation as a data analysis technique. The results show that local participation runs in all stages of the development of the Klayar Beach tourist area from the beginning, tourism issues, planning, implementation and governance, to monitoring and evaluation. The lack of local participation lies in participation in terms of anticipating tourist arrivals at certain times and moments, in which case the local community as managers experience limitations in terms of capacity. To overcome this, the researcher suggests that efforts be made to increase local capacity both in terms of quality and quantity so that local participation efforts can run optimally in the development and sustainability process, and be able to overcome unexpected problems through the role of participation. This effort also refers to the opinion of several experts who state that local participation is one of the main keys in developing the tourism sector
