Ethics is associated with a positive influence on employee performance. Those who strongly support the practice of work ethics make beneficial changes to the goals and values of the organization. This descriptive-comparative correlational study assessed the influence of work ethics on the level of the job performance of government employees. A researcher-made survey questionnaire administered to 367 employees identified thru proportional random sampling was used. The study revealed that the practice of work ethics is very good job performance is very satisfactory, which implies that the influence of work ethics on job performance is great. However, significant differences were found when employees were grouped as to their demographic profiles. A significant relationship between work ethics and job performance was discovered; however, most employees' performance is on compliance level only. Hence the need to strengthen ethical values. The findings provided baseline information for an enhanced human resource management program.
Property taxation is a component of land governance policies, processes, and institutions that relies on a land administration system, efficient property market, and secure legal rights. This study assessed the fiscal implication of the Comprehensive Agrarian Reform Program (CARP) in the real property tax (RPT) collection when municipalities are grouped by income classification, size of the area, and land classification. This descriptive-comparative and correlational research used secondary data and a checklist administered to 19 treasurers of a first-class province. Using descriptive and inferential analyses, the study yielded "very great" negative fiscal implications. No significant differences were found when municipalities were grouped as to income and size but a significant difference when areas were identified by classification. There is a significant relationship between the fiscal implication and the size of the area covered. The respondents encountered challenges. The study recommends revenue generation strategies, legislative support, and livelihood for agrarian beneficiaries.
The study assessed the implementation and student satisfaction of the domains of the Anti-Red Tape Act (ARTA) in the frontline services of State Universities and Colleges (SUCs) in Negros Occidental. Using a descriptive, comparative, and correlational research design, data were collected using survey questionnaires and analyzed with the use of descriptive and inferential statistics. Findings showed “very great” implementation and “very satisfied” clients. There is no significant difference in reengineering of systems and procedures and citizens charter, but there is a significant difference in accessing frontline services, accountability of heads of offices, and physical settings and working conditions. There is also a significant difference in the satisfaction of clinic services while services in the registrar, accounting and cashiering, library and guidance offices exhibit no differences. The study concludes that SUCs are compliant with the provisions of ARTA, and delivery of services is very satisfactory although there are areas that need to be strengthened.
The global demand for high-skilled professionals emphasized the role of higher education in career advancement. This descriptive tracer study of the Master in Public Administration and Governance (MPAG) and the Doctor of Philosophy in Development Management (PhD-DvM) programs aimed to establish a database on the profile of the graduates; the extent of practice of graduate attributes and the level of satisfaction with program delivery and implementation. Likewise, it investigated the challenges encountered by the graduates and their reasons for enrolment. Results revealed that majority were promoted to higher management positions; that the practice of graduate attributes in the workplace is to a very great extent; and graduates were very highly satisfied with the program delivery and implementation. Research rank highest, followed by faculty. While physical facilities and student services were rated high only. Among the challenges encountered by graduates are: thesis/dissertation writing, social relationships and work responsibilities, among others. Quality of graduate education, professors' competence, Catholic values, facilities, and research training were reasons for enrolling.
Police operational competence and performance are parameters for police efficiency and effectiveness. An assessment of competence can help the organization achieve excellence in operations. Today, the country is facing more significant challenges in preserving peace and order. The country has to undergo internal changes and transformation that can only be attained through effective training programs. Hence, the paper assessed the level of operational competence and performance of graduates of RTC6 assigned in city police stations in Negros Occidental in the areas of traffic, patrol, and investigation operations assessed by their supervisors when graduates were taken as a whole and grouped according to rank, length of service, and city class. Likewise, the study sought to investigate the relationship between operational competence and performance.
