The debate about the weakening of democracy in various countries in controlling the COVID-19 pandemic is currently rising. This article aims to describe how the Indonesian government has implemented various pandemic control policies based on the indicators of democracy from the Freedom House, which include transparency, freedom of opinion, human rights, and pluralism. This article uses a qualitative method with a descriptive analysis approach, while data collection uses a literature study focusing on various government efforts and responses from civil society regarding pandemic control. The research results reveal that the policy does not pay attention to the transparency of state budget allocations, including the appointment of goods supplier partners. Threats of doxing against those critical of pandemic control policies interfere with free speech. In the civil society realm, a pandemic’s fear raises the stigma that this virus is identical to the Chinese-ethnic group. This paper concludes that indications of weakening transparency, freedom of opinion, human rights in pandemic control policies, and community responses contrary to pluralism values potentially reduce the quality of democracy in Indonesia.
The 2019 General Elections are legislative elections and presidential elections that are held simultaneously on the same day. This is done by the Constitutional Court Decision Number 14/PUU-X/2013 on the implementation of the elections, which aims for budget efficiency, influencing commitment to strengthen political parties in permanent coalition to strengthen their power base in state institutions, and also strengthen the presidential system. This research examines the issue of millennial voter generation in the 2019 simultaneous general election. This research use qualitative research methods. The findings of this research are: (1) Millennial generation in the Special Region of Yogyakarta said that most of them get electoral information through social media, (2) The underlying factor for millennial voters came to the polls, which was to realize the election as an important means for democracy, (3) Millennial voters said they have problems, namely confusion in determine their choice at the polling station due to the many candidates who are the effects of the simultaneous election of 5 ballots, (4) Millennial generation admit find the practice of money politics and regard money politics as a matter of course.
This research aims at evaluating the performance of the General Election Commission of Yogyakarta City in fulfilling the political rights of PWD (People with Disability) in 2019 concurrent elections. This research employs descriptive qualitative methods. The results show that there are five steps in establishing a model of PWD's political access improvement. First, identification of problems faced by persons with disabilities, which is done through Focus Group Discussion. Second, conceptualization and formation of models, which is based on the result of the first step, i.e. identification of problems faced by persons with disabilities. Third, parameters determination, which is based on General Election Commission Regulation No. 10 of 2018. Fourth, validation, which is done through simulating several models with the aim of testing whether each of the models functions well. Fifth, application, after passing through the four stages, the best model, the one that has been observed to increase political access for persons with disabilities, can be applied.
The Indonesian elections are still faced with money politic practices as one of the electoral issues, this kind of political transactional transforms into a new common behavior and even became a culture for Indonesian citizen in every election. This bad culture currently became the significant factor to gains a victory for candidates, such as for 2019 simultaneous election. Money politic practices are not only harmful for electoral integrity, but also has a long-term impact toward a new behavior to produce corruptors. This study seeks to examine about the evaluation and impact of Anti-Money Politic Village movement in Murtigading village, Bantul regency, Special Region of Yogyakarta for 2019 simultaneous election. This study used quantitative method, the main source for this study are obtained from survey techniques. This study leads to the three main conclusions such as: first, Murtigading community considers money politics as a form of bribery action and potentially harmful for democracy value. Second, Murtigading community considers that movement is able to decrease the practice of money politics in Murtigading village. Third, Murtigading community fully supports the existence of that movement and support to create the legal regulations in local village government to create more political education among community easily.
Toko Milik Rakyat (Tomira) is a government policy based on Kulon Progo Regional Regulation No. 11 of 2011 concerning Protection and Empowerment of Traditional Markets and the Arrangement of Modern Shopping Centers and Stores. Tomira is in the form of a partnership between Micro, Small and Medium Enterprises (MSMEs) with modern stores such as Alfamart and Indomaret in Kulon Progo. The purpose of the Tomira’s policy is to improve the welfare of the community and increase economic growth. The question to be answered in this research is related to the process of forming a Tomira’s policy. This study uses an analysis for policy approach with a focus on analyzing the policy process using a society based governance model. The method in this research uses the literature study method which is collaborated with qualitative methods. The results of this resarch explain that in the process of policy formulation through improving the welfare of the Tomira, the government should be oriented to the society in order to create the widest prosperity for the society. Conflicts of interest between the actors allowed to appear in the policy. Behind that, there is also a political side to the policy. The welfare improvement policy through the Tomira was used by the regional head of Kulon Progo Regency as a political strategy to increase his electability. The author considers that there needs to be regulations that clarify the technical aspects of improving welfare through Tomira. Toko Milik Rakyat (Tomira) merupakan sebuah kebijakan pemerintah yang dilandasi oleh Peraturan Daerah Kulon Progo No. 11 tahun 2011 tentang Perlindungan dan Pemberdayaan Pasar Tradisional Serta Penataan Pusat Perbelanjaan dan Toko Modern. Tomira tersebut berbentuk kemitraan antara Usaha Mikro Kecil dan Menengah (UMKM) dengan toko modern seperti Alfamart dan Indomaret di Kulon Progo. Tujuan dari kebijakan Toko Milik Rakyat (Tomira) ini yaitu untuk meningkatkan kesejahteraan masyarakat dan meningkatkan pertumbuhan ekonomi. Pertanyaan yang hendak dijawab dalam penelitian ini terkait dengan proses pembentukan kebijakan Toko Milik Rakyat (Tomira). Penelitian ini menggunakan pendekatan analisis untuk kebijakan (analysis for policy) dengan fokus pada analisis proses kebijakan dengan menggunakan model society based governance. Metode dalam penelitian ini menggunakan metode studi kepustakaan yang dikolaborasikan dengan metode kualitatif. Hasil dari penelitian ini menjelaskan bahwa dalam proses pembentukan kebijakan peningkatan kesejahteraan melalui Toko Milik Rakyat (Tomira), pemerintah harus berorientasi kepada masyarakat dengan tujuan agar dapat menciptakan kesejahteraan yang seluas-luasnya bagi masyarakat. Konflik kepentingan antar aktor memungkinkan untuk muncul dalam kebijakan tersebut. Dibalik itu juga terdapat sisi politis dalam kebijakan tersebut. Kebijakan peningkatan kesejahteraan melalui Toko Milik Rakyat (Tomira) digunakan oleh kepala daerah Kabupaten Kulon Progo sebagai strategi politik untuk meningkatkan elektabilitasnya. Penulis menganggap bahwa perlu ada peraturan yang memperjelas terkait teknis kebijakan peningkatan kesejahteraan melalui Toko Milik Rakyat (Tomira).
