As a vehicle for social interaction, open spaces are expected to be able to link all of members of society (or the local community) without differentiating between their social, economic and cultural background. Green open space forms part of the urban space available in a region that has been filled with plants in order to bring ecological, social, cultural and aesthetic benefits. From the research conducted previously, it may be gathered that reaching the green open space proportion of 30% in the city region could only have been accomplished by involving many stakesholders, especially the local community members. This phenomenon piqued the interest of the researchers to conduct further research into the active participation of society (local community members) in the management of green open space and into the policies issued by the government to increase this effort. The outcome shows that the active participation of the local community members in the utilization of green open space serves not only to supervise the government policies, but it also plays an important role in managing and maintaining the green open space in their neighborhood. The expansion of the local community's grasp of the concept being not only the party affected by its impact, but also as the interest and pressure group broadening its active participation by participating in managing the green open space, and even expanding the green open space by making agreements with the government. On the other hand, the government itself has been making various efforts to increase the active participation from society by encouraging the usage of Corporate Social Responsibility to manage the green open space and offer training sessions and courses to the local community involved. AbstrakRuang terbuka, sebagai wahana interaksi sosial diharapkan dapat mempertautkan seluruh anggota masyarakat tanpa membedakan latar belakang sosial, ekonomi, dan budaya. Ruang terbuka hijau adalah bagian dari ruang terbuka suatu kawasan perkotaan yang diisi oleh tumbuhan dan tanaman guna mendukung manfaat ekologi, sosial, budaya, ekonomi dan estetika. Dari beberapa penelitian yang telah dilakukan terlebih dahulu, diketahui bahwa pemenuhan proporsi Ruang Terbuka Hijau sebesar 30% di kawasan perkotaan, hanya dapat dilakukan dengan melibatkan berbagai stakesholder, terutama masyarakat. Hal ini menyebabkan peneliti tertarik untuk meneliti lebih jauh mengenai bentuk peran serta masyarakat dalam pengelolaan ruang terbuka hijau dan kebijakan yang dikeluarkan pemerintah untuk mendorong peran serta masyarakat dalam pengelolaan Ruang Terbuka Hijau. Green Open Space (RTH) diminishing lead to the emergence of insecurity and social diseases and influence the improvement of micro-climate, air pollution, floods, and various other negative environmental impacts. The study was conducted by looking at the green open space in a holistic manner. This method is expected to explain the policy of the green space in West Java and the policy implications of the Spatial Plan. Research results indicate the overall amount of green space in West Java has not fulfilled the amount of 30% as mandated by the Law on Spatial Planning, so the RTH policy directed at meeting the quota of 30%, with a range of strategies for improving the quality and quantity of green space Regency/City. RTH is an important part of City Spatial System, the procurement of green space is part of planning in the protection and management of the environment. Penelitian dilakukan dengan melihat kebijakan ruang terbuka hijau secara holistik. Metode ini diharapkan dapat menjelaskan mengenai kebijakan RTH di Provinsi Jawa Barat dan implikasi kebijakan tersebut terhadap Rencana Tata Ruang Wilayah. Hasil Penelitian menunjukan keseluruhan jumlah RTH di Jawa Barat belum memenuhi jumlah 30% sebagaimana yang diamanatkan oleh Undang-Undang Penataan Ruang, sehingga kebijakan RTH diarahkan pada pemenuhan kuota 30%, dengan berbagai strategi peningkatan kualitas dan kuantitas RTH Kabupaten/Kota. RTH merupakan bagian penting dari Sistem Tata Ruang Kota, maka pengadaan RTH merupakan bagian perencanaan dalam perlindungan dan pengelolaan lingkungan hidup. Sebagai bagian dari tata ruang, RTH merupakan instrumen pencegahan pencemaran dan/atau kerusakan lingkungan hidup.
Indonesia has enough access to freshwater resources of the planet. However, uneven distribution together with mediocre water management and a lack of water infrastructures make a significant number of households in this country have inadequate access to safe water. This becomes big issues, because the provision of safe water, sanitation and hygienic conditions are essential to protect human health and save humanity during the Covid-19 pandemic. When this article was written, COVID-19 patients who were confirmed to be infected were in all Indonesian provinces, with the largest numbers of patients located in Java. The purpose of this study is to determine the efforts of the Indonesian government to fulfill its responsibilities in fulfilling clean water during a pandemic. The study collects all regulations and policies concerning clean water and an analyses them using doctrinal method. The result of the study shows that although there are enough regulations governing the use of clean water, they have not resolved the problem of clean water fulfillment. In overcoming water needs during the pandemic, the Indonesian government did not make additional efforts other than those previously planned in the Strategic Plan of the Ministry of Public Works and Housing. The disruption of the economy has an impact on state finance, causing the government to refocus budgeting. As a result, many programs related to clean water are postponed. This minimum effort by government is neglecting its responsibility in fulfilling the right to water. The government must emulate how to fulfill the needs for water during the pandemic from other countries and using this situation to fix the problem of clean water in Indonesia
