Purpose: The aim of the scientific article is to generalize the practice of using public-private partnership models and analyze the level of effectiveness of their application in the implementation of public policy. Design/Methodology/Approach: Comparison, systematic and structural research, statistical and analytical, tabular, graphical, analytical modeling, as well as methods of abstraction and analysis are the research methods which were used in this article. Findings: The study has found that to increase the effectiveness of public-private partnership models, the partnership should be built on the principles of agreement and coherence of interests of the parties. Existing infrastructure, combining different alternative sources of funding and possible long-term cooperation should be considered. Practical Implications: This research raises awareness of the most effective models of cooperation between the state and the private sector are concession agreements, management contracts, leasing agreements and "greenfield projects". The effectiveness of these models of public-private partnership is associated with the diversification of risks between partners, including financial ones. It is about the ability to attract investment resources from various sources and the delegation of management and regulatory functions of the state to the private sector. Originality/Value: The study highlights that the relative importance of the models of public-private partnership is context specific.
Purpose: The article analyzes the use of information technologies to increase the level of economic efficiency and trust in public administration in Ukraine. Design/Methodology/Approach: We use the concept of digital management for the purpose of integrated interaction of municipal and state structures with business, civil society institutions and the population. Findings: The conducted research concludes the active digital transformation of public administration in Ukraine. The following trends in the use of information technology are identified: the development of institutional support; the creation of analytical portals for ensuring public control; the level of accountability, transparency, accountability of the activity of civil servants; the implementation of e-government projects; the changing philosophy of development of electronic services. Practical Implications: The concept of state policy in the field of digital infrastructure was developed on the basis of a multi-stakeholder approach according to which the main purpose of the state bodies is to identify, prioritize, harmonize and satisfy the stakeholders. Originality/Value: In this article, we show the level of individual regions in Ukraine where there is uneven implementation and use of e-learning tools management.
Purpose: The main purpose of this research is to determine the features of the automation of internal accounting through the prism of organizational, and managerial aspects, as well as the economic benefits of this process. Design/Methodology/Approach: This study is based on statistics from economic and accounting institutes in order to identify key software products for automation and determine the most optimal prices for them and their diversification depending on the scope. Findings: The results of the study show that each of the software has its advantages and disadvantages, the combination of which ultimately affects the choice of management of a particular product. In addition, it has been established that there are a number of free programs that can be used by entities with limited financial resources, which will allow them to save a lot of time and optimize their work. Practical Implications: This study raises the awareness of market participants about the existing areas of internal accounting automation, the key benefits of its implementation and pricing policy. In addition, it confirms that it is possible to choose the program that best meets the individual needs of the enterprise regardless of the amount of available resources for automation and the scope of activities. Therefore, there is no necessity to delay the automation process, but it is better to implement it at the beginning. Originality / Value: The study emphasizes that the final decision on the direction of automation is made depending on the contextual conditions of the entities, taking into account the stage of the enterprise, available financial resources and scope of activities.
Purpose: The main objective of this article is to analyze trends in funding educational institutions (EI) and to assess the effectiveness of the distribution of government expenditures on primary education at the macro-and micro levels. Design/Methodology/Approach: Based on the analysis and synthesis of information from countries' analytical reports, statistical databases and scientific literature, the basic entities involved in the formation, management and distribution of education expenditures in different countries at different levels have been considered, as well as an analysis of the interaction between them has been conducted. Main mechanisms of distribution of expenditures for the educational process in different countries have been observed. Findings: The different approaches used in the distribution of expenditures have been highlighted and the most effective methods of conducting the policy of financing the system of education among European countries have been identified. The basic factors have been outlined that need to be taken into account when formulating funding formulas that can be adjusted to support the goals of policies aimed at improving the efficiency, equity and quality of education. Possible options for financial and economic support have been considered. Practical Implications: A model of a decentralized management system for financial and economic support of the educational process based on foreign experience has been proposed to ensure the implementation of effective mechanisms for financing education. Originality/Value: The study emphasizes that the formation of an effective decentralized system of financing EIs should be implemented in parallel with an effective internal system of financial resources management.
Purpose: The purpose of the study is to substantiate the problems and prospects of Ukraine's achievement of the Sustainable Development Goals in the condition of developing the economic security of the agricultural sector. Design/Methodology/Approach: The methodological basis of the study is the dialectical method of cognition of the economic phenomena, the position of economic theory as to the economic security, the analysis and synthesis for determining the dynamics of individual indicators of the status of completed tasks. The study period is 2010-2018. Findings: The main recommendations for further development of the economic security of the agricultural sector are to increase the level of investment attractiveness of the agricultural sector, to stimulate the creation of small farms, the technical modernization of the agricultural production, to promote increased value-added food exports, to create a clear mechanism of regulation of the market of organic products and raw materials with a proper system of certification ensuring the stability, predictability and transparency of the state support system for the agricultural sector. Practical Implications: The results of the study may be useful for developing a further strategy for the economic security of Ukraine's agricultural sector, taking into account the implementation of the Global Sustainable Development Goals. Originality/Value: Achieving the sustainable development is a top priority for most countries of the world. Ukraine has the relevant goals, in this direction the achievement of which is impossible without a reliable foundation, that in modern conditions should be the agricultural sector of the economy.
