Our results of the in-depth study and further research in the chosen direction determined the relevance of creating a portal for tourism business development in the franchising system using blockchain technologies.
Nowadays, it is imperative to use forecasting technologies that are most likely to predict the development of economic systems. Foresight technologies based on a combination of strategic analysis and forecasting of key indicators provide a high level of probability of achieving certain results and contribute to shaping conditions for their achievement. Among economic systems, tourism sector is the most vulnerable to the negative impact of the global pandemic. In 2020, its revenues fell by 70%, leading to an unprecedented crisis. Accordingly, questions arise about the Ukrainian tourism sector’s ability to use the crisis as a prerequisite for recovery and growth.Based on the results of a two-round survey using the Delphi method among experts (56 at the first stage and 42 at the second) representing various tourism directions for Ukraine’s tourism sector up to 2030, six strategic development priorities were formed. Key indicators were identified, such as contribution to GDP (7-8%), place in the global tourism competitiveness rating (60-70th position among 140 countries), and average annual growth rate of international arrivals (5-10%). It has been determined that in case of the end of the world pandemic, the Ukrainian tourism sector can achieve the indicators of “pre-crisis” functioning in 1-3 years. The proposed architectonics of the foresight platform in the context of digitalization of network communications will ensure the adoption of management decisions to develop Ukraine’s tourism sector in the domestic and international markets. It will strengthen its position, image, and strategic sustainability in the markets for tourist services. AcknowledgmentThe paper reflects the results of the authors in the framework of studies conducted in 2018–2020 at the Kyiv National University of Trade and Economics by order of the Ministry of Education and Science of Ukraine (Paradigmatic and Conceptual Shifts in the Economic Theory of the 21st Century) (Q1 2018 – Q4 2020; state registration number 0118U000126), and Formation of the National Brand of Ukraine in the International Environment (Q1 2018 – Q4 2020; state registration number 0118U000127)).
Competition law, economics and policy are facing a regulatory metamorphosis due to the rise of the digital economy. US, China and EU jurisdictions have announced and partially introduced systemic changes to their competition law frameworks to keep pace with technological developments. The Antimonopoly Committee of Ukraine is following the principle of ‘three monkeys’, it sees no on-line platforms, hears no on-line platforms, speaks of no on-line platforms, so nothing has been undertaken or even announced. The paper is twofold. Firstly, it analyses the economic background and features of the digital economy and shows why the available instruments of competition enforcement are ineffective. The second part of the paper shows why the current Ukrainian competition law framework is (in)capable of dealing with challenges posed by on-line giants. Regarding the need for a recalibration of regulatory approaches in digital markets, Ukraine faces the dilemma of a proper combination of ex ante and ex post measures.
Among many global problems of mankind, a special place is occupied by the phenomenon of pandemics. A pandemic has been one of the constant companions of human existence since ancient times. This is evidenced by both the texts of religious and mythological orientation, and recorded events in historical life. Pandemic is always an emergency that threatens the very existence of humanity. Various circumstances are heard as the causes of pandemics: sacred (violation of divine laws), domestic (unsanitary conditions of existence), civilizational (technocratic human intervention in the environment), political, economic, etc. The purpose of this article is to study the effects of pandemics that have occurred in different historical periods and their impact on the development of society and the economy. Based on this goal, the objectives of the article are to study the world economy in a pandemic COVID-19; to analyse the trends and forecasts of its further development, including Ukrainian economy; to offer an assessment of the main opportunities and risks of the functioning of Ukraine’s economy in quarantine. This article reveals the theoretical and practical principles of the pandemics impact on global economic development. The result of the article is the statistical analysis of pandemic impact on the world economy, which leads to the rupture of economic chains and slowing down the economic and social development for several months or even up to one year. As a conclusion it may be noted, that since periodic pandemics have become an integral part of human life, no country in the world is safe from their direct or indirect impact and, as a result, countries must be economically ready to provide strict measures according to the formula “combating the epidemic – minimizing the negative effects in the short, medium- and long-term periods”. Practical implications. The main theoretical propositions, the authors’ conclusions presented in the article, are supposed to form a methodological basis in substantiating the priorities of the state support of business in conditions of pandemic and quarantine restrictions. Value/originality. The proposed results can be used for modeling and forecasting the impact of quarantine restrictions on the economic development of countries.
