Distance education promises to provide millions of people in low-technology countries (LTC) greater access to a higher quality education at a lower cost. After reporting on the current situation, using Asia as an example, the article suggests how distance education can be effectively implemented at each education level. It notes the pedagogical, administrative, and international arrangements that are leading to successful distance education. Distance education must fit appropriately within the current technological irtf-rastructure of the society. Also, distance education initiatives in LTCs should match the cultural paradigm for education of each nation, making the wholesale adoption of models from abroad unfeasible. Other economic, political, and social challenges are also explored.
