It has been more than five years for China’s entry into WTO. With the decrease of regulations of tariff barrier and non-tariff barrier, the export market of Chinese textile products has been expanded and the market shares have been increased, which arouses great attention of many countries in the world. Some countries increase the limit of import. What should be noticed is the more covert and more agile trade barrier, which becomes the biggest barrier of export of our country’s textile products. This article reviews the concept and content of technical barriers to trade, concludes the condition of technical barriers to trade in the textile product field of America, Europe and Japan, analyzes the reasons of technical barriers to trade combining with Chinese textile product export condition and the effect from technical barriers to trade and finally discusses the measures of dealing with technical barriers to trade and existing problems of Chinese textile product export.
In recent years, there has been severe unbalance in Sino-American trade. China has remained trade surplus of large volume to America, especially in textile products trade, so America has a lot of trade friction with China. This article collects information of unbalanced condition in Sino-American Textile trade, analyzes the reasons for this kind of trade friction, and proposes an opinion that China has to modify the policy of developing country by foreign trade to realize trade balance of textile products.

This paper builds a SAKT mode to develop the marketing ability training of higher professional personnel. SAKT mode integrated four questions to solve: (A) teaching students in accordance of their aptitude (Student), (B) ability-oriented system (Ability), (C) marketing knowledge basis (Knowledge) and (D) effectively using the characteristics of a variety of teaching methods (Teaching Method). Based on analysis of "three knowledge communities and three modules of ability" of marketing course and seven elements of the ability goal including action, basic, interest, learning, innovation, team and year, the paper explored the mechanism innovation of cultivation including the school-enterprise cooperation, skill oriented and real education. We found that the practical teaching method system was the key integrated of teaching project, skills competitions and enterprises projects. And "Four Fusion One" mode of improve the professional ability is the result which fusing the abilities of learning, practice, cooperation and innovation. Applying this study, the college can develop more higher talents (professional personnel) who show the high professionalism, strong professional ability and advantages of development.
