Penelitian ini bertujuan untuk menguraikan secara mendalam sistem pelayanan publik dalam laporan pertanggungjawaban dana desa yang saat ini diterapkan di Desa Tellumpanaue dan Desa Barugae Kecamatan Mallawa Kabupaten Maros. Oleh karena itu, penulis bermaksud memberikan solusi terhadap masalah yang ada dengan sistem pelayanan sebelumnya yaitu dengan aplikasi PAKDES. Aplikasi ini dirancang sebagai salah satu media yang dapat memudahkan aparatur desa dalam melakukan pelaporan dana desa yang dapat diakses melalui smartphone. Selain memudahkan aparatur desa, aplikasi ini juga dirancang bagi masyarakat desa yang dapat mengakses hasil laporan pertanggungjawaban masing-masing desa yang ada di Indonesia, sehingga dapat menjadi wadah bagi masyarakat untuk berperan dalam pengelolaan dana desa yang tepat sasaran yang secara langsung akan mendukung terwujudnya prinsip transparansi pengelolaan dana desa. Penelitian ini menggunakan metode penelitian kualitatif deskriptif yang akan menjabarkan secara lebih dalam fokus masalah yang akan diteliti. Pada peroses penelitian, peneliti menemukan data bahwa proses pertanggungjawaban yang saat ini diterapkan di Desa Barugae dan Desa Tellumpanuae Kecamatan Mallawa Kabupaten Maros telah mengalami pergeseran sistem, dari yang sebelumnya masih sistem manual, saat ini telah beralih ke Sistem Keuangan Desa (Siskeudes). Selanjutnya, aparatur desa diharapkan dapat melakukan pengembangan kompetensi dalam penguasaan teknologi informasi yang dilakukan melalui bimbingan teknis yang akan menjadi pondasi dalam meningkatkan proses pelayanan yang ada, khusunya dalam melaporkan peratanggungjawaban pengelolaan keuangan desa agar lebih transparan dan akuntabel.
Abstract-This study aims to determine public performance and public trust to government over education, health, population and security. This research used a quantitative approach, and the data in this research were collected by Asian Barometer Survey conducted in 33 provinces in Indonesia. Data collection by Asian Barometer Survey used questionnaire instrument with the sample of 1.500 people but who successfully interviewed as many as 1.226 people. The results of this study indicated that there is influence between public performance and public confidence in government in Indonesia.
The take and give phenomenon between the community and the government is a consequence of a convoluted, inefficient and ineffective pattern of service delivery. Therefore, in addition to improving government management, the government apparatus also needs to be continually improved through public service innovation. This study aims to describe the process of developing public service innovations carried out by Investment Office and One Stop Integrated Services (DPMPTSP) and identify the factors that influence public service innovation implemented by DPMPTSP Kota Makassar. The research method used is descriptive qualitative. The researcher will explain the research problem in detail, namely the innovation process and the factors that influence it. The collection of data obtained through direct observation of the object of research and in-depth interviews (in-depth interviews) with resource persons. Data processing using the model of Miles and Huberman (1992). namely: data reduction, data presentation, and drawing conclusions /verification. Based on the results of the study, it can be concluded that the innovation development process carried out by DPMPTSP Kota Makassar can be categorized as a radical innovation because it makes fundamental changes in public services or the introduction of completely new ways in the organizational and service process. This can be reflected in the birth of the E-Lebbami application, where the licensing service application utilizes the development of information technology. However, there are factors that become obstacles in this innovation process, namely the dependence on certain figures in providing innovation ideas.
Various programs to improve community welfare established by the government exist as an effort to solve the problem of poverty, the implementation of which must be accompanied by effective supervision so that the objectives of the program can be achieved. This article aims to explain the monitoring strategy for the implementation of programs to improve community welfare, by selecting the people's salt business program in the Eastern Indonesia region as a case study. The qualitative research method was carried out through interviews and observations, which were then strengthened by secondary data on the strategy of monitoring the people's salt business program. The findings in the field show that the implementation of supervision of the people's salt business program can run optimally, if the stakeholders involved in the supervisory task continue to coordinate well, carry out supervision according to a predetermined time, form a Coordination and Coordination Team in accordance with the direction of the Minister of Marine Affairs and Fishery. In addition, it is necessary to increase the number of employees, as well as to guarantee employee safety while carrying out supervisory duties.
This article describes the role of actors in managing tourism collaboration in Indonesia in general and cases related to tourism management in the Rammang Ramming tourist village, Maros Regency. Collaboration in the management of tourist areas involves several elements, namely the tourism office, tourism awareness communities, private sector, residents in tourism areas, and community leaders. This study is interesting in the context of actor networks that have been described so far, such as collaboration problems in actor networks often occur so far due to their dependence on existing resources. This paper uses qualitative research methods in the form of descriptive analysis where this research describes the conditions of each role in collaboration for the management of the Rammang-Rammang Tourism area. The results of this study found that the knowledge and resource factors possessed by each actor in the network have become crucial in implementing management in the form of collaboration between actors to run well. The knowledge and resources possessed by each actor become an important key in determining the role of managing the Rammang-Rammang Tourism area. Keywords: actor role, managing collaboration, tourism
