One of the reasons for the State's presence in society is due to market's failure in providing its citizens with bet er welfare. The local economy 2 that serves as a source of welfare for most Indonesian communities is placed under very strenuous conditions when having to confront capitalist economy. Remarkably diff ering backgrounds and resources create a highly imbalanced bargaining position. There have been numerous policies in the form of local economic development programs that have been carried out by Indonesia. However, the reality indicates that as of current the contribution of local economies in the GDP remains at approximately 50%. The interventions employed using a global approach, did not consider the specifi cation of issues confronted by local economies, the State intervention performance metrics were very simple (activities) and there was a lack of serious evaluation regarding the intervention, which led to it not bearing much fruitful results. It was the Kulon Progo Regency which developed the concept of empowering local economy by using a specifi c approach confronted by the local economy. The policy is known as "Bela Beli Kulon Progo". This article discusses the process undertaken by the Kulon Progo Regency in implementing the "Bela Beli Kulon Progo" movement which succeeded in boosting local economic development performance.
This article discusses strategic planning implementation of the public sector within Indonesia’s hierarchical administration system. Many studies on public sector strategic planning have been carried out both at the national and local levels. However, the disclosure of various obstacles and challenges in the implementation of strategic planning at the local level is still partial and sectoral. A qualitative strategy was used to explain this phenomenon with participatory observation in 69 regency/municipalities as the main data collection method, in addition to document analysis and in-depth interviews. The key findings from this article are that many strategic planning documents are a mere formality, are not strategic, and are not referred to in executing development activities. The challenges in strategic planning implementation were identified as being poor information and data quality and quantity, weak bargaining position that regencies/municipalities have against higher tiered administration, limited capacity of mid-level managers, limited capacity of planners, formal engagement of stakeholders, and unconducive political environment. Improvement of the evaluation model based on the achievement of outcomes, reducing the ministry's sectoral ego, improving the capacity of evaluators and the need for the involvement of other parties such as credible universities will create a multiplier effect for all stakeholders.
Climate change has an impact on the environment, especially in agriculture. Climate change which caused the emergence of extreme weather led to declining agricultural productivity or crop failures in several regions. Some areas of Gunungkidul are the most difficult areas to plant rice compared to other regencies/cities in the Special Region of Yogyakarta. The issue of agricultural land conversion is a problem for almost all countries in the world that are difficult to resolve as development increases. Different policies are implemented to minimize the adverse effects of the conversion of agricultural land in various regions of the world. One of the policies that applied in Indonesia is the policy of Sustainable Food Agriculture Land Protection or Perlindungan Lahan Pertanian Pangan Berkelanjutan (PLP2B policy). Until now, this policy was slowing the movement in Indonesia, including in Gunungkidul. This article aims to analyze the performance and dilemma of this policy in Gunungkidul. Qualitative research with case study approach had been done and data was collected through documentation or literature study, observation, in-depth interviews and Forum Group Discussion. The results showed that PLP2B policy has not been optimally implemented and still become a dilemma to local government rather than become a solution.
Recently, Batik Tulis Lasem had several problems with a product, starting from input until the market process. Also, there is the problem of capital and technological capabilities from Batik Tulis Lasem industry, poverty, and social inequality of the craftsman. This article aims to examine the role of local government in improving creative industries, especially Batik Tulis Lasem. Further, this article was conducted by qualitative descriptive approach, particularly using the case study. In addition, the researchers collected data from semi-structured interviews with official local government and Batik Tulis Lasem entrepreneurs in the period covered 2018-2019. The results showed that local government has an important role in improving creative industries, firstly as a regulator, secondly as a facilitator, and thirdly to ensure the existence of Batik Tulis Lasem through empowerment. The problems in Batik Tulis Lasem are the regeneration of entrepreneurs, including batik craftsman, the lack of empowerment by local government, and the lack of information technology knowledge among the majority of Batik entrepreneurs. As an implication, the government should increase empowerment for the Batik Tulis Lasem industry through the regeneration program of batik craftsman and increase capacity for digital marketing.
This paper would like to see the role of UMKM (Usaha Mikro, Kecil, dan Menengah//W/cro, Small and Middle Scale Unit) in tackling poverty. The main superiority of UMKM in tackling poverty is in its ability to create working spaces. UMKM usually developed in the villages and created a new center of economical growth without eliminating the primary sector (agriculture). The developing of UMKM has been impeded since the government failed to understand the nature of UMKM itself. In framing the policies related to the development of UMKM, the government has misassumption the nature of UMKM and the problems they faced. In fact in general the development of UMKM needs a more conducive environment. The step should be taken by the government in this case is to be more convenience ingiving the information to UMKM. There should be an effort to increase the demand of the product by UMKM.
