Development planning is a must for every level of government, both central and regional, as mandated in Law No. 25 of 2004 concerning the development planning system. Bengkalis Regency as one of the regions in Riau Province also conducts development planning. The aspects of development planning in the Regency include Malay culture as a derivative of the Riau Vision 2020. Planning aspects of Malay culture development is a manifestation of the elected Regional Vision and Mission and can be seen in its harmony with the Province. The formulation of the problem in this study is how is the form of development planning aspects of Malay culture in Bengkalis District in supporting the Riau 2020 Vision? This study aims to describe the form of development planning aspects of Malay culture in Bengkalis Regency in supporting the Riau Vision 2020. The results of the study indicate that the planning of the development of the Malay cultural center has referred to the Provincial government planning documents, both contained in the RPJMD to RKPD even though they are only quantity, not yet fully touched the quality of the substance of Malay culture. The planning contained in the Bengkalis Regency RPJMD document is limited to the Vision and Mission statement, while the objectives to the strategic plan are not formulated. Nevertheless specifically in the Office of Culture, Youth and Sports expressly formulated this in the OPD Work Plan.
<p><em>Advances in digital technology often have a negative impact on the quality of relationships between parents and children, especially adolescents in the family. The study aims to describe the responses of parents and adolescents in responding toward the digital divide in the javanese family structure. Theoretically, the digital divide is approached through Bourdieu's constructivism framework with the concept of digital capital as one of its derivatives. This study uses a quantitative descriptive approach. The survey of 225 parents and 225 adolescents in Kretek and Wonosobo sub-districts, in Wonosobo regency, was conducted using installed structured questionnaire in the Open Data Kit / ODK platform. Focus Group Discussion was conducted to further explore the survey findings. The results show that the digital divide in the family has fostered a culture of "solitude" for Z-generation adolescents who can "isolate" their parents who are not familiar with digital technology. Therefore, a collective-based approach is an option that can be considered to reduce the risk of the digital divide</em></p><p> </p><p><strong><em>Keywords</em></strong><strong><em>: Family, Digital Divide, Parents Adolescent, Java</em></strong></p><p><strong><em> </em></strong></p><h2>Abstrak</h2><p>Kemajuan teknologi digital seringkali membawa dampak negatif terhadap kualitas hubungan orang tua dengan anak khususnya anak remaja dalam keluarga. Studi ini bertujuan untuk mendeskripsikan respon orang tua dan anak remaja dalam menyikapi adanya kesenjangan digital pada struktur keluarga Jawa. Secara teoretis, kesenjangan digital (digital divide) didekati melalui kerangka konstruktivisme Bourdieu. Studi ini menggunakan pendekatan deskriptif kuantitatif. Survei terhadap 225 orang tua dan 225 anak remaja di Kecamatan Kretek dan Kecamatan Wonosobo, Kabupaten Wonosobo dilakukan dengan menggunakan kuesioner terstruktur yang di-install dalam Open Data Kit/ODK platform. Focus Group Discussion/FGD dilakukan untuk mengeksplorasi lebih lanjut atas temuan hasil survei. Hasil penelitian menunjukkan bahwa kesenjangan digital dalam keluarga telah menumbuhkan budaya “kesendirian” kaum remaja generasi Z atau generasi alpha yang serta merta dapat “menyendirikan” orang tua mereka yang kurang terbiasa dengan teknologi digital. Oleh karena itu, pendekatan berbasis kolektif menjadi opsi yang dapat dipertimbangkan untuk mereduksi risiko kesenjangan digital tersebut.</p><p> </p><p><strong>Kata Kunci: Keluarga, Kesenjangan Digital, Orang Tua, Remaja, Jawa</strong></p>
Fakta bahwa Kampung KB mengalami “mati suri” pasca pencanangan menjadi sebuah hal yang tidak terbantahkan. Disisi lain, hasil kajian Meilani dkk (2017) menemukan bahwa sesungguhnya masyarakat sangat menunggu adanya follow up yang lebih nyata dan tentunya periodik dalam rangka pelaksanaan Kampung KB. Penelitian ini bertujuan untuk mengidentifikasi dan menganalisis existing condition modal sosial dalam pelaksanaan Program Kampung KB di Provinsi Riau. Secara konseptual, modal sosial diderivasi ke dalam 4 (emapat) aspek, yaitu nilai dan norma/NN, trust and resiprocity/TRC, informasi/INF, dan networking/NW. Data dikumpulkan melalui observasi dan indepth interview. Informan terdiri dari : (a) Pengurus Kampung KB, (b) Tokoh agama dan tokoh masyarakat di Kampung KB, dan (c) Lurah/Kepala Desa. Analisis data kualitatif dilakukan dengan model interaktif. Hasil penelitian menunjukkan bahwa kehadiran individu yang membawa semangat altruisme dan keikhlasan untuk terus menghidupkan Kampung KB nyatanya sangat menentukan keaktifan dari Kampung KB tersebut. Selain itu, secara kualitatif juga teridentifikasi bahwa bukan tentang hubungan kekeluargaan ataupun ada atau tidak anggaran yang menentukan keaktifan Kampung KB, melainkan kesadaran kolektif (collective consciousness) yang sesungguhnya menjadi denyut nadi Kampung KB, baik di perkotaan maupun pedesaan. Namun sayangnya, sampai dengan sekarang ini belum terbangun proses institusionalisme terhadap collective consiousness tersebut. Bahkan pada level tertentu, kegiatan dan tindakan dari pemerintah (pusat/provinsi/kabupaten) justru bersifat mereduksi keberadaan collective consciousness tersebut.
