The research devoted to a comprehensive study of market factors, that affect the improvement of HEIs efficiency and the possibility of solving the problems of universities management, is important for the practical implementation of the fundamental principles of enhancing the Russian universities competitiveness. Such studies are of particular importance in relation to regional universities, which are in difficult conditions: they need to strive for global competitiveness and meet the local territories requirements. The objects of the external environment having connections with universities are identified. Their internal potentials can influence the future university resulting indicators. The originality of this work lies in the proposed system of indicators for solving the problems of university management based on its development potential assessment, taking into account the influence of the external environment potentials of the personnel training market. These indicators have not been sufficiently reflected in the methodology for monitoring the efficiency improvement of universities’ activities, developed and implemented by the Ministry of Science and Higher Education of the Russian Federation. The study results can serve as an information and analytical basis for making management decisions in the field of organizing university scientific and educational activities, taking into account its promising development potential.
The authors consider the issue of implementing the process of certification of the workforce quality, which serves as a tool for sustainable socioeconomic development in crossborder regions. The definition of the specified process is formulated. The paper presents invariant (immutable) parts of the structures of passports containing a full description of the profession and workforce quality. Mathematical formalization of the process of comparison and interaction of competence sets of considered passports is proposed. The conclusion is that the development of organizational and informational mechanisms for identifying, transforming, analyzing, exchanging identifiers of the workforce quality (competences) in the digital space leads to the improvement and progressive dynamic formation of the information environment. These processes are moving towards sustainable socioeconomic development regarding the functioning of cross-border regions.
Today, universities are increasingly perceived as active participants in the processes of regional development and corporate relations, and the role of the University is not limited to educational activities or science and research jobs. Universities are urged to solve the problem of attracting young people to production in order to ensure the normal reproduction and sustainable development of business, and at the same time provide the opportunity to find the place in society for their graduates, to realize their abilities in present dynamic social-economic conditions. The importance of the problem of effective employment of University graduates is also due to the perception of young people in society as the most socially unstable (“explosive”) group. It requires the creation of graduate employment ecosystems, especially in peripheral regions. The ecosystem model proposed in this article, aimed at promoting employment of graduates and creating conditions for their career development, can be used as an information, analytical and infrastructure basis for integrating young people into the labor sphere of life, for expanding the number of stakeholders and harmonizing their interests.
