Purpose The article analyzes the mechanisms of institutional regulation of government policy on the establishment and development of the research-innovative potential of youth in the higher education system. Design/methodology/approach The concepts of this paper are focused on the research of innovation within transformation of education, studying youth as a subject of innovation, analyzing the socio-cultural points of youth innovation activity in the professional area and revealing the theoretical and methodological foundations of personal creative development. Findings The article provides analysis of research-innovative practices offering their own methodological basis for the research of public regulation of the establishment and development of the research-innovative potential of the person. The analysis made it possible to conclude that an important short-term objective is to create competitive and convenient conditions for scientific research, opportunities for self-development and self-control of the national scientific-technical system, forging relations between actors at all stages of the knowledge cycle. Originality/value It is substantiated that the young people who should provide an innovation breakthrough and development of an innovative economy plays a crucial role in taken development measures. We managed to identify three types of student attitudes to scientific and research-innovative activity and, respectively, support and stimulation measures for each type (young research workers, formalists (or officially involved in R&D), passive observers).
Цель работы — определить роль и значение исторической памяти в формировании национальной идентичности молодежи полиэтнического региона. Рабочей гипотезой данного исследования выступает предположение о том, что историческая память является инструментом консолидации, потенциал которой малоэффективно используется в формировании национальной идентичности молодёжи полиэтнического региона в рамках реализуемой государственной политики. Методология исследования. В статье представлены результаты социологического опроса, проведенного феврале 2021 г. в Южном федеральном округе среди молодежи в возрасте 15–35 лет. Результаты исследования. Исследование выявило, что историческая память как основа конструирования национальной идентичности не имеет эмоциональных маркеров в сознании молодежи и формируется политической повесткой, что снижает консолидирующий потенциал исторической памяти в формировании национальной идентичности. Отмечается несформированность интеграторов национальной идентичности, которые имеют четкую дифференциацию по двум критериям: «общая государственность» (формальное значение) и «историческое прошлое» (культурно-ценностное основание). Результаты опроса свидетельствуют о возрастной дифференциации установок в дихотомии «консолидация-дезинтеграция» молодого поколения. Перспективы исследования. Исследование подчеркивает необходимость выработки исторической политики государства в рамках реализуемой культурной и образовательной политики.
PurposeThe purpose of the paper is to study the factors that influence the effectiveness of the professional and qualification and innovative potential of youth in a university environment. The authors focus on the main institutional factors of the external and internal character, which are the barriers to this reproduction process and do not bring the expected result—renovation of the qualitative structure of the workforce. The authors determine the essence and main characteristics of the process of reproduction of innovative and professional and qualification potential in higher school by the example of Russia.Design/methodology/approachMethodology of the work includes SWOT analysis, which allows distinguishing the potential (D) of strong (F) and weak (G) opportunities and the level of indicators of realization of (R) opportunities (V) and threats (U) of the research object.FindingsIt is substantiated that factors-barriers of innovative and professional and qualification potential could be overcome with the help of the formation of the mechanism of interaction of labor market, market of educational services, and innovative university complexes.Practical implicationsThe obtained results allow determining the main threats with a high probability of implementation in the process of formation of professional and qualification potential in the system of higher education and forming the perspectives of solving this problem.Originality/valueOriginality of this study consists in the totality of obtained results, which show the specific features of reproduction of innovative and professional and qualification potential of youth: determination of strengths and weaknesses, opportunities and threats of the process of formation of innovative and professional and qualification potential in the system of higher education.
Purpose: The object of this paper is to develop the concept of historical memory as a resource for preserving the ethnoreligious identity and cultural security. Design/methodology/approach: The methodological apparatus of research is based on civilizational and constructivist approaches that allow us to understand the specifics and role of identity in the modern world, as well as the concept of civilizational confrontation in modern migration processes. As a part of the study, we used the concept of "cultural trauma" to understand the influence of historical events on modern relations between Muslims and Europeans. Result: It was found that the low level of Muslim migrants' integration into Western society is determined by social-psychological and cultural-historical factors. The social-psychological factor is associated with an individual's need for group identity, which creates a zone of comfort and security. Muslim migrants' integration into European society is difficult because their ethnoreligious identity is exacerbated in conditions of migration. The cultural-historical factor is associated with discrepancies in civilizational models (Islamic and Western), the relations between them being conflict-ridden for a long period of time. Application: This suggests that historical memory has a significant impact on the relations of modern Islamic and European cultures. Historical memory, preserving the plots of eternal rivalry and confrontation of Islamic and Western civilizations, affects the process of their rapprochement: firstly because the injuries of past are very difficult to get rid of; secondly, memory, as a collective past or as knowledge of this past, is the basis of social identity. Originality/value: The study proves that the negative stereotypes prevailing in people's historical memory determine their perception of the present and the future. Consolidation of the "image of the enemy" in historical memory promotes the spread of Islamophobia in European society and radical Islamism in the Muslim world. The anti-Western ideology of radical Islamism undermines the historically present process of cultural interaction in the development of Western and Islamic civilizations.
In the article are analyzed theoretical approaches to the definition of the concept "scientific community". The author examines the socio-cultural changes in the social structure of the Russian scientific community. Among them, are identified on the basis of separation of transformation of power structures, material separation, stratification based on involvement in international cooperation. Prospects of development of the scientific community in modern Russian conditions are considered, and ways of overcoming of negative consequences of sociocultural changes in the scientific community are outlined. Sociocultural changes of the Russian scientific community testify to transformational processes in its social structure. The intensive stratification of this social and professional group initiating stratification as in the structure of the scientific power, and allocation in scientific community of the special group -"new Russian scientists" possessing the considerable material and reputation capital, and which is actively involved in the international cooperation results.
