Using an analytical and documentary-based methodology, the objective of the study was to establish the relationship between the degree of decentralization and the speed of delivery of administrative services at the local level in different fields in European countries and Ukraine. The study involved indicators of the speed of delivery of administrative services (company registration, building permit and land registration) according to the World Bank’s Doing Business methodology. The relationship identified between the degree of decentralization and the speed of administrative service delivery at the local level was the basis for establishing that the time to register a company and obtain a building permit decreases as a function of the higher degree of decentralization. The time to register property increases as the degree of decentralization increases, which is partly explained by the complexity of the administrative procedure models and their duration. It is concluded that, a comparison of the speed of providing administrative services (business registration, construction permit, land registration) in Ukraine with the average indicator of a group of countries revealed significantly better results in Ukraine.
The aim of the article is to reveal the importance of the instruments of the Russian Orthodox Church in the European space: the Representation of the Russian Orthodox Church in the European institutions and the Representation of the Russian Orthodox Church in the Council of Europe. The methodological basis of the study is a comprehensive interdisciplinary approach that uses systemic, civilizational, historical-chronological and structural-functional methods. Everything leads to the conclusion that the activities of the missions are designed to contribute to the achievement of the foreign policy objectives, both religious and spiritual and State of the Russian Federation. By interacting with foreign media and civil society institutions, the offices of the Russian Orthodox Church promote a positive image of Russian Orthodoxy and the idea of a “Russian world”, creating a more favorable image of these ideas in the world for Russia’s foreign policy. In this way, we see that the Orthodox Church has intensified its external activities in the twenty-first century. At the same time, it is often not only religious but also political, attesting to the greater rapprochement of the “New Russia” with the Russian Orthodox Church, which continues to perform secular tasks on the foreign policy front.
The relevance of the study lies in the fact that the information and computer revolution has made it possible to create and include in the system of social circulation such information flows, which are currently sufficient to ensure the most rational use of nature, demographic, economic, industrial, agricultural and spiritual and cultural development of mankind. The phenomenon of the information revolution is the result of two parallel processes that can develop throughout history: an increase in the role and volume of information necessary to ensure the full existence of society, and improvement in the technology of information accumulation and dissemination. Information technology has been integrated into the current social and economic space. The use of computers and telecommunications has influenced an unprecedented intensity of communicative interactions. These processes affect the stages of social development. The article analyzes the current understanding of the fourth and fifth information revolution. The problems of economics, management and post-industrial society are considered. An attempt is made to synthesize the models of foreign and domestic researchers. The article considers the existing theoretical approaches to the explication of political security, highlighted such its component as information and political security, and this author's interpretation of the latter. The limits of the information-political security, allowing to separate it from other types of security, depending on the information are established. The influence of information on the formation of information and political threats affecting the information and political security of the country is considered.
The aim of the article was to identify the current status and problems of Ukraine’s regional associations, and discuss them in the context of supranational challenges and the COVID-19 pandemic. Observation, the comparative method and the neo-institutional approach were the main methodological tools involved. The investigation found that Ukraine intends to establish various coalitions, blocs and alliances to develop the foreign policy vector. Countries that thrive to be regional actors, as well as NATO and EU Member States, engage in this type of cooperation. A gradual intensification of the growth of the country’s regional leadership was revealed through a comparative study of Ukraine’s cooperation with different countries and their partnerships. The authors of the research supported the point of view of adherents to the concept that Ukraine is interested in the political discourse of regional leadership.It is concluded that expanding the country’s political and economic opportunities is an appropriate context for reforming the Western vectors of Ukraine’s foreign policy. It demonstrated the great potential of regional partnerships, of which Ukraine is a member, to improve democracy.
The article deals with legal provisions, stagnation (judicial) practice in the acquired legal science, the types (measures) of securing the claim in administrative proceedings - one of the guarantees of the judiciary - are analyzed. Emphasis is placed on respect for problematic issues, which allegedly arise in stagnant courts, singing methods of securing an administrative lawsuit. The efficiency of legally defined means of securing an administrative claim is analyzed: suspension of an individual act or normative legal act; prohibition of the defendant to perform certain actions; prohibition of other persons to perform actions related to the subject of the dispute; suspension of recovery on the basis of an executive document or other document under which recovery is carried out in an indisputable manner, in terms of ensuring the implementation of the tasks of administrative proceedings. In particular, the legal consequences of securing a claim by suspending a normative act and revoking such an act are distinguished. At the same time, the courts were asked to move away from the established in practice, but excessive, simultaneous application of measures to secure the claim by suspending the normative legal or individual act and prohibiting the subjects of power to take action to implement such an act. It is proposed to return to the measures of securing the administrative claim previously excluded: the obligation of the defendant to take certain actions - as such, which is a proportionate and adequate way to secure the claim in case of appeal of inaction of the subject of power, in particular, inaction, and the actions requested by the plaintiff are legally significant and limited by a certain time frame. Particular attention is paid to the issue of restrictions on ways to secure the claim. Emphasis is placed on the need for a balanced and balanced restriction of measures to secure the claim, which would be motivated not by issues of political expediency, but would take into account the ratio of public and private interest in compliance with the criteria of proportionality. Aspects of abuse of the right to secure a claim are studied on the example of case law.
