The need to increase the industrial safety of facilities is becoming ever more critical with each passing year, since in many branches of industry the process of wearing-out of equipment outpaces the rates of modernization and replacement of equipment. This relates especially to oil refining, petrochemical, and chemical equipment that function for prolonged periods of time. Thus, full-scale inspection of such equipment is necessary in order to determine potentially dangerous zones and adopt corresponding decisions to eliminate failures. The quality with which these tasks are executed determines the magnitude of the losses that occur in accidents and the cost of diagnostic work, as well as the cost of periodic repair and reconditioning.A substantial increase in the reliability and safety of petrochemical equipment may be achieved through the development and use of methods and means of artificial intelligence, in particular, expert systems. Expert systems may be used to interpret operating conditions and parameters, evaluate a technical diagnostics program, and interpret diagnostic parameters. Together, these steps make it possible to achieve a high-quality evaluation of the technical state and establish causes for changes in technical state and the volume and content of reconditioning, as well as support industrial safety inspections. The objective of the present study is to apply the method of production-based expert systems as a component of a system of information [1, 2] and analytic [3] decision support in order to achieve an increase in the efficiency and quality of evaluations of the technical state and remaining life of technical devices (vessels, apparatuses, tanks, pipelines) and conduct industrial safety inspections.
Problems of Industrial SafetyInspections. An analysis of the procedure of industrial safety inspections [3,4] shows that (Fig. 1) decision making on the basis of processing of a large volume of weakly formalized information and
