Разработана когнитивная модель, отражающая динамику окружающей среды, экономические и социальные процессы, происходящие в субъектах Российской Федерации, входящих в Арктическую зону, в частности на территории водосбора Белого моря. Рассматриваются влияние изменений климата, особенности воздействия экономической деятельности на окружающую среду (море и водосбор) и проживание населения на водосборе Белого моря. Показаны особенности развития регионов, которые определяются динамикой инвестиций, при этом в северных регионах водосбора Белого моря в 1990-х годах они сократились в 5-10 раз, и лишь два региона (Вологодская и Архангельская области) к 2010 г. смогли достичь дореформенного уровня. Остальные регионы получали инвестиции примерно в два раза меньше, чем в 1990 г. Рассмотрены современное состояние и изменения социальной сферы, окружающей среды, зависящие от объемов загрязнений, поступления биогенов на водосбор и в море, а также от выбросов в атмосферу, сформированных как на водосборе, так и трансграничными переносами. Модель предназначена для прогнозирования на качественном уровне происходящих изменений сложной социо-эколого-экономической системы при различных сценариях природопользования и изменений климата, что может служить основой для построения системы количественных моделей и разработки систем поддержки принятия управленческих решений для достижения устойчивого развития социально-экономической системы регионов.
Economic development is accompanied by impacts on the environment. Creation of new production enter prises, expansion of the existing ones, and technological advancement not only lead to positive economic and social results, but also have negative aspects, such as deterioration of ecological conditions. Construction of ecological and economic models and predictions based on them make it possible to develop a prospective con cept of regional development taking into account the peculiarities of territories. Various scenarios of eco nomic development imply significantly different eco logical consequences, which should be analyzed and considered in the process of decision making at federal and regional levels.In fact, when market oriented reforms began, a new system of regional economic management started forming based on planned economy methods adapted for the new conditions and methods borrowed from developed countries, which cannot be successfully applied without taking specific Russian features into consideration [1][2][3]. Therefore, a new regional system for the prediction, strategic planning, and program ming of economic development was required, which would be relatively independent, consider both federal and regional interests, and have a prediction period of about 15-25 years with the preparation of more detailed documents for the nearest years [4][5][6]. It is necessary to take into account the effect on the environ ment at each stage using aggregate models for long term predictions [7]. A simplified scheme of interrela tions between prediction, strategic planning, and pro gramming is presented in Fig. 1.First of all, a very long term prediction is to be car ried out in the course of analysis of economic develop ment of a region, as well as determination of the present trends. Demographic, resource, and aggregate predic tions for the economy as a whole and its effect on the socioecological field for 20-40 years are developed in the present case. At this stage, using basic models, it is necessary to evaluate how processes occurring in the economy affect the environment, determine the estab lished trends, and formulate the constraints, which are critical for the creation of a regional development con cept aimed at taking into account the requirements for the improvement of the standard of living. A system of notions about the strategic goals and priorities of the regional socioeconomic policy, the critical aspects and tools for the implementation of the indicated goals, and the constraints, including ecological ones, is presented in this document. The main part of the document con sists of an analysis of the established trends and oppor tunities for their development. The concept favors suc cessful interaction between the government, business, and social institutions in the region. Specialists repre senting business communities and state and nonprofit organizations are to participate in its development.
