<p>As the science and technology have developed rapidly, as well as current globalization, farmer’s needs are increasingly diverse nowadays. Therefore, extension workers are required to develop their abilities according to current conditions and challenges. But in reality the competencies of extension workers was still low. The low competence of extension workers resulted in low performance as well. It was influenced by the lack of training that has been held for extension workers. Based on this point, it is necessary to improve the performance of extension workers, utilizing the internet media can be an answer which is very rapidly growing at this time. This study analyzed: 1) the level of internet media utilization, 2) factors influencing internet utilization, and 3) the effect of internet utilization on extension worker performance. Field research conducted in January-March 2017 in Cianjur Regency. The sample of research were 26 government extension workers and 74 contract-based extension workers. Descriptive statistics and inferential statistics (Multiple Linear Regression) was used for analytical method. The results showed that the use of internet by extension workers was moderate, especially for the preparation of reports, the design of extension methods, preparation of “programma” and design extension method. The result of the analysis showed that factors influencing internet usage were age, formal education, internet perception, duration, and diversity of accessed internet media. This paper aims to analyze the high quality of agricultural human capital and social indicators in improving the performance of national development and to formulate their communication patterns to support capacity building of human and social capital of agriculture in every line of agricultural development. The lack of agricultural human capital and social capital capacity is one of the constraints causing the accessibility limitation for Indonesian agriculture to face the global competition. The low farmer's education attainment has caused a low capacity of farmers to manage information and to adopt new technology resulting the low products quality. At the extension level, the shortage number and quality of the extension workers has also contributed to that situation. Beside low of basic capability, most of the extension workers do not have adequate mental capacity, especially related to integrity, communication skills, and moral and ethical capacity. At the policy maker's level, many local government institutions have no capacity to mapping agricultural resources along with their capability to make use of the available resources. With the high technical ability, agricultural human resource as a capital resource and as a social resource should have shared values and rules that expressed through personal relationships, trust, and common sense about the community responsibilities. To strengthen agricultural sector In supporting national development, agricultural sector need appropriate communication patterns for agricultural human resource improvement at each level of agricultural development. Such communication pattern should be based on the convergent-interaction communication through knowledge sharing model. This model is appropriate for both agricultural personnel and for farmers. Through active role of various institutions within the Ministry of Agriculture and with the help of modern information technology, a network to reach farmers could be achieved. The extension workers or village facilitators are required in the development of agricultural community because of its important function as problem analyst, group supervisor, trainers, innovators, and liaison officers. Citronella-livestock bio-industry farming system is an innovative integrated farming model consisting of citronella farming, livestock, and other farming and product processing related activities in a biomass and material circular manner. Development of this innovation is still going on, but innovation delivery to the local community is still sub-optimal. The reason is presumably due to some determinants of adoption decision including communication form, delivery method, innovation recipients, and technological innovation. The objective of the study is to analyze the level of adoption decision and the influence of interpersonal communication media. The study used survey method with descriptive quantitative approach using multinomial logistic regression. The location was selected purposively. The survey was conducted in the period of March-May 2016 from 230 farmers who were selected using cluster random sampling technique. Results indicated that technology components adopted by farmers including plant citronella, use of dung manure for organic fertilizer and household biogas, and yoghurt processing. Factors influencing innovation adoption decision are interpersonal communication media through talk, dialogue, and results show. Credibility factors of information sources influencing adoption decision are confidence level and competency of information sources from fellow farmers, existing institutions, extension workers, and staff of the experimental station. Lokasi penelitian dipilih secara purposive di Desa Cikahuripan, Kecamatan Lembang, Kabupatan Bandung Barat. Penelitian dilakukan selama bulan Maret-Mei 2016 dengan jumlah responden sebanyak 230 petani yang dipilih dengan teknik cluster random sampling. Hasil penelitian menunjukkan bahwa komponen teknologi yang diadopsi petani meliputi menanam serai wangi, pemanfaatan limbah kotoran ternak menjadi pupuk organik dan biogas rumah tangga, serta membuat yoghurt. Integrated Cropping Calendar Information System (ICCIS) is an application used to convey innovative research results related to cropping patterns, varieties, fertilization, pest attacks, agricultural tools and machinery. This study aims to identify the influencing factors and communication models in the implementation of ICCIS in the North Sumatra region. Data analysis uses the Partial Least Squares Structural Equation Modelling (PLS-SEM) method. The result showed that the ICCIS Task Force Team (TGT Katam), characteristics of farmers, and characteristics of ICCIS have positive effects on the level of implementation of ICCIS by farmers, with variable significance values of 3.902, 3.851, and 8,296, respectively. In related to the level of application of ICCIS by farmers, the analysis results have a positive effect on the added value of the use of ICCIS with a significance value of 6.509. TGT Katam received ICCIS information from the central cropping calendar team and the technical implementation unit that oversees it. TGT Katam in the North Sumatra region delivered ICCIS information to farmers through socialization and demonstration plots. Interpersonal communication and the demonstration plot media encouraged farmers to implement ICCIS recommendations. Satisfy the local wisdom, compatibility, data accuracy, trialability, observability, and relative advantage are indicators that farmers can implement ICCIS.
Integrated Cropping Calendar Information System (ICCIS) is a tool to determine the start of the growing period, the use of varieties, ideal fertilization, information on pest attacks, and the use of tools and agricultural machinery in climate change adaptation. One of the problems faced in utilizing ICCIS is the lack of feedback from users. The purpose of this paper is to identify and analyze the forms of communication between parties in the implementation of ICCIS. A qualitative approach was taken to analyse data. Data were collected using interviews, observations, and FGDs. Interviews were conducted to relevant institutions, agriculture instructors, and farmers who had received information on ICCIS. Observations and FGDs were carried out to farmers and agriculture instructors. Qualitative data analysis was carried out interactively, directly and continuously until finished using a descriptive method. The results showed that there were four forms of communication used in conveying information on ICCIS to farmers, namely organizational communication, group communication, non-mass communication, and interpersonal communication.
