Abstrak: Penelitian ini bertujuan untuk mengetahui pengaruh model pembelajaran kooperatif tipe Two Stay Two Stray (TSTS) dengan pendekatan brain-based learning terhadap hasil belajar kimia materi pokok struktur atom dan sistem periodik unsur pada siswa kelas X SMAN 1 Kediri. Penelitian ini merupakan quasi experimental, dengan bentuk nonequivalent control group design with proxy pretest. Sampel terdiri atas dua kelas yang diperoleh menggunakan teknik purposive sampling. Kelas X B sebagai kelas kontrol menggunakan metode konvensional (ceramah dan diskusi kelompok) dan kelas X C sebagai kelas eksperimen menggunakan model pembelajaran kooperatif tipe Two Stay Two Stray (TSTS) dengan pendekatan brain-based learning. Posttest yang digunakan untuk mengukur hasil belajar siswa berupa tes pilihan ganda. Berdasarkan hasil posttest pada kelas X B diperoleh nilai rata-rata 68 dengan ketuntasan klasikal 43,75% sedangkan pada kelas X C nilai rata-rata adalah 54 dengan ketuntasan klasikal 15,78%. Berdasarkan nilai rata-rata dan ketuntasan klasikalnya, model pembelajaran kooperatif tipe two stay two stray (TSTS) dengan pendekatan brain-based learning tidak memberikan pengaruh yang lebih baik daripada metode konvensional (ceramah dan diskusi) terhadap hasil belajar kimia materi pokok struktur atom dan sistem periodik unsur pada siswa kelas X SMAN 1 Kediri. Hal ini terjadi karena beberapa hal, yakni faktor internal dan fakor eksternal yang mempengaruhi hasil belajar, baik berupa keseriusan, minat dan perhatian, maupun penguasan siswa terhadap metode pembelajaran yang diterapkan. Based on the class XB posttest results obtained average value 68 with classical completeness 43.75% while the XC-class average value is 54 with a classical completeness 15.78%. Based on the average value and classical completeness, cooperative learning model two stay two stray (TSTS) with brain-based learning approach does not give a better effect than the conventional method (lecture and discussion) on learning outcomes chemistry subject matter of atomic structure and systems periodic elements in class X of SMAN 1 Kediri. This happens for several reasons, namely internal factors and external factors that affect learning outcomes, either in the form of seriousness, interest and attention, as well as students' mastery learning methods applied.
This research focuses on the Implementation of Regional Spatial Planning Policy in Fulfillment of Green Open Space in South Tangerang City. The aim of the research is to find out how the Implementation of Regional Spatial Planning Policy in Creating Green Open Space in South Tangerang City. The theory of policy implementation from Van Metter and Van Horn, namely policy standards and objectives, resources, characteristics of implementing organizations, inter-organizational communication, dispositions or attitudes of implementers and the social, political and economic environment. The research method used is descriptive qualitative method. The results of the research show that (1) the standards and policy objectives are not optima, (2) the resources are quite optimal, (3) the characteristics of the organization implementing the green open space policy are less than optimal, (4) the communication of implementing organizations is good, (5) the disposition or attitude of the executors is still not optimal, (6) the social, political and economic environment of green open space policies is less than optimal marked by the lack of support from the political elite for regional spatial planning policies in fulfilling green open spaces in South Tangerang City.
This research aims to get the characteristic of the reclamation land tenure, inventorying policies related to the reclamation and legal regulation models of reclamation in Madura. The policies regarding Halal product guarantees are regulated in Law Number 33 of 2014. This Law aims to provide legal certainty regarding the halalness of a product circulating in public. In addition, it also created a sense of security and a sense of public trust in the products. Banten, which is well-known as one of the religious provinces, is also a benchmark for how the public has sufficient awareness and knowledge of the implementation of Halal Product Assurance (JPH) for products circulating in the market. This research is aimed to find out and analyze how the Implementation of Law Number 33 of 2014 concerning Guarantees for Halal Products (Studies on Implementation of Guarantees for Halal Products in Banten). The qualitative method was used in collecting data. The results of the research using the Edward III policy implementation model approach show that the implementation of Law Number 33 of 2014 concerning Halal Product Assurance (Study on the Implementation of Halal Product Guarantees in Banten) is still not going well. First, there is still confusion from businessmen in the flow of the halal certification registration process which is currently undergoing a transition period from LPPOM MUI to BPJPH. Second, there is no BPJPH organizational structure in the regions so it is currently under the Ministry of Religion in each province. Third, the regular Halal certification fee is quite expensive and affects the number of applicants for Halal certification. Forth, most Muslim communities do not know that Halal food products are not only strictly consuming pork and its derivatives. In obtaining public information there are two ways, first by going directly to public institutions or conducted electronically which prioritizes information services through the internet media or known as egovernment. Through e-government, all information related to activities in each regional organization can be easily accessed by the public or other institutions that need information services. It's just that in this public information service both directly and through the internet media often hampered in updating the data and still found the disclosure of information about budget documents and financial reports on the implementation of the budget. While transparency is one of the demands in reform. This is also supported by Law NO. 14/2008 concerning public information disclosure. Where the government is demanded to be more transparent. All information must be published either through electronic media, the internet, except information that is excluded as stipulated in the law on public information disclosure. Egovernment based public information services can also expand public participation where the public is enabled to be actively involved in decision making and policy by the government. The aim is that the public can obtain information easily, safely and quickly.
