Perserikatan Bangsa-Bangsa (PBB) telah berupaya untuk meningkatkan kesejahteraan para penyandang disabilitas dan kesadaran akan kesulitan yang mereka hadapi. Seiring dengan upaya tersebut, PBB menetapkan tanggal 3 Desember 1992 diperingati sebagai hari disabilitas internasional. Meskipun demikian, fakta menunjukkan bahwa masih banyak diskriminasi dan disparitas perlakuan terhadap para penyandang disabilitas. Kegiatan aksi kemanusiaan ke SDLB merupakan salah satu inisiasi yang dilakukan sebagai bentuk kepedulian terhadap kondisi disabilitas tersebut. Kegiatan yang merupakan pengabdian masyarakat ini dilakukan di SDLB Meunasah Blang Kabupaten Bireuen pada tanggal 15 Desember 2018. Adapun metode pendekatan yang diterapkan dalam kegiatan PKM ini adalah pendidikan masyarakat berbentuk pendidikan non formal dalam rangka pendidikan berkesinambungan (contuining education), yaitu mentransfer ilmu dan pemberian motivasi. Dari kegiatan PKM tersebut, telah memberikan kesadaran kepada masyarakat agar lebih peduli kepada penyandang disabilitas. Selain itu, kegiatan ini telah dirancang bertepatan dengan hari volunteer internasional, sehingga semangat kemanusiaan kepada para disabilitas sangat terasa dengan keterlibatan para relawan dari berbagai latar belakang. Oleh karena itu, penyandang disabilitas pun lebih termotivasi untuk menata kehidupan berkat sinergi dari berbagai pihak dan dukungan moril dari keluarga.
This study discusses local governments' opportunities and challenges in practising paradiplomacy in the Indo-Pacific region. A country's central government owns the authority to practice international relations, and local governments also own this authority through paradiplomacy practices. This study uses qualitative research methods by searching for theoretical references relevant to cases or problems found in various literature, mainly scientific journals, books, reports, and actual and trusted news on the internet. This paper aims to reveal local governments' opportunities and challenges in paradigmatic practice, especially in the Indo-Pacific region. From the analysis results, the practice of paradiplomacy in the Indo Pacific. From the analysis results, the practice of paradiplomacy in the Indo-Pacific is quite good but not maximised because many paradiplomacy practices reach the MoU stage. In contrast, they have not reached the program implementation frame. Generally, the Indo-Pacific region's opportunities for the practice of paradiplomacy are quite large because the regions in the Indo-Pacific region have many similarities, which is one of the crucial indicators in the practice of paradiplomacy.
