Efforts to display the expression of the functions and local identities of buildings are merely copying ornamental variations of vernacular architectural elements. As a result, the relation among function-formmeaning remain unseen. This study aims to explain the application of the concept of synthesized architectural expressions on government owned buildings. Based on the research objectives, the Mayor's office building of Kupang City was chosen as the object of this case study. The initial step of this research is to elaborate the theory of archetypal anatomy and the relation of architectural function-meaning-functions. Furthermore, the observation unit is redrawn in three dimensions and analyzed based on ordering principle of balance and orientation. The analysis shows that the interpretation of the appearance of Mayor's office building of Kupang City displays monumental, formal, local expressions and represents democratic ideologies. Interpretation of synthesized expressions occurs in the dominant aspects of local architecture in the elements of the roof, walls and entrance columns. The results of this study confirm that the concept of synthesized expression plays an important role in the midst of change pressure and for the sustainability of architecture nowadays.

The essence of human existence depends on the environment and fellow humans. The activity of human life takes place in space and to show its existence human beings always create space, so that there is a process of human settlement in a certain place. The culture of settling in the people of East Nusa Tenggara creates certain patterned settlements. The phenomenon of living culture-based occurs in the Sikka community. Space philosophy emerged in the process of building houses and villages in the Sikka community. This paper presents the meaning of space in the culture of the settlements of the Sikka community. Research carried out with a qualitative paradigm, presented descriptively and associated with relevant literature. As a result, the culture settled and built the residence of the tribes within the village (Wisung-wagang), kampung, magical concepts (Lero and kala), and Amerta were closely related to the concepts and meaning of space according to the culture of the Sikka community.Keywords:space, culture, house, Sikka communityAbstrak: Hakekat keberadaan manusia bergantung pada lingkungan dan sesama manusia. Trading, agriculture, transportation and communication as well as services sectors are the prime contributors of the regional gross of domestic product in the island of Timor. However, the increasing of such priority sectors was relatively constant which might be occurred due to inappropriate efforts in integrating the transportation infrastructure and potential social-economic activities intra and/or inner districts. This paper focusing on how to increase such regional social-economic structure by developing better transportation services system which is assumed could attract tourism traveling number, i.e. based on integration between railways transportation system and local natural resources and/or social-economic activities. The indication of technical, economic, social and environmental as well as institutional arrangement feasibility then was analyzed using SWOT model. It was strongly indicated that the development of transportation network services based on railways network could trigger the augmentation of not only tourism trips but also the type, number, scale and spatial distribution of social-economic activities along the Northern coast of the island of Timor, as well as the regional gross of domestic product of both countries

Permukiman Airmata adalah permukiman yang berada di bantaran sungai Kali Kaca dirancang dan dibangun para pendiri permukiman berdasarkan keadaan lokasi, perkembangan kehidupan masyarakat setempat, kearifan lokal dan sejarah penyebaran agama Islam di kota Kupang. Permukiman Airmata tumbuh pesat sejak dijadikan kampung ziarah rohani bagi agama Islam di NTT. Karakter permukiman Airmata sangat khas sehingga menarik untuk dikaji mengenai keberlanjutan budaya bermukim di bantaran sungai Kali Kaca dan perubahannya yang diakibatkan oleh meningkatnya jumlah penduduk dan pertumbuhan kota. Permasalah penelitian dalam tulisanini adalah bagaimana kelestarian dan perubahan (continue and change) permukiman Airmata di bantaran sungai Kali Kaca dan bagaimana seharusnya konsep keberlangsungan budaya bermukim di bantaran sungai dapat dilestarikan. Observasi lapangan dan kajian pustaka digunakan dalam penelitian ini. Hasil penelitian, terdapat indikasi perubahan fisik, fungsi dan makna dari permukiman Airmata, namun keterkaitan permukiman Airmata dengan sungai Kali Kaca cenderung dipertahankan. Keaslian dan keunikan permukiman Airmata bertahan apabila ditata dengan baik dengan konsekuensi pembenahan kegiatan ekonomi di sungai, penataan ruang permukiman dan sanitasi serta pelestarian ekosistem, sehingga kekhasan permukiman bantaran sungai, yaitu interaksi manusia dengan sungai dapat dilestarikan secara arif, dan kreatif.
