The objective of this study was to analyze the local financial capacity of Pematangsiantar in the course of duty governance, development and community development, the contribution and growth of local taxes, the effectiveness of financial management, the projections and trends of the Local Revenue sources, Admission Local Revenue, and the prospect of Regional Income of Pematangsiantar during Fiscal Year 2015-2017 and the contribution of regional revenue to regional development in Pematangsiantar. The result of this research shows that the Realization of Regional Revenue of Pematangsiantar contributed an average of 93.81 percent, according to the assessment criteria, and the subject included in the category of effective is above 90%. This means that local governments of Pematangsiantar was appropriate and realistic in planning revenue can be seen from their achievements. Contributions and regional revenue growth has increased, indicating their maximum effort in intensification and extensification reception of the Local Taxes and Levies. Discussion of research is with the original income as one source of revenue which shall be used to finance expenditure in order to realize a more equitable development with intensification and extensification of the Local Revenue in line with its potential.
Therefore, the authors are interested in conducting research that aims to find out and analyze the implementation and policy constraints of the Minister of Home Affairs Regulation no. 7 of 2019 concerning Online Population Administration Services at the Deli Serdang Regency Population and Civil Registration Service. The research approach used in this study is a qualitative approach, namely problem solving procedures investigated by describing the current state of the subject/object of research based on visible facts. The results of the study found that the application of online population administration services at the Deli Serdang Regency Population and Civil Registration Service had been carried out in accordance with the Minister of Home Affairs Regulation Number 7 of 2019 so that population administration documents could be served. This can be seen from communication, socialization of resources, disposition and bureaucratic structure. The obstacles faced by agencies in implementing online population administration services according to the Minister of Home Affairs Regulation Number 7 of 2019 are: information systems that are densely used/accessible so that they are constrained in speed of service, lack of funds to be able to improve existing facilities and infrastructure, and lack of employee desire. to improve the quality of public services.
This study aims to find out the concept of modern political party management in the theoretical context and examine the availability of the conceptual indicator in the regulatory level that regulates the political party in Indonesia in the framework of the theory of democratization of political parties. This study uses a qualitative approach with grounded theory type. Methods of data collection using literature study and documentation. Data and information obtained from the relevant literature of books mainly derived from the concept of modern political party management proposed Hofmeister and Grabow (2011) and the study of the Law applicable in Indonesia on Political Parties. The results of this study find indicators of the modern management concept of political parties Hofmeister and Grabow (2011) are in line with the principles contained in Law No. 2 of 2011 on amendments to Law No. 2 of 2008 on Political Parties . The perfection of the implementation of the management of modern political parties to achieve a democratic political party in every process within the party depends on the will of the political party itself.Keywords: Democratization, Political Party, Modern, Political Party Management.
This study departs from the general perception that some legislative candidates understand when campaigning in general elections promising to provide economic welfare to the community. The problem is how to bring economic welfare to the community when the governmental function is the executive's authority. This study aims to answer how the construction of ethnic minority politicians (ethnic Chinese) against the concept of legislative power. Through qualitative research methods, this study will answer research questions using deductive and interpretive data analysis. Data obtained through literature studies and interviews. The results of the research conducted show that Chinese ethnicity has constructed legislative power as a theoretical concept in the modern era but at the level of activity has a variant of skills in articulating.
