This study analyzes various regulations on urban waste management, with emphasis in recycling activities. How regulatory frameworks from the national level translates to the city level, and the extent of its implementation are examined through field observations in the city of Semarang as a case study. Based on the study of regulations and policy documents, this study suggests that recycling is found in various policy domains, not only those concerning waste management but also in the environment, industry, company’s limited liability and infrastructure domains. This study highlights two main problems in recycling namely: policy idealism and approach dualism. From these two basic problems, this study recommends a strategy for strengthening the capacity and collaboration of related parties as one of keys to increasing the capacity of waste recycling, especially in urban areas in Indonesia.

Abstrak. Integrasi' adalah suatu jargon yang sering digunakan oleh hampir semua disiplin, dari bidang rekayasa hingga ekonomi, dan dari ilmu fisika hingga ilmu sosial. Tantangan untuk mengembangkan strategi yang terpadu telah menjadi pesan utama di berbagai literatur mengenai studi-studi pembangunan kota. Sementara di negera yang telah maju konsep integrasi telah dimanifestasikan dalam berbagi aspek pembangunan kota, banyak aktor dan pengambil kebijakan di negara-negara berkembang masih berjuang untuk mewujudkan integrasi. Artikel ini menyoroti upaya yang baru saja dilakukan oleh Pemerintah Kota Semarang dalam meningkatkan ketahanan kota melalui perumusan dokumen strategi ketahanan kota. Artikel memperkenalkan suatu kerangka analisis dalam mendorong integrasi strategi. Artikel ini dikembangkan dari penelitian yang menerapkan pendekatan kualitatif dengan memanfaatkan posisi penulis utama sebagai coordinator lintas tema atau cross-focus areas pada penyusunan strategi ketahanan kota dalam inisiatif 100 Resilient City. Artikel ini diharapkan membantu praktisi perkotaan dalam melakukan pendekatan langkah-demilangkah menuju integrasi strategi-strategi perkotaan, khususnya di bidang ketahanan kota. . 'Integration' is a buzzword in almost all disciplines, from engineering to economy and from physical to social science. Invitations to develop more integrated strategies have been a central message in urban development studies and literature. While in developed countries the notion of integration has been manifested in various aspect of urban development, most of actors and policy makers in urban developing countries have been struggling for achieving integration. This paper highlights recent efforts of the city government of Semarang in enhancing urban resilience trough development of city resilience strategy. The objective of this research paper is to introduce an analytical framework to foster integration of strategies. This research employs qualitative approach. It takes advantage from the role of researcher as cross-focus areas coordinator in development of the city resilience strategy. This paper helps urban practitioners to do step-by-step approach toward integration of urban strategies, particularly in the field of urban resilience.
