Working out of the new pedagogical bases of formation of the modern teacher both as professional, and as the creative person possessing professionally creativecompetence becomes one of key problems in educational system of theRepublicofKazakhstan. Search of reserves of improvement of professional training of the teacher is displaced in a plane of formation and development of creative competence. There is a necessity of transformation of educational system of the higher school for the unique creatively developing educational system promoting formation and development of creative competence of students as the factor of successful self-realization in the profession and the preconditions of competent support of creative development of students.
The Kazakh national culture is a complex of values of syncretism variability, reflecting transmitted from one generation to another way of life, respect for the environment and its natural resources, rituals and festive traditions, aesthetic features of the architecture of the Kazakh dwelling and its interior decoration; memory of ancestors, respect for elders and preserving family heirlooms, Islamic faith and the specific spiritual and moral ideals developed in the national environment approaches to childrearing. And it performs such functions as recording information in various texts on the "language" of culture; transmission of information from generation to generation and exchange of information contemporaries; new information and transform available.
The article reflects the results of sciеntific and pedagogical research of the modernization of professional training system of pedagogical personnel in Republic of Kazakhstan during the transition to 12-years of education. It justified the priority areas to improve the system of professional training of pedagogical personnel; the author's point of view is presented for the preparation of competitive specialists; the work experience at the university on credit system of education is described; the contents of educational and methodical literature (EML) and educational and methodical complex of discipline (EMCD) on specialties of the university, taking into account the training of pedagogical personnel during the transition to 12-years of education and directed specialization are disclosed.
