This study aimed to identify which digital transformation areas are prioritized in regions with different levels of innovative development. Based on the analysis of statistical information presented in reports on the control indicators of regional economy transformation, the most innovative regions were distinguished. The study scrutinized the correlation of regional economic development with the presence/absence of high-tech industries in the area, as well as compared digital skills of residents of innovation clusters with residents of other regions using data structuring and the method of analytical studies. To achieve the ultimate study goal, a number of freelancers’ profiles available on freelance marketplaces was analyzed in terms of the following categories of digital skills: programming (regardless of the programming language), translation, copywriting, SEO and SMM, design, engineering services. The sample included only the profiles of individuals registered no later than 2018 who successfully completed at least three projects. An in-depth consideration of all these data allowed developing recommendations on digitalization of the regional economy, taking into account the number of inhabitants in the region and their density. As a tool for the transformation, this study proposed the four-stage Smart Region model. In sum, the carried-out investigation revealed that the benefits of digitalization are more visible in innovative regions. Correspondingly, the regions with innovative industries are characterized by higher digital skills in the field of engineering. The obtained findings can be used as a basis for management decisions by politicians and IT industry workers striving to promote the implementation of modern technologies.

THE ANALYSIS OF THE CURRENT CONDITION OF THE RUSSIAN AIR TRANSPORTATION MARKET S. Demin, A. The article is devoted to the analysis of the current condition of the Russian civil air transportation market. By applying the techniques of comparative, index and horizontal analyses the authors show the distribution of air transportation market in domestic regions, a share of the Russian airlines in the world air transportation, the dynamics and growth rates of passenger and goods turnover, and also the distribution of air transportation volume depending on the types of aircrafts. The carried-out analysis showed that the growth rates of air transportation in the Russian segment of the world market remain above the average world indicators.
In the article a new economic category “innovative modernization” reflecting system technical and technological and organizational and economic updating of high-tech and knowledge-intensive industries of economy of Russia is offered and proved. Authors opened the essence and the content of the concept “innovative modernization”, various versions of long-term forecasts of development of economy of Russia in relation to high-tech and knowledge-intensive industries are analyzed: the scenario of the catchingup development, the scenario of the opened national innovative system, the scenario of creation of the innovative environment, the scenario of local technological leadership. By results of the analysis the need of replacement of model of the catching-up development by model of the innovative modernization capable to provide competitive advantages and innovative break in the conditions of globalization is proved from the theoretical point of view. On this basis the methodical principles of implementation of innovative modernization, such as selectivity are formulated (as limitation of a range of coverage by innovative modernization of branches of economy); independence (as ability to rely in innovative modernization on the national forces and opportunities); complexity (interrelation of technical and technological and organizational and economic aspects of innovative modernization). The crucial role of high-tech and knowledge-intensive industries in innovative updating of all other branches of the domestic industry and implementation of strategy of innovative break in Russia is defined and proved. The interrelation and interconditionality of branches of the high-tech services and branches making the knowledge-intensive production which is for branches of services not only a material basis, but also the animator of growth of economy in general are shown on the example of branch of the aviation industry and branch of air transportation. In the conclusion of work methodological bases of management of innovative modernization of high-tech and knowledgeintensive industries of economy of Russia in their interrelation and interconditionality providing sequence and interrelation of scenario forecasting of development of the Russian social and economic system, strategic priorities, strategic and program and target planning, reproduction of resources, competitiveness of innovative production, technical and technological and institutional providing, and also an efficiency assessment are created. Within this methodology expediency of application of the scenario of local technological leadership is proved and the most acceptable option of strategic planning for realization of strategy of innovative modernization is defined.
Against the background of globalization and the deepening struggle for international markets, competitiveness is among the most important indicators describing the performance of an enterprise. The purpose of this study is to create a methodology for assessing the level of competitiveness of enterprises. The proposed methodology is based on a dual model integrating the parametric and nonparametric methods for assessing the effect of using the financial mechanisms of competitiveness management. This study relies on regression and factor analysis. The focus is on the competitiveness level of 12 agricultural enterprises operating in Russia. Among the studied enterprises, the most competitive one is the enterprise that makes the best use of available resources when moving toward the desired amount of income (profit) and minimum costs. The proposed approach allows not only to assess the true level of competitiveness of an enterprise but also to identify reserves it can exploit to improve its competitiveness using financial instruments. At the same time, the stochastic dual approach proved to be a better choice in developing a competitiveness strategy.
Аннотация. В статье рассматривается проблема перспективного развития отечественного рынка авиационных услуг на современном этапе. Проведено комплексное исследование динамики и тенденций рынка авиационных перевозок и производства воздушных судов на долгосрочную перспективу. На основе применения экономических методов сравнительного, индексного и горизонтального анализа представлен прогноз пассажирских и грузовых авиационных перевозок по наиболее вероятному, или базовому, варианту развития отечественной экономики. Предлагаемый прогноз построен как на основе существующих тенденций развития мирового рынка авиационных перевозок, так и с учётом списания воздушных судов за исследуемый период. Авторы приходят к выводу, что рост объёма пассажирских и транспортных перевозок обеспечивается не только за счёт интенсивности эксплуатации летательных аппаратов, но также за счёт увеличения производственной мощности парка воздушных судов.
