This paper aims to analyze the conflicts occurred related to the revitalization and utilization program of Lake Tempe by the Wajo Regency Government in collaboration with the Central Government through PUPR has carried out a revitalization policy for Lake Tempe. The government views that this policy needs to be implemented in relation to the condition of Lake Tempe which is experiencing siltation which then has implications for flooding when the water discharge in the lake increases in the rainy season. Based on the research conducted, it appears that the Lake Tempe revitalization policy issued by the government has caused resistance among the community. Lake Tempe is widely used by the community to support their economy as fishermen and traditional farmers. However, the large number of community activities in Lake Tempe has resulted in the silting of the lake so that every year in the rainy season there will be floods that submerge the residential area of the community in a fairly wide area. Based on this condition, then revitalization becomes an important program to be implemented. However, from the perspective of the community, revitalization activities will have negative implications for their economic activities. This then has implications for conflicts that occur between local communities and the government.
The Kamase-mase philosophy is the local wisdom of the Kajang Tribe which shows a form of morality in regulating the joints of their lives, including policy governance in controlling space utilization. The Kajang people are taught to live simply and preserve the natural surroundings by being honest, curbing lust, not harming others, and not being materialistic. Local wisdom as part of the practical rationale in spatial planning policies that complement scientific knowledge should be considered as a local potential that can be collaborated and communicated. The context of spatial planning policy is not only physical, but also regulates human behavior as the main factor that has an influence on space. Spatial planning policies regulate the form of social structures and interactions between community groups, referred to as governance which includes the authority of customary leaders, rules, sanctions, and social fines to form a value system that regulates the ethics of evaluating good and bad and the right and wrong of a thought and action. The Kamase-mase philosophy becomes an ideology in living life and affects the treatment of space, where space is used according to needs, so that all aspects of life such as food, clothing, gardens, rice fields, and houses are simple or not excessive, including the use of forest resources.
Work From Home (WFH) menjadi fenomena baru yang melanda instansi birokrasi pemerintahan di Indonesia. Skema kerja ini seakan menjadi budaya kerja baru seiring dengan menguatnya kasus COVID-19 yang pernah melanda Indonesia. Birokrasi pemerintahan di pedesaan menjadi salah satu yang terkena imbas dari penerapan budaya kerja baru, work from home. Kondisi ini problemtis, pasalnya disaat yang sama berhadapan dengan budaya layanan masyarakat pedesaaan yang terbiasa dengan face to face. Studi ini akan memotret berbagai problem dari praktek work from home yang di implementasikan di dua desa pada kabupaten Sigi. Dengan menggunakan pendekatan kualititaf, teknik pengumpulan data dilakukan melalui wawancara. Wawancara berlangsung kepada sekretaris desa Kalubula, Kasi Pembangunan Desa Ampanau, masing-masing dua staf di dua desa, tokoh masyarakat dan sejumlah masyarakat. Hasil penelitian menunjukan bahwa wujud dari work from home yang di realisasikan oleh kedua desa dengan cara berbeda di respon dengan tidak ramah oleh masyarakat pedesaan. Desa di Kalubula merespon perkembangan COVID-19 melalui penerapan kerja dengan pembagian shift kerja, sementara di desa Ampanau dilakukan melalui pembatasan jam kerja layanan. Alih-alih menciptakan layanan publik di pedesaan menjadi lebih efektif, ternyata dilapangan budaya kerja baru ini justru memunculkan persoalan baru.
Covid-19 telah mengubah banyak hal di Indonesia, termasuk pada layanan publik. Sejumlah studi yang ada cenderung menyimpulkan jika Covid-19 akan berdampak buruk bagi perkembangan layanan publik di Indonesia. Artikel ini akan melihat sisi lain dari perkembangan Covid-19 di Indonesia. Dengan menggunakan metode penelitian studi literatur, penulis mencoba menjawab pertanyaan tentang bagaimana implikasi perkembangan Covid-19 di Indonesia terhadap proyeksi layanan publik di fase pasca Covid-19. Untuk menjawab pertanyaan itu, artikel ini menggunakan konsep rosecrance tentang the rise of the virtual state sebagai alat analisis untuk memandu penulis melihat fenomena layanan publik di tengah pademi wabah Covid-19. Artikel ini menyimpulkan Covid-19 secara perlahan telah mengubah lanskap layanan publik kea rah virtual. Meskipun tidak seluruhnya, tetapi kehadiran Covid-19 punya andil yang sangat besar dalam rekonstruksi skema pada layanan publik.
This article wants to see how the actor-based inclusive spatial planning policy takes place in the village. The reason is, since decades of development in the village, especially since the law no. 6 of 2014 is getting more massive. Villages are forced to reconstruct existing spatial policies, by adjusting to more modern development patterns. There is a village development orientation which on the one hand abandons traditional values and at the same time moves towards a more modern development. However, the problem is that spatial policies, especially those related to development, often clash with traditional values that exist in the village. Development in the village often involves actors in the village who are involved in protracted conflicts. The inclusion and exclusion of actors is something that will be encountered in many development schemes in the village. By using an approach approach, the researchers used data collection methods in the form of interviews and field observations to find out how the dynamics of development occurred in spatial planning policies. The analytical tool used in this research is to use an actor inclusiveness approach by looking at the policy of the spatial arena as the analysis space in this article
