Capetonians have relied on dams to meet their needs for over a century. Extremely limited rainfall between 2015-2018, however, forced the City to impose a 50-litres per capita per day water restriction on its four million residents to avoid supply cutoffs. Cape Town's water crisis highlights the importance of moving away from past infrastructural practices. South Africa needs a new water paradigm that embeds water sustainability and resilience in day-today practices that, inter alia, protects the natural water systems and ensures a sustainable water supply through reducing the environmental footprint of a growing population and developing alternative supply systems to dam infrastructure. To accomplish this, government, the private sector and consumers need to work together to develop and implement a water sensitive approach that will transform water planning, supply and demand at scale.
Sustainability and equity are two desirable but ambiguous concepts often used to describe goals for sanitation services internationally and in South Africa. Both concepts are mentioned repeatedly in policy documents and government reports. There is, however, a gap between policy and implementation, and part of the problem lies in the challenge of reconciling the pressure to deliver immediate results with a long-term vision to strive towards sustainable and equitable sanitation services. Perspectives, priorities, and barriers to sustainability and equity in implementation, recognised amongst water and sanitation sector stakeholders in Cape Town, were analysed and compared with policy documents and municipal records. The research methods included a review of municipal and national sanitation policy documents and reports, and unstructured interviews with municipal officials, development NGO workers, sanitation consultants and entrepreneurs working in Cape Town municipality. In this paper, challenges to integrating sustainability and equity principles into various stages of sanitation service development are highlighted, and preliminary recommendations for addressing challenges are made, with an emphasis on stakeholder participation.
The Barcelona Settled Sewerage Pilot Project was established as a collaborative partnership between researchers from the University of Cape Town's Urban Water Management Group, City of Cape Town Water and Sanitation officials and Barcelona Informal Settlement Street Committee members. Its goal is to test collaboratively the viability of a settled sewerage system in an informal settlement (slum), Barcelona, located on a former landfill site. Direct engagement by officials and researchers with beneficiaries is crucial for such a project's success; therefore, a partnership approach was adopted. This also permitted researchers to assist municipal officials, since they faced capacity constraints. It became apparent over the course of the project that the partnership had been poorly set up and that partners' roles and responsibilities required renegotiation. Much literature emphasises the significance of ‘people-centred’ approaches, focusing on the ultimate users, in this instance as ‘owners’ of toilets. However, the study found that, in a South African context, partnerships need to designate the municipality as the responsible owner and managing partner of municipality-funded services. The critical challenges facing such a partnership approach suggest a need to build effective municipality-led and managed partnerships that simultaneously address each partner's needs and constraints.
This paper discusses the need to incorporate equity assessment into the planning and monitoring of sanitation service delivery to South African informal settlements. Equity assessment criteria were drawn from literature and a study of sanitation service delivery to informal settlements in three South African municipalities (Cape Town, Johannesburg and eThekwini) over the period 2012–2015. Three key dimensions of equity – resource allocation, access and stakeholder perceptions – were identified. These had eight associated criteria: (1) funds allocated for basic sanitation, (2) number of staff allocated to informal settlements, (3) disparities in access, (4) proportion of functioning sanitation facilities, (5) menstrual hygiene management (MHM) inclusion, (6) access to information, (7) meets users' notions of dignity, and (8) integration of the perspectives of key stakeholders. Key findings of the study indicate that the current focus on reducing service backlogs largely ignores equity and there is a need to better address this through the incorporation of: equity assessments, improving access to information, and the inclusion of marginalised communities in the planning of sanitation services.
