Modern radio astrometry has reached the limit of the resolution that is determined by the size of the Earth. The only way to overcome that limit is to create the radio telescopes outside our planet. It is proposed to build an autonomous remote-controlled radio observatory on the Moon. Working together with the existing radio telescopes on Earth in the VLBI mode, the new observatory will form an interferometer baseline up to 410 000 km, enhancing the present astrometric and geodetic capabilities of VLBI. We perform numerical simulations of Earth-Moon VLBI observations operating simultaneously with the international VLBI network. It is shown that these observations will significantly improve the precision of determination of Moon's orbital motion, libration angles, ICRF, and relativistic parameters.

The relevance of the article is caused by the necessity to use information technologies and digital methods during the project implementation monitoring process, taking place in the regional public management system. The objective of this paper is to develop the pattern in order to carry out efficient digital transformation for project implementation monitoring in the regional public management. By modeling this pattern one should take into account the classification of project implementation theoretical aspects, as well as the practical involvement of information technologies into the process of monitoring in Russia at regional level. The article clarifies the notion of "monitoring" in the area under study. The study identifies the practical use of information technologies during project implementation monitoring in the regional public management, discusses best practices and two most common solutions. The author defines requirements for project information management system, employed to monitor regional projects, aimed at preserving national interests. The paper elaborates a flexible pattern in order to carry out digital transformation of project implementation monitoring in the regional public management. This pattern considers process phasing and the need to make transition from technological transformation to the digital one. The author distinguishes between technological and digital kinds of transformation, proposes mathematical inequation that should be maintained, if the transition to the digital transformation of motoring is carried out. The results of the study are practically relevant for the government, project managers and scientists, engaged in digital economics and management.

The problem of ensuring information security is currently urgent for the Russian Federation as well as for the whole world. The number of cyber-threats is increasing at a great speed, and they concern not only private citizens, but also organizations, the community and the state. Special attention should be paid to the information security of children and teenagers. Minors are most susceptible to negative influences on the Internet, they risk becoming victims of cyberbullying, fraud and illegal access to personal data. Common threats to the information security of minors include a constant increase in the number of sites with aggressive or illegal content, including those inciting to suicide or abuse of drugs and psychoactive substances, as well as cyber-stalking or virtual sexual harassment. The information security of minors in the digital space is a complex issue, whose successful solution requires a consolidation of legal and information resources. The article analyzes Russian and foreign experience of ensuring the information security of minors. The authors summarize research approaches to solving the problem of protecting minors on the Internet. They present a classification of the most urgent cyber-threats: software-technical (intentional dissemination of viruses and Trojan software), economic (theft and sale of credit card details, phishing-attacks, hacking of payment accounts), and content (public dissemination of any materials, including illegal ones, on the Internet). The authors also examine legal, social and technical measures of ensuring the information security of minors and suggest changes to the current legislation which regulates the information security of minors. The authors also study specific methods of solving this task and outline a number of measures aimed at protecting the rights and freedoms of minors in the digital space (thematic prevention classes for minors, development of special information protection software).

Влияние государственной финансово-правовой политики на муниципальные образованияАннотация. Закрепление в Конституции РФ финансово-правовых основ местного самоуправления предполагает проведение в российском государстве соответствующей финансово-правовой политики, направленной на реализацию конституционных норм в отношении финансовой деятельности муниципальных образований. В связи с тем что понятие финансово-правовой политики нормативно не закреплено, в литературе можно встретить разные точки зрения на ее содержание и виды. Для осуществления финансовой деятельности муниципальных образований имеет значение бюджетно-правовая и налогово-правовая политика, проводимая в государстве в целом. Одними из наиболее важных документов, определяющих финансово-правовую политику в целом, в том числе в отношении муниципальных образований, являются послания Президента РФ. Анализ посланий Президента РФ показал, что финансово-правовая поддержка муниципалитетов не является отдельным приоритетным направлением финансово-правовой политики государства в целом. Меры финансовой поддержки муниципальных образований, закрепляемые в посланиях Президента РФ, являются базой для последующих нормативных решений, принимаемых как на федеральном, так и на региональном и местном уровнях.
