The article presents modern requirements for the provision of medical care in the context of a socio-cultural approach, in which restrictions are seen as the result of discrimination by society, not the human condition. The concept of "universal design" in all spheres of human life acquires special significance. The deaf community is seen as a linguistic and cultural minority with its own language (sign language) and culture (deaf culture), so it is very important to offer solutions and approaches to establish quality communication between sign language patients and doctors, junior medical staff and thus ensure an inclusive approach. in the field of health care. Given the urgency of the problem, the aim of the article is to analyze the theoretical and clinical aspects of the problem of accessibility of medical (dental) services for patients with severe hearing impairment (sign language) and identify effective methods to meet their special communication needs. Methods of theoretical analysis of literature sources and results of modern research presented in electronic scientific publications included in scientometric databases PubMed, Index Copernicus, Ulrich's Periodicals, Google Scholar, Web of Science, Scopus, Medline, etc .; examination, treatment and counseling of a sign language patient within the framework of surgical preparation for orthopedic prosthetics on the basis of the Department of Surgical Dentistry and Maxillofacial Surgery of NMU named after OO Worshipers. The results of the study give grounds to draw the following conclusions: analysis of professional literature, clinical cases indicate the urgency of the problem of communication of deaf (sign language) patients and dentists, setting benchmarks for reforming the health care system in accordance with modern socio-cultural approaches; the main methods of communication between a dentist and a patient with severe hearing impairment are characterized: through a sign language interpreter; by means of written speech; by using a jotting-algorithm with gestures required during standard dental manipulations; determined that the use of the jotting-algorithm promotes effective communication with sign language patients, taking into account the peculiarities of the dentist and the special communication needs of such patients.

W artykule przeanalizowano stan i cechy wczesnej interwencji dla dzieci z zaburzeniami słuchu, określono etapy i formy organizacyjne wdrożenia wczesnej pomocy, warunki skuteczności jej stosowania. W procesie badawczym wyjaśniono istotę pojęcia "wczesna interwencja u dzieci niedosłyszących" jako interdyscyplinarny rodzinny system opieki nad małymi dziećmi z zaburzeniami słuchu (ryzykami zaburzeń słuchu), co obejmuje wczesny skrining słuchu, diagnostykę audiologiczną, protetykę słuchu, realizację indywidualnego programu wsparcia i ma na celu poprawę rozwoju dziecka (przede wszystkim komunikacji), poprawę jakości życia rodziny. Biorąc pod uwagę specyfikę zaburzenia, zastosowanie technologii wczesnej interwencji sugeruje zmienność modeli świadczenia usługi (wybór głównego środka komunikacji, metody protetyki słuchowej, ścieżki edukacyjnej). Ważne jest poznanie międzynarodowej praktyki, doświadczeń krajów, które mają długą historię i znaczące postępy we wczesnej opiece nad dziećmi o specjalnych potrzebach edukacyjnych.Słowa kluczowe: dzieci niedosłyszące, wczesna interwencja, ośrodki wczesnego rozwoju, specjalne potrzeby rodzin i dzieci niedosłyszących.
Providing inclusive learning at higher school is fulfilled on the basis of using specialized infrastructure, pedagogical practice and pedagogical workers’ effective work. An important direction of the study in the academic paper is the analysis of the key principles of forming inclusive learning at higher school using the experience of developed countries and its implementation in pedagogical practice. The issue of ensuring inclusive education is an urgent one for the social policy of any country, as it plays a significant role in ensuring the development of human capital and promoting demographic policy. The purpose of the present academic paper is to analyze the features of organizing inclusive learning at higher school. The state policy for inclusive education formation should include several measures aimed at improving the educational environment, training highly qualified pedagogical workers and a number of tools used during the educational process. The academic paper studies the key principles of organizing inclusive learning and the basis for its further development. Particular attention is paid to the issue of using the means of organizing inclusive education aimed at developing emotional and academic intelligence. The scientific article outlines the basic principles of establishing inclusive education and opportunities for improving the implementation quality. The research results indicate the necessity to improve the state social policy, the introduction of innovative infrastructure and specialized means used to improve the quality of inclusive education. The obtained results can be used for modern higher schools in order to ensure an effective educational process.
