Public demand for excellent service affects the government to make various innovations. In that sense, the Civil Registration Office in Padang Panjang City creates innovation in online civil services (PADUKO). PADUKO innovation consists of 19 kinds of civil services and succeed to achieve the highest score between agencies in the Municipality of Padang Panjang in 2019. In this article, we would like to explore PADUKO innovation by the Civil Registration Service Office. This research has used the theory of the attributes of innovation by Everett M Rogers which says that there are five attributes of innovation that can determine innovation acceptance, which consists of relative advantage, compatibility, complexity, trialability, and observability. The method in this research is descriptive qualitative method with data collection techniques by interview, documentation, and observation, while the selection informants technique by purposive sampling technique. The validity of the used triangulation. Based on this fieldwork, PADUKO innovation was successful and accepted by the public. Five attributes of innovation by Everett M. Rogers also presence on PADUKO innovation. This can be seen from the perceived benefits in the form of effectivity, efficiency of cost, and energy, and the acceptance of services with the needs of the public. However, some problems are still found, such as poor network, server, and application problems.
Generally, emigrants have a deep interest in the condition of their hometown. In the Minang community, that sense is called "raso banagari", a sense of belonging to the nagari. One form of embodiments of raso banagari is to participate in the development of nagari, both directly and indirectly. Managing the participation of nagari emigrants in the Solok Regency, the Solok Regent made policy in the form of Regent Regulation Number 10 of 2017 concerning Collaboration between the Regional Government and the Nagari Government with Solok Emigrants. Solok Regency has 47 nagari emigrant organizations out of 70 nagari(s). This study aims to determine and analyze the form and level of emigrant participation in nagari development in Solok Regency. This research uses a combination of quantitative and qualitative methods. The results showed that the form of emigrant participation in the development of the nagari was mostly in the form of donations of money, ideas, and networking.
Nagari Rancak adalah sebutan untuk nagari yang meraih prestasi dalam lomba desa berprestasi tingkat Provinsi Sumatera Barat sebagai instrumen untuk mengevaluasi perkembangan desa (nagari) sesuai dengan Peraturan Menteri Dalam Negeri Nomor 81 Tahun 2015. Nagari rancak yang telah meraih berbagai prestasi diasumsikan telah melaksanakan tata kelola pemerintahan nagari sesuai dengan prinsip-prinsip good local governance dan collaborative governance. Berdasarkan fenomena tersebut, maka yang menjadi tujuan dari penelitian ini adalah: (1) mendeskripsikan profil nagari rancak setelah berlakunya UU Nomor 6 Tahun 2014 tentang Desa di Provinsi Sumatera Barat; (2) mengidentifikasi aktor stakeholder pada nagari rancak di Provinsi Sumatera Barat; (3) mendeskripsikan interaksi stakeholder dalam collaborative governance pada nagari rancak di Provinsi Sumatera Barat, dan (4) mendeskripsikan keberhasilan collaborative governance pada nagari rancak di Provinsi Sumatera Barat. Penelitian ini termasuk jenis penelitian kualitatif dengan analisis deskriptif. Sumber data yaitu stakeholder penyelenggaraan pemerintahan nagari sebagai informan dan tim penilai nagari rancak sebagai trianggulasi. Pengumpulan data melalui wawancara, dokumentasi serta observasi. Lokasi penelitian pada 9 (sembilan) nagari yang meraih juara 1, 2, dan 3 lomba nagari rancak tingkat provinsi tahun 2015, 2106 dan 2017. Hasil penelitian menemukan bahwa: (1) Nagari rancak memiliki potensi ekonomi bervariasi, memiliki banyak prestasi dan adanya variasi aktor yang berkolaborasi dalam penyelenggaraan pemerintahan nagari. (2) Aktor governance yang berkolaborasi dengan pemerintah nagari mulai dari tingkat nagari, kecamatan, kabupaten, provinsi dan nasional. Terwujudnya kolaborasi ini sangat dipengaruhi adanya keterbukaan diri dan inisiatif dari Wali Nagari dan Perangkat Nagari. (3) Kolaborasi aktor governance terjadi pada setiap tahapan penyelenggaraan pemerintahan nagari yaitu perencanaan, penganggaran, pelaksanaan, pengawasan dan pertanggung jawaban. Namun, interaksi aktor yang paling intensif pada tahapan perencanaan dan pelaksanaan program dan kegiatan di tingkat nagari.
Communal land is one of the village assets that can be utilized for the beneit of the public, and it can be managed by an enterprise owned by the village, devoted to creating self-reliance of the village. Law No. 6 of 2014 on the village, mandated the management of the village assets in the form of Village-Owned Enterprise (BUMDes), in West Sumatra, it is called Nagari-Owned Enterprise (BUMNag). Nagari Lubuk Malako has several business ields managed in the form of village cooperative, which later transformed into BUMNag. This paper is the result of a research aimed at describing and analyzing how the collaboration was undertaken by many stakeholders in Nagari, in the formation and development of the BUMNag. With the descriptive qualitative method, through analysis of the data in the form of etic and emic, Nagari Government of Lubuk Malako succeeded in changing the form of the management of the business ield of smallholding plantation, to be managed by BUMNag. Changes in the form of management are the result of governance collaboration in Nagari. Stakeholders in Nagari, namely indigenous community, private irms, and youth leaders, worked together to increase participation in doing the vertical and horizontal collaboration, and made networking to push Wali Nagari (Head of Nagari) as the governmental component in order to facilitate the formation and development of BUMNag.
This study aims to describe Sustainable Tourism Development in the Ngarai Sianok Maninjau Geopark Area in Bukittinggi City which is motivated by the vision and mission of the Bukittinggi City Youth and Sports Tourism Office to realize the tourism sector for the Bukittinggi City Government. The method used in this research is descriptive qualitative, data collection techniques using interviews and documentation. To test the validity of the data obtained, the source triangulation technique was carried out. This study uses a sustainable tourism approach by John Swarbrooke. By using 3 variables, namely: the economic dimension, the socio-cultural dimension, and the environmental dimension. Based on the results of the study, it can be concluded that sustainable tourism development in the Ngarai Sianok Geopark Area in Bukittinggi City is driven by the ability to bring tourists who come to have a positive impact on the tourism sector of Bukittinggi City. This can be seen from the increase in PAD in Bukittinggi from the tourism sector which increases every year. From the dimensions of the existing development environment, it is not significantly affected by the ecosystem in the Ngarai Sianok Maninjau Geopark Area. The advice given by the researcher is to provide guidance to the community to be more active, so that services to tourists will be even better. Also future development is expected to consider environmental aspects in order to maintain the ecosystem of the Sianok Maninjau Geopark area.
