Resumo Esta revisão sistemática de literatura de cidadania deliberativa e gestão Social tem por objetivo analisar o modo como o conceito habermasiano de cidadania deliberativa é aplicado em estudos de gestão social no Brasil. Para tanto, foram consultadas as bases de dados Periódicos Capes e Google Acadêmico, usando os descritores “cidadania deliberativa” e “gestão social”. A maioria dos artigos foi publicada em revistas classificadas no estrato Qualis Capes A2, tendo como principal periódico o Cadernos EBAPE.BR. A análise das estratégias metodológicas empregadas revela opções qualitativas, com 7 trabalhos caracterizados como ensaios teóricos e 11 estudos teóricos-empíricos, predominando a aplicação da concepção de cidadania deliberativa em territórios rurais e conselhos. Os resultados teórico-empíricos enfocam desafios e oportunidades de pesquisa e (re)afirmam que o processo de cidadania deliberativa habermasiano pode ser tomado como estratégia de gestão social. De outra forma, os textos teóricos indicam que o constructo cidadania deliberativa constitui base relevante para a construção do domínio da gestão social.
This paper aims to analyse the coordination and cooperation in Primary Health Care (PHC) measures adopted by the British government against the spread of the COVID-19. PHC is clearly part of the solution founded by governments across the world to fight against the spread of the virus. Data analysis was performed based on coordination, cooperation, and PHC literature crossed with documentary analysis of the situation reports released by the World Health Organisation and documents, guides, speeches and action plans on the official UK government website. The measures adopted by the United Kingdom were analysed in four periods, which helps to explain the courses of action during the pandemic: pre-first case (January 22- January 31, 2020), developing prevention measures (February 1 -February 29, 2020), first Action Plan (March 1- March 23, 2020) and lockdown (March 24-May 6, 2020). Despite the lack of consensus in essential matters such as Brexit, the nations in the United Kingdom are working together with a high level of cooperation and coordination in decision-making during the COVID-19 pandemic.
O objetivo principal é compreender a atuação de empreendedores públicos na fase de formulação da política pública que resultou em um Centro de Formação e Experimentação Digital em Belo Horizonte, Minas Gerais, Brasil. O contexto da criação de tal centro é o da implementação do Programa Estado para Resultados (EPR) que deu origem aos cargos de Empreendedores Públicos (EPs), profissionais de alto nível técnico e gerencial, contratados para apoiar os projetos e programas do governo. Aplicou-se a técnica de Análise de Conteúdo a partir de dados coletados em bibliografias, documentos e entrevistas com EPs que participaram da fase de formulação dessa política pública na cidade de Belo Horizonte. Como resultados, evidenciou-se que embora os Empreendedores Públicos sejam bons executores da política pública, eles não são necessariamente bons formuladores. A despeito disso, creditam-se os resultados da política pública à capacidade de formação de redes, inovação e foco nos resultados desses profissionais.
Introduction. Pay-for-performance or performance-based financing systems have been adopted worldwide in public health. Following the international trend, Brazil implemented in 2011 the National Program for Improving Primary Care Access and Quality (PMAQ). Originality/value. This study therefore addresses how the National Program for Improving Primary Care Access and Quality contributes to the exercise of social control in Brazilian municipalities as a tool for managing public health policy.Purpose. In this regard, the objective of this study outline connections between the performance of the health teams in the PMAQ and the participatory health councils, based on the experiences of councillors and managers from the three large municipalities in the state of Rio Grande do Norte.Research Design. The research included semi-structured interviews with members of participatory health councils and health managers, as well as the systematization of information collected in official documents and articles about PMAQ.Findings. It was concluded that the data collected on user satisfaction with public health services have a high potential to inform Municipal Health Councils in their role of quality control, which occurs in the three large municipalities of Rio Grande do Norte.
