The COVID-19 pandemic highlighted the strategic role of social care policy to minimize the effects of this health crisis and its consequences on the poorest and most vulnerable population. This article analyzes the perception of street-level bureaucrats in the Brazilian social care network on how the pandemic has affected their performance and professional routine. The research was based on a survey, consultations with representatives of municipal social care services, and analysis of government regulations. The results show that social workers feel unprotected and unable to provide adequate responses to the pandemic’s increasing and urgent demands, revealing a lack of institutional support to act appropriately. The professionals also reported substantial changes in their working dynamics, particularly in their relationship with the attended population, one of the main pillars of the Brazilian social care network. These elements directly affect the provision of social care services and their potential to combat the adverse effects of the crisis.

Resumo: O reconhecimento da complexidade de problemas sociais tem levado à criação de novos arranjos de gestão que viabilizem a integração de políticas públicas. Esse processo tem sido acompanhado pelo crescente interesse acadêmico sobre as estratégias para a promoção de soluções integrais, entre as quais se destacam a intersetorialidade e a transversalidade. Nesse contexto, buscamos compreender como essas temáticas têm sido tratadas na gestão pública, em nível governamental e acadêmico. Para tanto, primeiramente, discutimos como a transversalidade e a intersetorialidade têm sido incorporadas em políticas públicas, desenvolvidas principalmente em nível federal. Em seguida, realizamos a análise de dados bibliométricos e de perspectivas conceituais adotadas em artigos nacionais sobre os temas disponibilizados no SCIELO. A partir deste estudo, constatamos que a dispersão conceitual presente nas narrativas governamentais está refletida nos trabalhos acadêmicos. Findamos esse artigo identificando suas contribuições para o desenvolvimento da pesquisa e para o adensamento teórico dos conceitos analisados. Abstract:The recognition of the complexity of social problems has led to the creation of new management arrangements, aiming for the integration of public policies. Meanwhile, the academic interest in themes related to government coordination has also increased, with highlights on intersectionality and cross-cutting. In this paper, we aim to understand how the crosscutting and intersectionality approaches have been treated in the context of Brazil's public management, emphasizing governmental and academic documents. Therefore, first, we discussed how the two approaches have been incorporated in public policies, especially on a federal level. Then, we used the bibliometric method and analysed national papers available at the SCIELO platform, all combined with the qualitative analysis of the conceptual perspectives followed by the authors. From this study, we found that the dispersion present in governmental narratives about intersectionality and cross-cutting approaches is reflected in academic works on the subject. We concluded this paper identifying the contributions for the research and for the conceptual development of the themes analysed.

Textos de advocacy têm ganhado espaço na mídia 4 e nas redes sociais, cursos específicos têm sido criados nas escolas de administração pública 5 e o próprio projeto de pesquisa O que informa as políticas públicas federais: o uso e não uso de evidências pela burocracia federal brasileira indicam o crescente interesse do assunto na agenda pública.O tema também chegou aos formuladores e implementadores de políticas públicas. Na administração pública federal, podem ser identificadas iniciativas promotoras da abordagem de políticas públicas baseadas em evidências (PPBEs), seja por meio do fomento à produção de estudos específicos (própria ou encomendada junto à academia), ou aproximando produtores de evidências dos gestores públicos, potenciais consumidores dessas evidências.
